The Secretary of . State transmits letters from Ministers Adams, Hale, Yeaman, Sandford, Hovey, and most, of the other representatives of the United States ii to foreign courts, in reply to his letter to them informing them of the action of Congress on the subject of the dress to be worn hy our re? presentatives on court occasions. The pub . heh ed extracts from the letters are amusing, and relate personal experiences in maintaiu .. i iOR the dignity of the country under such cir? cumstances. General Hovey, at Lima, asks if he may wear bis Major-General's uniform, and j .Mr. Yeaman argues against the obligatory cus? tom of wearing plain clothes. Mr. Adams . ' saya the law will prevent him from being pr?? sent?t State ceremonials where the court dress " HB absolutely required, but does not anticipate any Ul effect tro? hie absence. Mr. Hale says: ''I am free to eoufeas that I never felt myself to he in so ridiculous a predicament as when I have found myself bedecked in my court cos .tume." WEDNESDAY MORNING, JULY L 1868. Forewarned, Forearmed. AB the time draws nighfor the assembling of the National Democratic Convent iou, t he anxiety ot the . p e o pk b e com cs m aro p ai n ful; for anon the success of the momina lions of the Democratic party depends the perpetui y of consliluliouat -government upon this continent. Radicalism is never satisfied. One right after another has been torn from us. For .one purpose we ?were inj the Union; for another parp?se-vre were out of the Union. Now we were treated as a. conquered people; theo we became, with magical quickness, a living, breathing State. But during every change, lue ?int of thc Radicals has been the same, and they have never swerved in the least from their determination io secure the triumph of j their party at any cost or hazard. They have destroyed States and created new ones. They have disfranchised the while man and enfranchised the negro; and will not hesitate, when the day of election comes, so to falsify the returns as to give a pre? tence of fraud, and enable them to disre? gard the votes of the people and proclaim whom they please, Consul, President or Dictator. They declare that a Radical Congress will count the electoral vote, which is a declaration that their candidate shall be elected. This is a subject which the New York Convention should take in.o consideration. It is a vital and pregnant question, and upon it the action of (he Con? vention might be clear, bold and decisive. Radicalism cannot always be successful, for fraud w7??lforBTw?|UL^ ?B imie iiope for the country if, evTn~???~TBe- r."t1D ind West, the ballot-box is not to be re? spected. The Filibustera. The squad of supposed filibusters, whose arrest near Fort Livingston, Louisiana, WSB noticed in our telegrams published yester lay, ma; have been "peaceful citizens in? tent upon a legitimate object," but if so, Lhey have no connection with the well or? ganized body of filibusters whose videttes have already reached the Rio Grande. This scheme is not the work of a few des? perate individuals driven to extremities by poverty and the loss of their profession. That it has a solid foundation of money and men, and that ils branches extend to every large city in the United States, is almost certain. That ifs leaders arc men of expe? rience, and thal its means are unbounded, is equally a fact. In New Orleans, indeed, rumors are already current that two thou? sand of the new conquerors of Mexico have already left New York, and that parties are preparing to sail in every seaport town on the Eastern and Southern coast. The New Orleans Times treats the expe? dition with all due gravity. It says : "The "plan of making Bagdad the base of sup "plies, and equipping thc force at that "place, although it comes to us from "source that might be considered reliable, "we will not pretend to vouch for; but that "a large body of unarmed men are to be "landed in Mexico, that ample means for "their subsistence, and abundant material "for their defence 1 i been provided, "very few weeks will. dy demonstrate." If this be the case, the arrest and deten? tion of a few men will have no more effect on the scheme than the battle of Big Bethel had on thc late war. Tns Nsw YORK Journal of Commerce, in speaking of Senator SUMNER'S, letter in favor of negro Congressmen, says : "In a "word, Mr. SUMNER is taking the very "worst way to obtain those equal