" ; _ ' THE UP-TOWN CROSSINGS.-The City Railway - Company have nearly completod the work of j laying wooden crossings between the tracks at the intersection of the streets on the King street line. These crossings extend from Lim to Calhoun stree t3, and aro laid with stout plank, the edges being bevelled to allow yehi ??--cles to pass without jarring. Chase was at once given, and Happy was soon overhauled and made to disgorge. Ho had but a few mo? ments previous taken tho piping from tho house of Mr. Bahai, in Wragg Square. The storehouse of Mr. Alexander K. Knox, in Christchurch Pariah, was broken opea a few nights ago, and robbed of sundry articles of groceries, clothing, <3cc. Some of tho negroes on the place being suspected, one of them, Jno. Bennett, was arrested, and some of the sto? len property rscovered. Ah jderson, Sons & Co., Savannah, Ga., at a cbarg< of $110, i against $120 last year. The Osgooc Gin is sold in Savannah by Mr. Chas. Tar Horn, at ? charge of $225, and charges the McCarthy with an infringement of patent which it cannot sustain. - ? -;-. SUICIDE OF MB. ROBERT H. HI BBARD_The many Charleston friends.of Mr. Robert H. Hubbard wfll learn with pain oi his melan? choly death, probably by suicide, near Green? ville C. H., on last Friday. The circumstances, as Btated in the Anderson Intelligencer, are as follows : "He left Anderson C. H. on last Thursday morning, partially delirious, saying that he was compelled to go to Donaldsville on important business, promising co return on Thursday night. While at Donaldsville he grew worse, and gave his watch and memoran? dum-book to a friend ' there to take care of for him. He took the up-train in the afternoon, but instead of retuning to Anderson, he went to Greenville. When he reached Greenville be went into the store of an acquaintance, and re? mained there the entire night. Every argu? ment was used to induce bim to le ave the store, bat all to no purpoae. He seemed to fear that some one was seeking to kill him, and was unwil? ling that those who knew him should leave him on this account. On Friday morning he appear? ed better, aud met with many who could not de? tect from bis conversation that he was delirious. He tried to purchase a pistol at a number of places before he succeeded-his acquaintances all knowing his condition, and feared he would destroy himself or his friends in his delirious condition. At length, however, he succeeded in purchasing a pistol from a store, and was apparently so rational in the whole transac? tion, that the merchant, not knowing his con? dition, never suspected anything wrong. The pistol was second-hand, and part of the bar? rels were loaded. He loaded the empty bar? rels and immediately started out of town, on foot. He had gouo but a short distance when he met a man with a one-horse wagon; he im? mediately halted this man, and presenting his pistol, demanded his horse. His man? ner was Bach that this man unloosed his horse from his wagon, and surrendered it to him. Mr. Hubbard rode the horse, without a saddle, pert apa a mile, aban ho,turned the horse loose and terned into the woods. From the circumstances it was evident that he bad run to and fro through the woods and swamps for some distance, doubtless under the impres? sion wbicb bad annoyed bim during his deb rium that some one sought bis li.e. At length he stopped near a branch, and was tbero found shot Li tho head, tho ball entering on the right side and lodging in thc brain, and it is believed that ho slir*t himself. Mr. Hubbard was about forty years of agc, and has many warm friends in this village, who, ;vith his family, mourn bis death, especially under circumstances so sad. Since the war he has been doing businesB in the hat house of F. Horsey, Charleston, in which place he baa also mado many friends. He leavca a wife and five children in circum? stances of necessity and dependence. His re? mains were interred in thc Presbyterian grave? yard at this place on last Sunday evening.'' CALLED MEETING OF CUT COUNCIL.-Pres? ent-The Mayor; Aldermen Geddings, Potter, Cunningham, Lindstrom, Wall, Olney, Voigt, Howard, Marshall, Cade, Moore. The minnies of the last meeting were read and confirmed. The petition of W. H. Smith, Esq., President of the Hope Fire Engine Company, calling at? tention to the condition of the engine bouse, was referred to the Committee on Public Build? ings. The application of F. W. Stanlandfor the po? sition of Inspector of Narai Stores was grant? ed on his giving tbe proper bonds. The petition of T. B. Black, relative to a bal? ance due him by the City Engineer for certain work done on the streets, waa laid on the ta? ble. The petition of C. W. Soignions for permis? sion to repair the roof of his house in Middle street, was referred to the Committee on Brick aud Wooden Buildings. Petition of W. Yates for permission to im? prove his house in Church-street, was referred to the Committee on Brick and Wooden Build? ings. The notice of J. Hancock, of his intention to build at the corner of Queen and Mazyck streets, was referred to the same committee. Tho petition of Mrs. B. E. Izard, for renew? al of certificates of City Stook, destroyed by fire, was referred to the Committee of Ways and Means. The returns of the Harbormaster and City Sheriff, for the month or July, were received aa information. The bills of the Lunatic Asylum, Gas Compa? ny and A. Habeuicht were .referred to the Com? mittee on Accounts. . The peiitioa of Jno. T. Humphreys for auc? tioneer's license, was referred to the Commit? tee on Licenses, who reported favorably? t Alderman Geddings from a special com? mittee, made a report on the Charleston Col? lege, showing tho indebtedness of tbe city to that institution, and stating that the College should be made self-supporting. A bill was also presented, abokshing the offlco of Cura? tor of the College and for other purposes. On motion, tbe report was adopted. . Alderman Potter, from the Committee on Streets, reported favorably on the