PRETENDED DETECTIVE.-The individual al? luded to in yesterday's NEWS, as " sailing under false colors " and imposing upon citi? zens, bas made satisfaction in tho case which called for that notice, and no further action will be taken by the party aggrieved. PARADE OF THE CIRCUS.-Tho Mazeppa Cir? cus Company paraded through the different streets yesterday, mounted and costumed. On one of the gaily caparisoned horses a tame bear was going through his antics, much to the amusement of the gaping crowd. REPAIRS TN BADCT.TTFB-STBEET. -The pave? ment on the north side of BidcUffe-street is j undergoing very necessary repairs. In this connection we are requested to say that there is an unoccupied house near by where the repairs are going on, that should be closed against intruders. DETECTIVE ITEMS.-Henry Middleton, color? ed, who robbed tho premises of S. C. Boylsion, Esq., on tho 1st of October, of a lot of fancy j pigeons and poultry, was crested yesterday, as was also Charles Middleton, a colored youth of fourteen years, for robbing Paul Broughton! colored, on Saturday night last, of $276 in greenbacks. They will be arraigned before the Mayor this morning. ROBBERY TN WILEY'S WAGON YARD_A farmer from Walterboro', who put up at this well known stopping plaoe for wagoners, in King, near Line-strest, was robbed by two boys yes- I terday of sundry articles, consisting of a gun and other purchases he had made. HlSTOSY AND MOBAL INFLUENCE OF MASONRY. This waa the subje ?t of a lecture delivered by General John A. Wagoner, before La Candour Lodge, November 13th, 1868, which has just been published in pamphlet form, by order of the Lodge. The lecture contains a brief and very interesting sketch of the early history of Masonry, and the short but touching allusion to the beneficial, moral and humanizing influ? ence of Masonry is worthy of the bead and heart of the distinguished lecturer. Gamble, Flore two. I FIREMEN'S TESTIMONIAL. Handsome Tribute to Chief Nathan Speeche? by Chief Nathan and Augus? tine T. Smythe, Esq., of the Phoenix. For some time past measures have boen on foot among the members of the Charleston Fire Department to obtain for their Chief a testi? monial of repare! worthy of the affectionate esteem ia which they hold him. They, of coarse, succeeded in this, as in everything else which they undertake, and the silver service ordered from Mr. J. E. Spear, King-street, was a tribate of which both the Department and its Chief might well feel proud. It consists of a pitcbor, two goblets and a salver, all of solid silver, handsomely chased and ornamented, and engraved in the highest 6tyle of the art by the skilful and experienced hand of Mr. Fisher, an artist worthy of the occasion. The engrav? ing on the various articles was as follows: Palver-Handsome wreath around the inscrip? tion, "Presented to our Chief, M. H. Nathan, by tho Fire Department of Charleston;'' hand engine, steamer and truck, and below this the inscription, <;As a testimonial of our apprecia? tion of his long and faiteful services-No v. 30, 1808. Goblets-The inscription, "Presented to Chief M. H. Nathan, by tho Fire D.-partment of Charleston, Nov. 30, 1868. Pitcher-Same as goblets. The ceremony of presentation took place last evening, at Market Hali, in presence of tho Board of Firemasters, and representatives of every company in the department. Augustine T. Smythe, Esq., chairman of tho committee of arrangements, called the meeting to order, and Messrs. Sigwald, of tho Pioneer, Webb, of Hook and Lidder No. 2, and Hickey, of the Hope, were appointed a committee to wait on Chiof Nathan and request his presenco ia the hall. The committee returned in a short tima ac? companied by the veteran chief, w.io was vociferously app! juded. As soon as he rosebed the vacant space ii front of the board, Mr. Smythe addressed him os follows : Mr. Nathan : Tho Fire Department of Charleston, over which you have so lons and ably presided, bein? deeply impressed with tho importance and effieieucy of the services you have zealously and faithfully rendered them, have desiredin some manner to testify their recognition and appreciation of these services, and I have been requested, as their represen? tative, to convey to you this evening tho ex? pression of their continuod regard and esteem. Many other cities possess departments ot which they may justly bo proud, but ours stand un? rivalled in the hold which it has upsn thc affec? tions of one community, the position of com? manding influence which it occupies in our etty. And this reputation is not one of yester? day, but one which has been oura for years and year?, and to-night we can proudly claim for it the same pre-eminence as of yore, as we stand with increased numbers and undiminished ar? dor, ready and wJling to meet