Pi ker, the recently elected State Treasurer, 1 thc roason that his bondsmen were not "go< and sufficient sureties." Mr. Parker has sin been in despair, U3 none of the carpet-bagge who would go on his bond are consider to be responsible for anything more than ti amocnt of their per diem. But a fellow fe? ing makes us wondrous kind, and Mr. Jam M. Butlaud, senator from Fairfield, in the e uberance of bis wish to see the State right officered, has moved that a committee be a pointed to ascertain whether the bonds of tl State Treasurer may not be lesa med. Tl present amonnt was fixed when the State of ces were filled by responsible and represent rive men, whose name was without reproac Under the present venal-form of governmer $90,000, the amount of bond required for tl State Treasurer, is nther small. It is not right to lead even scalawags in temptation, and whether tho treasury is or not full enough to meet the enormous drafts be made upon it, it will always contain sufi cient to make it essential that the purse strini should be held by a trusty, honest man. It not known what action the Legislature mt take on Mr. Rutland's motion, but the prob bilittes are that the boDds wUl ne reduced ? the negro majority, so that the ex-captain, e: storekeeper, ex-alderman o?1 Charleston, Sta' Treasurer elect Parker, may at once taste tl solid sweets of office. It is not, however, tl office of State Treasurer alone, that is in que tion. There is a new Comptroller General, new Sheriff for this district and other district! and there will be new tax collectors and Stal and district officers of every kind. Every OE of these positions can be made highly prohti able by men of loose moral principles. In eac there is room for picking and stealing, and i most of them some kind of security is require to be given. We now propose to show th amount of bonis required of the different off eera, together with the names of the late ir enmbents and of their newly elected carpet-bas ging successors. . The bonds of the Stare officers in Columbi j are subject to the approval of the Governoi and are as follows : ; Comptroller-General, $30,000, with one o more "good and sufficient sureties, " who mus bo freeholders, and represent on ihe State ta list the amount for which they become sure ties. Thi? position, formerly graced by S. I Leaphart/Esq., ismow filled by J. L. Neagle, ( carpet-bagger, hailing fr >m York District. State Treasurer for Charleston and Colnm bia, $90,000, the bond to be endorsed by one o: more good sureties. This position was accept? ably filled by Mr. W. Hood, who still retain! his place, Niles G. Parker, the lately elected being unable to furnish tho requisite surety. The Attornsy-General gives bonds for $10, 000. The Hon. L W. Hoyne having been re? lieved, thu important-position is now filled by D. H. Chamberlain, who, whatever his quali? fications may be, is certainly not conversant with the Sooth (Ja LOI ina code of laws, and has never practiced at thc^?-^?ce his three years residence in this State. The bouda given by these persons have been signed by A. G. Mackey and others of that stripe, whoso nam.-a either do not appear on the tax hst, or are ere J i ted with a sum far be? low that which they have os3urned to represent as bondsmen. Governor Scott has ignored the bondsmen tarnished by Parker, bot about the same, names appear on tho bonds of the other State officers. Leaving Columbia, there are in Charleston a number of Stats officiila whose position re? quires them to control a large amount of money, and their boncb are proportionally large. The Sheriff of Charleston District is an office.that has always baan considered ono of the best in the State aid ha3 always been filled by men of known probity, wi oso bonds v.ore unexcep? tionable. At tao expiration of Colonel J. E. Care w's tenn, Mr. W. S. Hastie was appointed .by Gooaral S.ckte3. Mr. Hastio promptly furnished the bonds required-$50, 000 ini three sureties, each being jointly and sep? arately respoo?:btC 'or that nmouu\ It would be foll; to soppose that E. W. M. Mackey, the sheriff elected by the Radical party, could fur? nish a moiety of this sum. His father's name appeared, on Parker's bond, and was not con? sidered as a good stu-3ty by Governor Scott, as it represented barely $3000 on tho tax fist. None of the bright and shining lights of Radi? calism in this city, who would go on a scala? wag's bond, have more properly thin could be concealed in a carpat-bag. They are not free? holders, their names represent nothing, and their chirographical efforts will provo but love's labor lost. Ualss3 E. W. McGregor Mackey can properly qualify, apparently an impossi? bility, the present incombent will, it- is pre? sumed, ba continued iu office until a responsi? ble man is elected. The office of Clerk of the Court of General Sessions and Cjrnoion Pleas for Charleston District is nov Ailed by Mr. J. W. Brownfield, who .ros elected to this position by the suffra? ges of a ti e : white people. Ho gives bonds for eight thousand Jo!hr3 in the same way as those of the sheriff. A. C.Richiaond, the n?w?y elected clerk, has been a deputy constable, and and daring the war aecorcd a position as a member of the provost guard. He was subse? quently appointed Provost Judge for Berkeley District by the military. He will be* hardly able to famish the required bond, as his con? nection with the Radical party makes him de? pendent on the good grases of his carpet-bag friends, wjo aV :. nor- tax-payers. This office is one of great importance, and the incombent shoald be perfectly qualifiai both asa legal and i business man, or the interests of the public mil suffer. He is the oust odian of the most valuable legal papers and records, and shoal