REQUIEM.-A requiem mass will bo sung at
St. Peter's Catholic Church, Wentworth-stroet,
at nine o'clock this morning, for the repose of
the soul of the late Commendatore Clomento
Folchi, father of the Rev. Father Folchi, the
Pastor of tho Church^ who died at Rome on
the 80th September last, in the eighty-seventh
year ot his age.
THE POLLS.-Arrangements have been mado
at several of the wards to facilitate the voting
by placing a wooden railing in front of the poll?
ing precinct. The voters will be compelled to
form a que and pass ont as soon as the vote is
deposited. This will economize time, and pre?
vent much of tho wrangling and quarrelling
asnal on election day.
RADICAL TORCHLIGHT PROCESSION.-Last
night some five or six hundred negroes, with
one lantern elevated on a pole and two others
carried in the hand, marched np and down
Meeting-street, yelling and shouting. They
were armed with sticks, which they brandish. -
--ed in the faces of peaceable men, at the same
time cursing them in the moat outrageous and
indecent manner.
CHARLESTON COLLEGE.-The second session
of the collegiate year commenced yesterday,
and several applicants were examined and ad?
mitted. Tho number of students has gradual?
ly increased 6ince the reopening of the Col?
lege, and it bids fair to become as prosperous
ac ever. Workmen arc now engaged in per?
fecting some needed improvements, and the
building will be placed in comparative repair.
THE THEATBE-GREAT NOVELTY.-The Aven?
ger was performed last night to a fall and ap?
proving house. Alice Vane, as usual, brought
down storms of applause,-and vindicated hor
claims to be considered an actress of merit.
To-night we are to have the Presidential
Election represented on the stage. This is the
greatest novelty of the age, and requires tLe
talent of the Tompletons to make it effective.
The performance will conclu Je with the popu?
lar and laughable farce of Pocahontas.

IEE SPECIAL POLICEMEN.-The new recruits
to the police force met at the lower Guard?
house yesterday, and were famished with their
badges, a strip of rod flannel, inscribed with
the word "Police" in black letters. Twenty
white raja and forty-eight colored were sworn
in, the whites being sent to the Upper Wards
and tbo colored policemen retained for the
Lower Wards. The latter were dividod into
equade of eight, each being under the charge
-of a member of the force, acting sergeant.
Two squads were assigned to Wards Nos. 8
and 4, and ono to Wards Nos. 1 and 2 respec
spectivcly. They wero put on duty last night
until tea o'clock, and patioled their differeat
beats. They go on duty again at six this morn?
ing, and will bo stationed in the vicinity of the
polling precincts.
THE PRESIDENTIAL ELECTION TO-DAT-HINTS
TO Voraus.-Tko polls to-day will be open from
six A. M. to six P. BL, without intermission
Congressman and Circuit Solicitor will bo
voted for on one ticket, and Presidential Elec
tors on another. Billots aro required by law
to be put into the ballot box folded in such a
manner aa to conceal their contents. The
name of every voter is required to bo recorded.
All bar rooms aro requirod to bo closed until
Wednesday at six A. SI. When more ballots
are cast than the number of voters recorded,
the surplus ballots are to be drawn out by the
managers before tho ballots are unfolded.
Every mao, therefore, should put in as many
ballots for his candidate as possible, for tho
worst that can result is to have them all taken
away from him again, while the probabilities
ar? that half of themjj'illbc exchanged for as
many good votes of the other candidate, and it
ia possiblo that all or them may be allowed to
count, and as many good votes of the other
candidate drawn oat and cast aside.

