K- Scott-Sra : On tho morn? ing of the 9th instant my honse was entered by a posse, consisting of two deputies and three United States soldiers, armed au if they were about attacking a stronghold of brigands. One of the deputies, addressing me, said, "Colonel, I am sorry to say you are my prisoner." Upon questioning his authority, 1 learned he had a warrant, issued by Magistrate Solomon, of Co? lumbia, lo arrest me in Abbeville, and deliver me to Constable Hubbard iu Columbia, upon the affidavit of said Hubbard, that I was acces? sory before the fact to the murder of one B. F. Randolph. i* Under the old regime, this posse might have oe en defied, and the consequences would have bean upon their heads, for attempting to exe? cute an illegal 'warrant. But surmising that extraordinary powers had been conferred by the constabulary act of the recent Radical Legislature. I offered no refais tance; hence was taken to Columbia, and without an examina? tion was feloniously incarcerated and kept in close confinement for two days, i Since my re? lease I have carefully perused the ''Act estab? lishing a police force," and discover that if | tb is ambiguous act means anything at all, it simply means that the whole constabulary force nave but concurrent authority with the other civil officers of the various counties, and therefore Magistrate Solomon had not tho semblance of authority to issue a warrant in Bichland for my arrest in Abbeville. Now, sir, this Chief Constable is an hireling o f yours, and this venture of his to exercise autocratical, arbitrary and illegal powers seems to imply your connivance. If it docs not, whence his assumption of power, and why no evidence ot your restraining authority"? Whence does he derive power to arrest me in Abbeville and jad me in Columbia? Whence his power to priest two young men in New? berry and dungeon them in the capital of the State? Whence his power to rescue Kelly from the hands of the saeriff in Camden, incai cerate him in Co.umbia, and direct the sheriff of | Bichland to shackle bim, as ho did while I was there imprisoned? Is this what is meant by the words of the sot, which reads as follows: "Said Chief Constable of the State and Deputy Chief and Deputy Constables in the several counties shall at all times obey and execute the orders of the Governor in relation to the preservation of the public peace and the exe? cution of the laws throughout the State." Think you, sir, that if in tho intenseness of your determination to prcsorvo the public peace you should cruelly treat a single unof? fending citizen, you are appeasing the wrath of an oppressed but gallant people? Does the transcendant authority of our Executive justi? fy acts of violence on tho part of his hirelings? a\re these deeds indicative of your future poli? cy? If so, sir, let me beseech you delay not to revoke that proclamation in which you speak with hypocritical affection of "our beloved Slate," and once again proclaim "the Siate being without law is a law nato itself," and I am the State. I am told you ate now beyond the limits of the State, and upon thc evo of jour departure you exprossed a satisfaction at the peaceable condition of the State. Sir, were you of us, and not over us, you would readily discern that South Carolina hos no peace but that which once "reigned in Warsaw," and should my conviction prove prophetic, that rigid adhorence lo the tchemo of tyranny which you have inaugurated will redound witn serious consequences upon the heads of high? er officers than the Chief Constable of the State, you will not charge mo with "being ac? cessory before the fact," for the exasperation consequent upon such cruelty is widespread and not confined to a single race. Ihe decline in cotton, and the indisposition of planters to sell at present prices, has restricted every sort of trade, and the transactions ot the past week have been confined pr'ncipally to the filling of small orders. Corros.-Our last report cloded on a weak and unsettled market, with New York middlings at 22 cents. Prices declined another half cent ou Wed? nesday, and thfiv grew gradually weaker until Sat? urday, when middlings w, re sold at 21 rents, 'ibo market opened this morning at these figures, with a good demand, and a disposition to buv at prices th. t could not be obtained on saturday.
