Ii is understood that the ease in

Prepare for Action.
In about a week the Socth will know w

The time is short, and it is useless to sp

the last eventful moment, but we may h
our arms in order and be ready to go i;

which are the omens of success.
South Carolina will stand squarely up
the Democratic party of the North. 1

and Carolina will join hands in a mai
effort to save our race from slavery and t
publican liberty from destruction. O
eause will be the cause of the law and t

of Connecticut 'and Ohio, as well as
Georgia and Texas. Our cause, proper
understood, will be the canse of the indu
tri?os freedman, as well as of the whi
mau, without whom there is neither fe
tune, security nor progress.
This State of ours must, then, preps
for action. The struggle will be hard, tl
contest will be fierce. But with th or ou;

Insurance and our Pire Department.
The fires which have recently taken plac
in oar city have justified our confidence i
the Fire Department of Charleston; and th
success which attended our firemen in thei
endeavors to prevent the spreading of th
Sames, has made it a grave subject for con
sideration whether any change is ia coatem
plation which will damp their courage, impai
their efficiency and make their organize
Lion, in all its ripe usefulness, dead bayon,
resurrection.
In proportion.to population, the Charles
ton Fire Department is larger than the Fir?
Depart ment of any other Northern or South
nm city. It is thoroughly organized, wei
equipped and admirably traine-!, and then
is.nh earthly- necessity for any addition tc
the somber of its machines. While watei
ls abundant no fire can stand before them.
Steamers, such as we have now, might have
saved the city from the disastrous confia
gration nf 1861; without them and the pow?
erful hand engines, Monday morning last
would have -vitnessed one of the most valu?
able business squares in Charleston a heap
of smoking ruins. Every owner of prop?
erty in the city is interested in the contin?
ued prosperity of the Fire D?pannent;
every man who has anything to lose is op?
posed te any radical change in its manage?
ment or control.
It must, also be borne in miad that this is
not a matter in which Charleston alone is
interested. Nearly sixty millions of dol?
lars of Northern and foreign capital are
represented by the fire insurance agencies
in this city. The most respectable aaa re?
sponsible American and European compa?
nies have representatives here, and, as
there is not a single Scuth Carolina Insu?
rance Company in existence, all losses by
fire must fall upon corporations outside the
State. These corporations know the extent
of.the rick they rob by reason of the un?
settled condition of cur political- affairs.
They*aro aware that malicious knaves and
crack-brained demagogues are inciting the
negroes to avenge themselves upon respec?
tability by burniBg the city down. But
they do not forget that we have a Fire De?
partment second to none in the United
States, and believe that it is raffia tent to
guard them from all but natural and una?
voidable losses.
The Northern and foreign insurance com?
panies upon which we depend, place their
depenlenee in the Fire Department of
Charleston, and if that Department is bro?
ken OJ they will either double or treble
their rates, or refuse to insure our prop?
erty at any price whatever. Even now,
they are not desperately in love with South?
ern business. They think that in the South
nothing is ce "tain but uncertain'j; and, if
it is attempt :d to put the Fire Department
of this city in the bands- of irresponsible
negroes, they may be expected to cancel
their policies and close their Charleston
risks.
This calamity would be the last feather
to break eur bending, backs. With little
trade, little security, a odored Board of
Firemaaters, and tro power to insure our
houses, stocka aad personal effects*, what
would become of us ? hope,.th*en, moat
sincerely, that the Fire Department will
not be tampered with, and that no one, for
the sake of novelty or political capital, will
dream of supporting a measure which is
fraught with danger to every respectable
man in Charleston.
IN ANOTflKR COLUMN will be found a full
abstraot of the message to be presented by
General SCOTT, the Governor elect, at the
meeting of the State Legislature. It ap?
pears tc be temperate ia tone and judicious
in purpose, but' its praotioal value will of
course depend oa the degree of attention
which is paid by the Legislature to its dis?
creet recommendations.