and to conquer our old fiery enemy. The position of chiof of such a department is at once a prond and yet difficult one. Much, very much depends on his efficiency, and it is by bis efforts and his care that the interests of the department are in a groat measure pro? moted. And we cannot but feel that much of the -positkm which we now occupy, and of whi?ji^re are proud, is dae to tho energy, sE??and antiring interest manifested by your? self, in all that concerns us. During triode dark days when the gloomy mantle of war and civil commotion was wrapped around us, and oar community, nay, our catire couatry, was rent and distracted by the fierce conflicts of the hour, when society after society suspend? ed or disbanded, and organization after organization was broken up, by your ceaseless activity and watchful care this department, so invaluable to us all as firemen and as citizen0, was piesei ved intact though enfeebled and in debt, with many of Its engine houses destroyed, its engines out of repair aud injured by the long and hard usage of the war, some even having boen destroyed by its vicissitudes; still as an or? ganized department it emerged from the gene? ral desolation. And then it was in great mea euro, through your labors and energetic ap? peals, both at home and abroad, that the work of active reorganization was commenced, new companies have been formed, now and im? proved machines have been procured, tho old ones have been o vor ii a fled and put in proper repair, new hose bas been supplied, new houses built; and to-day the department stands with largely increased numbers and improved membership, os troll and as proudly as it over did in the most promising days of tho past. But we do not feel that our indebtedness to you ends here. Since the actual struggle of war has ceased, wa have bad many changes in our city administration irom its entire subjec? tion lo the military, to its presont organiza? tion. Through all theso changes, whether pleasant or unpleasant, we havo ever found you at your post, ready and on the alert to watch over and forward the interests cjinmit ted to your charge, and it is in a large degree by your earnest vnd persistent efforts that we are now placed in a position of somewhat pecuniary lnderx ndence. After a consideration therefore of those ser? vices, a proposition was started in the Depart? ment to give excrosston to these feelings, and to present to you some tribute of our appreci? ation of your labors. The proposition so made, having boen brought before our company, was there unanimously carried, and their action having been communicated to tb* other com? panies of the Department, one after another adopted it, until to-night we stand her: a com? mittee composed of representatives from every company in the Fire Depai tmcnt of Charleston, to tender to you our unanimous thanks for thc zeal and energy you have ever displayed in all that concerns the Department, and our appre? ciation of your interest in aud care over us. That is a mere freak of fortune or accident. Your friendship and my fute are both combined to sustain me in thc very responsible office of Chief of thc Fire Department. While there are many among you who could and doubtloss wojld perform its arduous duties with farmers zeal and efficiency than lies within the reach of my most bribie efforts, in all evonts, however, br heve me, nothing can be nearer or dearer tj my heart and hope than the perfection of tl at system, the efficiency of which will go far to assure your slumbers and secure your property. A SOUND DEMOCBATTO COTTKT?.-A ptivate letter received in thia city states that in tho recent election in Columbia County, Geo., there- wore 1100 votes cast by white and col? ored voters, and not one for a Republican. ACCIDENT AT THE CIBCTJS.- The top of the wooden enclosure bein? erected for the stapring of the theatrical company at the circus fell down yesterday, frightening many but injuring ' none. COUBT OF CHANCEBY.-The preliminary ar? gument in the case of Fmith vs. Gatowood, bill for foreclosure, was Legun yesterday. Wilkins <fc Gilchrist for complainants, and Pressley, Lord & Inglesby, Rutledge & Young and Porter & Conner for respondents. This case involves one of thc most valuable pieces of property in the city, known as Rail? road Accommodation wharf, valued at $100, 000. The docket was also called to No. IC. THE COMBINATION EXHIBITION - MAZEPPA. The Templeton troupe, combined with the Bra? zilian Circus, performed Lord B> ron's Mazeppa last night on the Citadel Green. On one sido of the pavilion an enclosure was mado and a staging erected, on which the theatrical part of tho performnixo took place. Thc black maro "Bess" di,1 her part finely, and carried her richly conatumed rider througli lier role to