building of a plank road in John, Chapel and Washington streets. Laid over. Alderman Lindstrom reported on Mr. Jno. H. Honour's letter, that the action of the Legisla? ture in this matter prevented any action on the part of the committee. Adopted. The Committee on accounts reported favora? bly on sundry bills against the city. Adopted. A letter from Hon. W. D. Porter, City Attor? ney, in reference to the Euston donation, was referred to the Committee on that donation. A letter from Gen. James Simons, enclosing a letter from Gen. Canby, referring to the Citadel buildings and grounds, was road, and Alderman Geddings offered a resolution that as the military authorities had agreed to pay a rent for tho buildings to the City Council, to whom the buildings were transferred, the Coun? cil receive the transfer, and apply the rent to the payment of the mortgage held by Bev. G. Poznauski. Tire resolution was:adopted. A bill in relation to the High School oame np for its second reading. Adopted, The following bill passed its second and third readings, and was adopted aa follows, its title changed to an ordinance, and ordered to be engrossed for ratification: A Bru. to change tbe system of the pay of tho Volun? teer Fire Department of Charleston, according to the report of the Special Committee on the Fire Department, made and accepted on the fourteenth day of July, 1668. Be it enacted. That from and after tho first day of September next, the pay of the Fire De? partment of Charleston shall be at the rates as hereinafter mentioned, viz: The pay of each steamer at the rate of $3000 per annu o', payable monthly. Tbe pay of each hand engine at the rate of $1800 per annum, payable monthly. -The pay of each hook and ladder company at the rate of $1200 per annum, payable monthly. SEO. 2. That the amounts appropriated in the first section shall be considered as cover? ing all expenses, such as the purchase of hose, mending of the same, materials, wear and tear, of engines and reels, pay- of en pi DC ors and all other expenses incurred in keeping in order the apparatus of each company. Ssa 3. That all ordinances and parts of ordinances which relate to tho nay of the Volunteer Fire Department be and the same are hereby I repealed. A bill to compel the closing of trapdoors and openings, in buildings, stores and other places of business, passed its third mding, its title ohanged to an ordinance, and ordered to be engrossed for ratification. The application of A. C. Welton for the lease of the 'Artesian Well and grounds for fifteen years, was taken up, and, after some discus? sion, postponed till the next meeting of Coun? cil. Alderman Olney offered the following resolu? tion, which was adopted : Resolved, That the Mayor be requosted to appoint two citiz ;ns, to act with similar com? mittees from the Chamber of Commerce and Board of Trade, to visit Columbia and urge upon the Governor and Legislature the impor? tance of giving aid and countenance to the completion of the Blue Bidgo Railroad. No other buainess appearing, Council ad journed. THE CASE OF COBONEB WALKES.-Tho Phoo n<x, of yesterday, contains a report of the pro? ceedings on Wednesday in the quo warranto case. It says the counsel on both sides were in attendance, and as many persons as could crowd into the room-white and black. The court read a written opinion upon the motion made yesterday to arrest Mr. Pope in his ar? gument. The court ruled : 1. That he would not hear any argument going to show that the Attomoy-Gcncral (so called) was no Attorney-General, and would not hear arguments to show that Isaac Vf. Hayne, Esq., was the Attorney-General of the State. He would not permit the Attorney General to be pat in issue. 2. He would not pormit any argument to show that Chiof Justice Dun..in and his breth? ren of the law court could only try a quo war? ranto. 8. He would not permit any argument going to show that llichland County was not recog? nized by tho Constitution or South Caiolina, and, in that respect, that the information was defective. Ho ordered tho case to bo heard upon tho two remaining points only. Mr. Pope then commenced his argument by saying that probably the shortest way would have been for the Court to strike out the whole return and then hear argument only upon what was left, viz : tho absolute and supreme au? thority of tho Court. However, the Court had boen gracious enough to leavoenough behind for him to build his argument upo?C l?o then went on in his argument for about two hours. - The Attorney-Gciieii'i (hen claimed thc! di tho counsel should go ou, and thu* allow him the reply to thom all, before he had said ono word in thc argument. This gave rise to a warm discussion, as it had previously been agreed that tho respon? dent should open anl ro.jly. It was Chally de? termined that, tho Attorney-General .should then go on and allow tho others of respondent's counsel to reply to him, .-(nd he to reply to tho whole. He Bays: "From the foregoing it will be seen that tbo chargea for inspection allowed by law is much lesa than Wilmington rates." I beg leave to inform bim that there is an item of expense connected with inspec? tion that the law does not provide for, that of coopering, which is indispensable, and it is not supposed that the inspector can bear this ex? pense without compensation. We find the Wilmington rate for rosin classed: For weigh? ing, three cents; inspection and sampling, three cents; coopering, three cents-total, nine cents per barrel. "If larger fees are paid, it is the fault of the owners or their agents, and in regard to in? spectors purchasing, the remedy is in their own bands." It ?B not the purpose of the owners to enforce the law on the inspectors; they are gentlemen, for whom wo entertain the highest personal rogard. We desire Council to settle this mat? ter by granting the prayer of our petition, for the appointment of an additional inspector and guager, who will establish competition, there? by giving us all the reUef we desire.
