As they are r< sponsible to nobody, they may appropri?t Congressional "stationery" so-called, (th rtfreshments which the budget mod es tl describes :as "cologne" and "lemons, Which are to be got at in some strange wa; by the aid of "corkscrews"), and that t an extent .to .which Governor YATES doe not indulge. They cai tickle a-mongrel mob under the shadow o the. capitol, as deftly as BUTLER himself They'can hound on a erowd of ignorant anc besotted rowdies to excesses of lust anc blood. That the Republicans should welcome such allies is not-to be wondered at; for ii isa principle in nature that "birds of s '.feather flock together." But that such persons should speak and vote for us is ac outrage upon the fair fame-of our States, and an overthrow of thc representative sys? tem. These are not Southern statesmen; many of them are not .Soulhern men at all. If the int eilige nc e and property of the South were allowed to exert its proper influence, most of those who now claim the highest places among . us would not venture to aspire to the pettiest offices in the gift of the people. . In like manner, what a burlesque upon representation is exhibited in the State Legislatures, sb-called.? With rare except tions, these gas companies exolude intelli? gence and public spirit, and ignore the pre? cise design for which they have been called together. A State Legislature should sub? serve the interests of the State-the last subject to which the attention of these bodies* amongst us is directed. On the contrary, the whole interest of the session is concen? trated, upon the per diem of the members, the schemes of the lobby, the claims of can didates for office, questions of national politics, and bills with penalties for the es? tablishment of an impracticable social equality.- In J ann cy's Hall is congregated as inveterate a set of hobby riders as ever took the course. Nothing is further from their minds than the credit of the State and the prosperity of the people of South Carolina. As we showed in a recent num? ber bf THB NEWS, they are busily engaged in.sacrificing both. It is whispered that, in the present strin? gency of the money market in Columbia, legislative votes are quite cheap. 'It Is thought that no financial scheme is despe? rate which a little dexterity and a little liberality recommend. And, indeed, we find it difficult otherwise te undera tand h o w measures destructive of "the commercial prosperity of Charleston can be so favora? bly entertained and so readily passed. To favor some worthless adventurer, the safe? guards of public office are overthrown, and the ballot-box is surrendered to an annual incursion ?f Goths sad Vandal?; and public order and pri vate- busin eje are rendered in? secure, ned the pre&iote of the State are wantonly diverted to Georgia.^aioJ North [ Carolina. One would suppose that legisla? tion at the South was bat another name for conspiracy. Certainly the result of the reconstruction programme, so far as we are concerned, is, that State officials are elected and paid-tb sacrifice the State. : For the present wo are helpless. We watch the turbid current as it rolls on, de? spoiling and wasting away the wealthy soil through which it flows. We see it now and then lift and carry off what seemed stable a little while ago. We see the occasional giving way of ene from whom we expected better things; and then disgust rises as we see him drift into a miry vantage ground of office. It is Othello's case renewed : --"Something sure of State Hath puddled his clear-spirit 1" Bat this sweeping desolation must cease ere long. And when South Carolina enjoys her own again, those of her children whom the prospect of immediate, advantage has made reoreant to. her interests and her honor-those who have yielded to the pres? sure of circumstance, will be likely to "go "further and fare worse." -> f, ,. . Bastard Words. ; In the last number of Lippinco t i's Maga? zine there is an "Index Expurgatorius" which we cannot resist the temptation of copying. We are informed that it was pro? mulgated a few yearg ago in the- office of one of the leading New' York; dailies.
