DEATH OF AK OLD RESIDENT.-Mr. Edwin '"Chapman, an English man by hirth, an old resi? dent of this city, and well known as a col ; lector and business agent, died suddenly at . the Mansion House yesterday. His death was .predisposed by eating abundantly of fruit, which caused the fatal oholeratic attack. Mr. . Chapman had insured his Iii e for $10,030 a few v weeks before his death. IMPOSTANT TO TAX PAYEES.-The debtors to the city are warned that the second instalment of- their taxes is now fully doe. The month 'is nearly ended, and they have but a few . -days lett to settle. their indebtedness. Paying ' -billa is always a disagreeable employment, but -the city is inexorable, and the sooner such .siadebtedness is , liquidated the better it will be for the debtors. '' THE ELECTION OT THE STATE OFFICERS FOB CHARLESTON DJ STEIGT TO BE LEGALLY CON - TESTED.-The new State Constitution adopted by the Radicals has completely subverted all ?of the past form of government and substitu? ted a new and untried form. Among other innovations the different boards of commis? sioners of the poor, of roads, and ofpnblio buildings have been abolished, and a system of county and Behool commissioners, borrowed from the immaculate ''Hub," has been foisted upon the community. These commissioners, to? gether with tho remaining State and coan ty officers, were doored by a colored majority, bnt their very election was a breach of all the rules that the Radical party are i actuated by, . and, it ia opon these gr oonds that the present boards make their legal protest. Both the .Reconstructions acts and the ordinances of the Convention stated that the, county elections should be held within a cer? tain time, bat this was disregarded in each -case, and the election did not occur until many . days after the time specified In their ordinances had expired: Again, the registration*by which the voters were allowed to ooh their ballots was that allowed by Congress; the election (if any) took place after the constitution had been adopted and. Sooth Carolina, to all intente and purpose, was reconstructed. The constitution which has been adopted not only prescribed the time of election, but removed the disquali? fications imposed on the Southern people. These facts, and others equally patent, have induced the present boards to question the legality of the dection of their successors, and from legal advice given by a prominent firm in this city, a protest is not improbable. ?nrrL BULE.-The following order relativo to the restoration of the State to civil role has been issued bj General Conby: . Orders, No. 145.] By tho fifth section of the law of the United States, of Maroh 2,1867, "To provide for the more efficient government of the rebel States," it is provided "That when the people of any one of the said rebel Stales shall have framed a constitution of government in conformity with the Constitution of the United States in all respects, * * * and when such consti? tution shall be ratified bj a majority of the persons voting: on the question of ratification who are qualified electors tor delegates; and when such constitution shall have been sub? mitted to Congress for ratification and appro? val, and Congress shall have approved the same; and when said State, bj a vote of its Legislature elected under said constitution, shall have adopted the amendment to the Con? stitution of the United States proposed by the Thirty-:: int h Congress, and known as Article Fourteen; and when said article shall have be? come a part of the Constitution of tbo United States, said State shall be declared entitled to representation ir Congress, and sena? tors and representative- shall be admitted therefrom, on their taking the oath prescribed by law; and then and thereafter, the preceding sections of this act shall be inoperative in said State;" and Congress having, by a concurrent resolution passed on the 21st dav of July, 1868, declared that the said Article Fourteen has become a part of the Constitution of the United States, and all the other conditions pre? scribed bj the fifth section of the aforecited law having been complied with a ? respects the States of North Carolina and South Carolina, constituting the Second Military District, all authority conferred upon, and heretofore exer? cised bj, the Commander of the said Second Military District, by and under the aforecited law of March 2,1867, is hereby remitted to the civil authorities constituted and organized in the said States of North Carolina and South Carolina under the constitutions adopted bj the people thereof and approved bj the Con? gress of the United States.