perfection. The circus part of thu exhibition was characterized by fine riding and daring feats by tho actors. The minstrels, tho finale of the evening's entertainment, waa in koeping with the other part of tho performances. There was a full pavilion and much appre? ciation of the novelties presented. Row ON EAST BAT, NEAB ELLIOTT-STBEET Repeated cries of murder were heard in tho vicinity of Elliott-street, on East Bay, last night, about half-paat ten o'clock, and on in? vestigation were found to proceed from a number of men, principally seamen, engaged in a fight. One man belonging to the cutter was severely bolton in the face, and another, a second mate of a schooner in ;jort, slightly cul in tho neck. They were promptly arrested and carried to the guardhouse, a 6iuall crowd following. Cause of thc trouble was womeu and whiskey. Miss Scott, a resident of Elliott street, tried to get up a sceuc at thc guard? house in favor of her lover, but signally failed. The whole affair will be sifted and righted this morning, at the Mayor's Court. THE GACSS lamia CANTS.- We are officially informed that General Jolin A. Wagoner, Su? perintendent of tho Immigration Bureau, has made arrangements to celtic in I bis State all of the immigrants who came on tho bark Gauss, if they aro willing to remain. He has secured places for eomo with good wagos, and for others land free of charge, provided they will settle ten families together. A very gene? ral desire is expressed by tho people of tho city and State to retain these immigrants, and tho only thing needed now to complote the arrangement is transportation to thc places where employment bas been obtained for theil. THE BAPTIST FAIB.-The fair of tho First Baptist Church was opened last evening, at tho Hibernian Hall, and is certainly as neat and as tastily decorated aud embellished as any .ve have attended in our city. Flowing festoons of evergreens depend from tho centra! chan? delier, and roach to thc different tables, which aro beautifully arranged in every particular. There is an abundance of fine needle woik and other gems from tho nimble and delicate hands of tho fair ladies present, whose smiles lend additional charm to tho scene. Tho refresh? ment tables aro tupplied with all that can tempt the palate or allure tho eye. Thero was a largo attendance last evening, which no doubt will bo increased to-night. ST. My attention is called to tho following clause in the Governor's message of this day: I recommend to thc Legislature that some early action be taken to prevent the courts aud officers of thc Bank ot the State from wasting and misapplying ita assets to thc payment ot costs of court, attorneys' fees aud the salaries ot officers and agents. If tho holders of the Fire Loan bonds are determined to pursue tho policy of disparaging the credit and resources of thc State, when it must be apparent to them that no State in the Union is more solvent, or has a fairer prospect of promptly meeting all her liabilities, they should be compelled to carry on this litigation at their own expanse. I have reason to believe that no less than sixty thousand dollars in gold has boen squuuderod and made away with for salaries ofotlicors and agents who aro performing no necessary du? ties, fees of attorneys who aro emploi ed for tho purpose of bringing the credit of the State into disrepute, and for other objects of equally qucB'ionable propnoty. Thc holders of tho Five Loan boi els should bo placed on the same looting as other croditors of thc Stato, and tbcysiionld be held accountable for all Haula? ges thc State has sustained, or may sustain, by their un warrantable litigation. At all times 1 Lave, thought it ad\ ?sable (o liavo my cotton put up in good bagging, aud enough ot it to cover thr. whole bale; also, to put en six good stout bands of rope or iron. This 1 was accustomed tu do whoa 1 got but ten ceuts per pound for my cotton, and I am satisfied I derived a benefit then in having it delivered to the factor in good order, and not subjecting myself to aloes in weight, which is moro or lees inoidental to all cotton that leaves the planters' barn or gin-hoase. If it wa? advan? tageous thon, it is much more so now, as wo are enabled to purchase iron bends and buck loa from eight to nine cont?; rope (heavy) at from seven to ten. It requires but a moment's reflection to per? ceive the gain that is made, when cotton sells at twenty-three, cents per pound and rope and iron bands at the above-mimed prices. In Georgia and the Southwestern Cotton States this advantage is thoroughly understood and appreciated, and tho consequence is, you seldom see a bale from those States bonnd with less than six good rope or iron bands, thus securing to the planter a profit of over 100 per cent, on his purchase of rope.
