Mr. Burlingame held that tho objects of tho present mission showed evident signs of pro gress, and by no means evinced a retrograde disposition on the part of tho Chinoso Govern ment. Ho also deprecated the practico of Western Powers in using an unfriendly pres sure to introduco new systems and new ideas among a people whoso knowledge of foreign nations was of recent origin, and who were nurtured under a traditional system to which they were accustomed, and attacked because such repressive policy would tend to revolu tion and repress progress, whereas the Chinese Government fully admitted the necessity of progress and desired to encourage it gradually without a sudden shock to the feelings, pas sions or prejudices of the people. In view of the questioned authority of Mr. Johnson's amnesty proclamation, the following extract from Mr, Lincoln's proclamation, dated December 8thi i8o3, is important: "Whereas, in and by the Constitution of the United States, it is provided that the President shall hav? power to forant reprieves and pardons for offences against tho United States, ex cept yi oases of impeachment, &c; and whereas, the declaration of Congress for a limited and conditional pardon accords well with the established judicial exposition of the pardoning power," &c. The declaration of Congress to which Mr. Lincoln alludes inciden tally has been repealed, but it is claimed that Mr. Lincoln based bio amnesty prorogation on. the constitution. The Election Committee are absent, investi gating the New York election frauds. It iav stated that tho Frocdraen's Bureau furnished tho negro ' Monard, who claims a seat in Congress as successor to Colonel Mann, transportation to his home in Louisiana. Morton introduced a bill forbidding tho land ing of submarine cables without the consent of Congress. Referred to the Judiciary Com mittee. * The resolution referring tbe President's am nesty proclamation to tbe Judiciary Committee was adopted. Stewart introduced a bill reconstructing Georgia, and rescindait; iho act of July 25, 1868, so far as it applies to Georgia. It retains all tho officers of the Stale and members of the Legislature, except those disqualified by th Fourteenth amendment. It provides for tbe reasecmbliug of the convention in March to amend the constitution, which shall be sub mitted to the people and then to Congress.