i possess the entire esteem and confidence of the community. He may have half a million at a time in his oossession. and should be made to give three imes the bond given by the present clerk. The coroner's position, fille i for the last ;welve years by E. M. Whiting, Esq., is Boon ? be occupied by Timothy Hurley, recentiy sleeted by the Radical party. Tho coroner's Kinds are fixed at $10,000, and it is doubtful if Hurley would obtain sureties to that amonnt though he is in better odor than many of his lasociates) if be did not expect, one of these lays, to sit upon A. G. Mackey. The tax collectors, assessors, and the new joard of county commissioners, are all bonded >fficars, who will be compelled to furnish sure ;ies before they occupy the positions to which hey were elected. Under the old form of gov? ernment, a board of commissioners was regul? arly appointed by the Legislature, whose duty t was to examine the bonds of the State offi ?ars. for this district, which, on their reoom uendation, were approved of by tho Attoruey JsneraL This board was composed of Mes :rs. NEWS for the Presi? dential campaign-four months-for two dol? lars oash. . _^_ BASE BALE.-The game on Saturday between the Alert and Eclipse Clubs was witnessed by a large number of spectators. The game was j called at 4 o'clock, with the Eclipse at the bat. Up to the fourth innings, the play on the part of the Alerts was very poor, which enabled the ?clipse to keep up closely; bat on the fifth, sixth and seventh the Bclipse was forced to retire without a run, while the Alerts added thirteen to their score. On the soventh in? nings the umpire callod the game on account of darkness, but principally owing to an appa? rent desire on the part of the Eclipse to pro? long the seventh innings in order that the game would be decided on the sixth innings. Four months, two dollars._ LAUNCH OF a Naw YACHT. - A number of gen? tlemen assembled at Jones' shipyard on Satur? day afternoon, to witness thc launch cf a fine schooner-ngged yacht built by Mr. Jones for Mr. F. P. Porcher, of this city. The launch waa successful, and the craft; fully rigged, slid from the ways without a hitch. She has been christened the "Louly," and will create a con? sternation among the Charleston squadron, as Wr size and build warrant her success as, racer. The Looly is somewhat larger than the yachts now owned in the .city and draws four and a half feet of water. The following are the dimensions of the new craft : Length on deck forty-eight feet six inches; beam fourteen feet; depth of hold five feet; length on keel forty feet; centre board eleven feet long, with drop of nine feet; cabin four? teen feet, with a state room, pantry, ice house, and other conveniences. Her frame is of Live Oak, and her planking the very best yellow fine. Mr. Jones signed the contract on tho fourth of May, and has exhibited great di patch in his work; having finished the boat sud spars complete in sixty-one working days. The sales are made by Messrs. Edwaid Jordon & Sons, of No. 5 duck, and are of the following di? mensions: Jib-leech twenty-nine feet; foot twenty-four feet; stay thirty-eight feet; fore? sail-leech thirty-five feet seven inohes; hoist twenty-nine feet eight inches; gaff thirteen feet four inches; foot twenty-one feet; mainsail leech thirty-five feet six inches; hoist thirty feet; gaff thirteen feet four inches; foot twenty five feet-four inches. Dong lass & Miller._ THE COURT OF COMMON PLEAS-HON. T. W. GLOVER, PRESXDINO).-On Saturday this Court continued tho nail of the issue docket, and was engaged all day in the trial of -a case of Borne interese and importance to shipmasters and shipowners. It was an actiio brought by Mrs. Daly, the administratrix of the late owner of a steam dredging machine and mad flat, against Wragge & Husa, the owncra of a vessel called the Fox, for damages sustained by the former, whilst engaged in dredging out one of thc docks, by the vessel running athwart their '. twser and parting it. This hawser was at? tached one end to the head of the wharf and the other to au anchor three hundred yards out in the channel, and was used for tho pur? pose of warping the flat in and ont, which re? ceived the mud from the dredging machine. This anchor lay a considerable distance across the main parc of the channel. The damages claimed were for the loss of the hawser and anchor and the time lest by the steam dredg? ing machine and Sit, their engineers and hands. The case waa argued for the plaintiff by Mr. John Phillips, and for the defendants by Mr. James binions, Jr., of the firm of Sim?os & Simons. The ground taken by the plaintiff was that tho owners were liable for the injury committed through the negligence of the Cap? tain and crew of the vessel, in not taking pro? per ?precaution to prevent the collisioa. That tho crew of the flat called out to them to drop their anchor, and if this had behn done tho collision would have been avoided. It was urged on the part of the defence, that the owners wero only Liable for negligenoe and that the testimony on the part of tho plaintiff Bhowed wilfulness, whilst that on the part of the defendants negatived both wilfulness and negli? gence. Also, that plaintiffs crew were to blame for not taking p.oper precia lion to lot vessels pasa ?or to protect themselves ; also thauthey had no right tb ohstract a public navigable highway. That the City Ordinance of October, 1837, ia regard to tho dredging of tho dooks, did not authorize or prescribe any particular mode of cleaning oat tai dicks, but only that thc mud shook! ha removed one hundred and arty fathoms out from the head of tho wharves That neither Btate nor city could authorize my interruption in the navigation of an arm of the sea.