IVin er Session.
The winter couisc of this institution was
commenced yesterday. A number of aludetits
were in attendance, but it is expected that the
lists will bc largely iucrcased after the elec?
tions. During the vacation a number of im?
provements have been effected both in the ap?
pearance of the building and in the facilities
afforded for iustructiou. Every pnrt of the
college has been subjected to a careful exami?
nation, and the museum has been enriched by
a number of specimeus of diseased structure,
known as monstrosities, which have been un?
earthed by the Professor of Pathology. The
mHseum is now one of thc most couipio^ lu
the South, and an invaluable assista-.it to the
medical student. Professor Shcparc and Dr.
C. U. Shepard, Jr., have paid considerable at?
tention to the chemical bra nch, and the lator
atory is now furnished with all the modern ap?
pliance^ and aids to science, including fine
French instruments, glasses,retorts. &C The
laboratory has been thoroughly reorganized,
and possesses conveniences tor tho student
and the professor that were long needed.
Several changed were made in the faculty
during the past summer, caused by the resig?
nation and removal from the city of sonic of
the former professors. Dis. J. J. Chisolm and
F. T. Miles removed to Baltimore, and the
chairs of Burgery and physiology, thus left
vacant, wero filled by Drs. R. A. Kinloch and
Middleton Michel. Dr. George E. Trcscott was
elected to fill the chair of materia medica, ren?
dered vacant by the change ot Dr. Kinloch to
that of surgen*. In addition to the usual
course of lectures, clinical lectures wfll be de?
livered at the City Hospital, io. Mazyck-stroet,
by Professors Geddings, i.obertson at:d Kiu
loch, and by Dr. F. P. Porcher, the physician
in charge. Tho anatomical rooms arc u der
the direction of Drs. F. L. Parker and W. H.
Bailey, and dissections are conducted d.tily.
There is perhaps no med cal college south of
Philadelphia that prosents greater advantages
to tho student, or where he could obtain a
more thorough knowledge of his profession.
No better proof of this can bc adduced than
the fact that before the war the number of
students was almost more than could be ac?
commodated, and they hailed from the Poto?
mac to the Rio Grande, and from tho Atlantic
to the far West. The opening exeicises wore
conducted yesterday by the Deau, Dr. F. M.
Robertson, Professor of Obstetrics.
Dr. Robertson delivered an introductory
lecture on the duties and responsibilities of
the profession, which was marked by deep
thought and roplete with eloquent and sinking
passages.
Drs. Chazal, Kinloch, Geddings, Michel and
Parker lectured on their respective branches.
In each case thc professor addressed a few
words of cresting to the class thanking thurn
for their attendance, and explaining the par?
ticular branch on which he was lecturing.
Tho change wrought by the war has pi even ted
many from pursuing their medical studies, but
the number of students is gradually increas?
ing, and the college will soon regain its pas1
popularity and prosperity. *The following is a

SOUTH CABOI/KA RAILROAD VB. COLUMBIA AND
AUGUSTA RAJXBOAD.-The bearing ot (he ap?
plication for a temporary wnt of injunction in
this case was continued yesterday before Jus?
tice Willard. The counsel for the petitioners
brought to tho notice of the Justice that the
agreement made by counsel at thc last hearing
had not been carried out by respondents.
That agreement was that respondents should
telegraph instructions to stop all work inter?
fering with the track or side-tracks cf tho South
Carolina Railroad during thc peuding of the
application for an injunction. Affidavits were
read showing that the agreement was being
violated, and that the respondents were con?
tinuing the objectionable work as late as Fri?
day, and a telegram was read to show that tho
violation continued up to bevon o'clock yester?
day morning. The counsel for tho respondents
explained that they had made efforts to cany
out tho agreement, and stated that it wa^ their
int.ntion to carry it out. Justice Willard stated
that, as no order had boen made ronfiiming
tho agreement, there was no foundation for a
proceeding lor contempt, and it was only a
matter for the consideration of the petitioner's
20unael whether it cflordod them reasons for
pushing their application for an injunction.
The counsel for the respondents then pro?
ceded to read affidavits rebutting the testi?
mony of the affidavits read by petitioner's
counsel on the previous hearing. By the affi
?avit of tho President of the Columbia aud
Augusta Railroad, it appeared that a certain
letter alluded to in the affidavit of the Presi?
dent of the South Carolina Railroad as having
jeen written by him lo thc President of thc
Columbia a?d Augusta Railroad had never
seen received. This letter proposed to submit
jertain matters in dispute to the arbitration cf
i committee to consist of six of the directors
)f the two corporations-ihrec of each, 'lins
^reposition the counsel for the respondents
low proposed to accept. The couusei lor thc
petitioners said that of coarse the proposition
vas conditional on the respondents stopping
;he work complained of until an agreement was
