GOLOSEO DEMOCRATIC CLUB.-The colored Democratic Crab of Ward 3 met last night in their ball on Eaat Bay. A number of the prominent -white residente of the ward were present and assisted.in the organis?t.on of the Club. The rale? were adopted, and Antony Grant was chosen Pr?sident. THE WARD MEETINGS.-The regular meet inga of Ward Democratic Clab3 held on Wed? nesday night, were well attended. In Ward 3. a resolution charging the Cen? tral Club with usurpation of power was laid on the table. In Ward 4, a resolution for denning abd limiting the powers of the Central Club was laid on the table. In Ward 6, a resolution^ to define and limit the powers of the Central Club was voted down by a large majority. A resolution was adopt? ed, that no election of Aldermen be had with? out at least one week's previous notice through the Democratic papers of the city. Ln Ward 8,'a resolution to curtail the powers of the Central Club was laid on the table, abd a vote of confidence in the Central Club was passed. A proposition to go into au election of delegates to a nominating convention for Mayor failed. AH the wards show an encouraging Improve? ment in the number bf citizens present, and it is boped that this may be taken as an indica? tion, that all classes are alive to the impor? tance of united and temperate action. GOOD NEWS nos CAMDEN-FORMATION OS A COLORED DEMOCRATIC CLUB.-Our attentive sp?cial correspondent' at Camden, writing un? der date of the 18th, gives the following inter? esting account of a colored Democratic meet- j in g held at that place. Tbe first meeting of | the Club waa hold in tho Town Hall, on the evening of the 17th :v Magistrate Witherspoon ' waa requested to take the chair, until t ho Club was regularly formed. Judge Lei tue r, who had been invited to: attend, then, addressed the audience upon the object of their assembling, and upon the all absorbing topics of the day, explaining to the freedmen the workings ot tbe Radical party in bringing ntfc" prostration on the Southern people, both whites and blacks. His remarks were expressed io plain, vet fot cible language, suited to the capacity of tho most obtuse of bis hearers. He explained to them why it was essen? tial to their fature 'welT-being and prosperity, that the freedmen should join boart and hand with their whits, feU?w-citizens in advancing the success of the Democratic party; that all the ills of pandoras' box had been let loose upon us by tbe Radicals. He also showed them what was the friendship of the white renegades and carpet baggers-men using them to advance the ti own selfish ends; ex? tracting tho utmost farthing, and then, when the freedmen were in distress, turning their backs upon them... Thespeaker illustrated the truthfulness of his assertion, by relating oases within the knowledge of bis hearers. When the Judge closed, other speakers-whites made a few remarks. One of the freedmen, Scipio Brisbane, was then called for. He responded; stated that be was no orator, or even, speaker, ai iras his friend who bad adi tressed them so acceptably. He came, be said, to the meeting to define hiB position; he bad never last a vote; did not con? sider it consistent with bis calling; as one of j God's humbie servants he endeavored to live np to the doctrine he professed. He had been accused by maay of his colored acquaintances with being a Democrat, as be wouid not join the league: that the members of DIB church had stated he must declare his sentiments: he was here, he said, to-night to tell them and all other colored men that he was a Democrat; that he intended to-live a Democrat, and, if necessary, .he was ready "to die in the last 01100," s tili a Democrat; he was not afraid to speak bis faith;- why should he be? He bad never been afraid to speak as he thought when ho was a- slave, and be bad found his advantage in doing so; the -hites-the white Dem?crata -were his friends and the friends of the freed? men, but there were some white men he did not consider -the friends of tua race. lite speaker made several excellent points in his address, whieh were received with rounds of applause. "He very evidently has the true metal in him, and wants bat cul Line to make him a pr omi nen ?? man with his people. The Club was then formed by electing Bris? bane president. The other officers were not elected. There was a v ry respectable number of signatures added to the roll of m embers. STREET CAB MANNERS AT THE NORTH-A TOUCHING INCIDENT.-A Chicago paper says : A very touching incident recently'occurred in a Chicago boree car, going weat on Ran? dolph-street. The oar was crowded. Many were standing ; among them an old mah of perhaps seventy, whose appearance indicated great weariness. There were strong men sit? ting on either side; there were young men and bo.vs; bat no one offered th i old man a sen. Presently a young and bea tirai woman rose, and, with a winning smile, offered bim her Beat. He seemed bewildered, and refused; but she insisted with so much eirneutneae that be finally settled himself into her seat, white she took the place where he had s ood. This pro? ceeding created such a senna ion that the coo dactor palled the bell and kindly inquired if anybody wanted to get out. A fae old gentle? man, whose eyes ig h t_ was rather dim, delib? erately look ont his epectac.es, aud having wiped them carefully, nut ? them on bis nose, and said :. "Wonderful 1 wonderful 1 wonder? ful!" No less than four geuLemen sprang from their seats at the some moment, ana offered them to the lady, bal s ie politely de? clined, : After the lady had left the esr one gentleman remarked that he bad ? over seen the like in bis life, and that ia all probability she was insane. "Another said she wus no doubt ? strauger in Chicago. The conductor was interrogated as t J .vhe her she was a fre? quent passenger in the cars. To the Editor of the Daily New? : The following letter is published in the Co? lumbia Phoenix of today : To the Editor of the Columbia Phoenix: In the Charleston'NEWS, of the 17thf is pub? lished a communication from some party un? known to me, of a slanderous and defamatory character, which I pronounce a base false? hood. I have been dealing with the public for near fifty years, and no man has ever yet said to me : "Sir, you have acted hard or unjustly to? wards me." As regards my administration of the South Carolina Railroad Company, this is tho first re? flection I have heard cast on it Daring nine years that I was its president, the stockholders received fair dividends; and, when I left the service of the company, the market value of the property was a million and a half dollars more than when 1 entered ita servi oe. The public will be curious to know why an old, quiet and peaceable mao, haring retired from the active pursuits ot life, should thus wantonly be assailed. It is because I oppose an application I to the. Legislature made by the Charleston and Savannah Railroad Company to waive a statutory lien, held by the State, to se? cure the endorsement by tbs State of bonds, amounting to tho present value of the property (say about $750,000, interest and principal), and permit them (the Charleston and Savannah Railroad Company) to put a mortgage on the property of the company to the amount of I $500,000, having priority over the present stat? utory lien, thus leaving the State or bondhold? ers without any security. Under these circumstances I bare petitioned the Legislature to pay me for some past doe interest of said bonds, croaran teed by the State, the company having failed to pay. ; " JOHN CAU) WELL. By this letter it appears that the venerable John Caldwell is rather irate at the very de? cided opinions the writer expressed of him in the communication he refers t \ A man who has served the public for "fifty years," aDd got rich by bis benevolent services, must expect to create strong opinions of himself; and it is of j no use to call those "false" and "base" because they do not please bim. As the writer did not then state any facts-only opinions-he will venture now to state a fact-or what he thinks is a fact-namely, that the people here who have "for fifty years dealt with this old and quiet and peaceable man, now retired from the active pursuits of Ufe," pretty generally agreed with the writer's brief estimate of bim. But let bim have the benefit of what he says for Tijmqnlf, and if the directors of tho railroad. will only have tho firmness and good sense not to "buy bim and his opposition off," the writer of thia will be well satisfied. - T h o application of the railroad company rests on its own merits, and is known to meet the approbation of a large portion of tho bond? holders.