rights ?which are alone worth having for the "freedmen. He is forcing the Southern "whites everywhere to assume "unwil? lingly an attitude of hostility to the "ne? groes. He ii doing his utmost to rup? ture every bond of sympathy which might "link thc two races in (he South in harmo "nious accordance. He is exhibiting not "only his want of magnanimity to (he South "ern whites, in subjecting them to the dom? ination of an inferior race, but with the "most friendly purposes towards the ne "grocs he is leading them into paths of the "greatest danger. If a war of races (which "God forbid !) should ever break out in this "country, it will arise from the reaction "provoked by the application of Mr. SUM? MER'S theories of negro supremacy at the "South. There could be but one issue to "such a horrible war. For an escape from "(bat dread event, we look elsewhere than "lo the wisdom of Radical statesmanship.'' ALL IHE Southern Stales, says the. New York Herald, will be represented in the Fourth of July Convention. The Tammany sachems affect lo be very well pleased to meet their old friends and fellow democrats from the land .of chivalry, but they are nevertheless throwing oui mysterious hints os to the proper course lo be pursued by the Southern d?l?gations in the Convention. They have no objection to let the South in, but (hey consider it advisable thal thc dele? gates from States mrtjSfiJgwaeated in Con gros should refrain'/rom voting for candi datMbor laJdng part in the debate. This is allWonser^e. The Sou th is uv more deeply intwesteo^hanjjhe jSbrlh , inhibe rescue of tli^gavei^ci^tfroiu tHe'nanuiT'-pf I he Ja? cobin faction, and will be mor? likely to vote for the strongest candidate without regard to bygoul^?ejudices. The So^uth "??ii delegations ?houli 'insist irpori? their -right lo volts, or Bb ould" romain out of. tue Convention altogether. lilli lil fa i 4 *-?*MB>-* ? I. . ||| NOT LESS than sixteen mimes are mention? ed for' the favor of the Fourth of July Convention by various interests and the admirers of the different gentleman. . They arc Chief Justice CHASE, Judges FIELD. Davis and' NELSON; Mr. PENDLEITON, Mir. i rf?rrt)Rtcigs,, fjrTjv'"SBYltiorD, AN uri JOHNSON, Gov. LSCLIBH, of Connecticut; Gov. JOEL PARKER, of New Jersey; GenotalS1 HAN1-. , .COCK, MCCLELLAN, F. P. BIA IR and FKAKK LIN PIRBOK ; CHARLES FRANCIB ADAMS und - RKVKBDY JOHNSON. The choice, says i he' Herald, is between three, perhaps, but toe -rest arc named'ih the exuberant spirit of compliment in which some coterie regards each man ; or, more practically, these names are put forth that they may .score so many votes, and have the honor ?of,, with,-.: drawing those votes in favor bf che- right man-au honor and a service of-which they will remind the right man when he ?is once in office and has the good fat plac?s to give away. 1 IT ts understood that th? leading mem? bers of Lue Retrenchment Committee of the City Council are determined to move as de? liberately as is consistent with the immedi? ate reduction of the city expenses. They do bot. propose to submit a general plan of reform, and will confine themselves to such particular points as show the greatest op? portunity for retrenchment. Their one principle is to endeavor to maintain the peace and quiet of the city, and secure the greatest good of the greatest number of citizens. Tbey will probably encounter opposition on the part of the negro-idola tors, but trust that their propositions will always be fairly and impartially consid? ered by the general public. ON YESTERDAY the connection of Colonel J. P. THOMAS with the Columbia Phoenix as its poli tical editor came to an end, the private business of that gentleman requiring his entire and undivided attention. Colonel THOMAS has directed the political course of the Phoenix with ability and decision, and his hearty, earnest words have done good service in the cause of the Carolina Demo? cracy. It is painful to lose a doughty war? rior at the beginning of a fray, and we hope that Colonel THOMAS will, in the heat of the coming campaign, resume thc editorial chair. IT IS highly probable th.t the oily elec? tions will be ordered within thirty days, as the pressure-tm--hu^ .B;u.t 0f in0 extreme Radicals is more than their Ieatw~. CJUL. bear. PILLSBUBT has not grown faint? hearted by reason of delay, and is as eager for the prize at this moment as be was sev? eral months ago.
