reign, an order was issued forbidding any procession

carrying of a deadly weapon by any person not in the
military service of the United States. These orders
>have not been publicly revoked, but they should be

A MUSICAL THKTT.-Sinoe the disease known
by the- mild name of ''appropriation'' has become
iaiiionabie in civil life, It hasaasumed come startling
.'phases, especially among certain dusses who are not
: acquainted with tho terme "mine and thine." The lat
- est development has. been the theft of canary birds.
' These Utile songsters have been taken from their
. cages without alarming the inmates of the house,
- and thus far nc due has been found to the thief. On
Sunday night Mr. L. Groning, residing in Beaufaln
?? street, was robbed of three canarias, which were
.-hung tn the piazza near his room window. A. simi?

T?TOBTUKATE ACC?DENT.-While the mem
. - bera of the Hope Fire Company were enjoying their
.-.annual picnic at. the Schutsenplatz yesterday, the
jpleamro* of the day were marred by an accident that
occurred to one of their members. The crowd that
followed the company from the- dty was so trouble?
some that? became neoessary to shut them out, and

?which was quito old and rotten, fell bringing the
-gate with it Several of tho Hope Company, who
were near the gate, made narrow escapes, but Mr. F.
Puckhaber .waa thrown down, the heavy timbers

STOPPAGE OF Cut WORK.-In accordance
-with an old ordinance no dirt digging is allowed
within the dty limita' after the first of June, and the
.-street brigade are reluctantly forced to confess that

.the discharged employees cf the dty congregated in
the vicinity of the treasurer's office ye-terday morn?
ing, and their dongated countenances showed plain?
ly that their enforced Idleness was far from pleasant
Mayor Cogswell has used the means at his command
to their utmost extent, but the depleted condition of
-the treasury forbids any farther outlay for public

ably reduced, and the only works that will be con?
tinued are the necessary scavenger work and the
asphalt pavements now in course of construction,

graphing has attained a degree of perfection in
Charleston, not surpassed bj hat which it has
reichsfl in Kew York and Paris, ' i busy art cenlres
of the old and new worlds. Some life-size portraits,
recently executed at Quinby & Co.'s gallery, are the
theme of general admiration for their fidelity and
delicacy of finish. Conspicuous among these are
pictures of Rt. Rev. Bishop Xynrh and Mayor Cf gs
welL Messrs.. Quinby A Co. have recently added to
the facilities of their establishment, Sarony's patent
posing apparatus, by which the subject can as ume
an inSnite variety of graceful attitudes for a portrait,
with wonderful eafe and comfort. With th- aid of
this ingeidous instrument, superadded to the long
experience and pment care of Mr. Barnard, the chief
operator, it is no wonder that Quinby'3 pictures are
marvels of excellence.

cal delusion, the idea has cork-screwed Itself into the
fresh aldermanic brain- that fifty policemen can do
the work of one- hundred,-and that by disbanding
also the present detective; force, the same amount af
good may bo done by enforcing double duty
on the'intelligent members of the force who may be

Another means of attaining the end of economy
will be in forcing the Oas Company to ??duce the
fearful rates now charged to both city and private
consumer for the privilege of burning the midnight
lamp. There is no question that our citizens rea?
sonably groan over the. monthly bills presented by
that company. They are enormous. They absorb a
goodly share of the profits o' every husmeas con?
ducted in Charleston, and there is no help for it but
to fly to th-l:-explosive evil-kerosene. This is pre?
cisely what the Council propose to- do:
Borne of the members have ascertained that it costs
no more to syp coal to Lowell than to Charleston,
and that notwithstanding this drawback, the city of
spindles furnishes twice as many lights, and has
three times as many consum?is, as there are'in
Charleston, at the lo w prie e" of four dollars per thou?

The above are only two out of half a dozen schemes
of reform that a Won the rap?, butlf wey are carried
out according to the anticipations of th? originators,

THE MOUNT PLEAS ANT ST EAMES.-The con?
nection from this city to Mount Pleasant and Sulli
van's Island, by '.steamer was commenced some
twenty years back by the date O. B. Hillard, who will

enterprise and energy. The small steamboat Major
Hibben was the original boat on the route, and she
ran for many years successfully, when the was re?
placed by the steamers G. W. Coffee and the Mas as?
soit The Hibben is now-lying in a disabled condi?
tion at one of our wharves, under the name of
"ides," The G. W. Coffee was rebuilt, and burnt
the morning of the evacuation white 1 j lng at Rail?
road Accommodation wharf, and the Massasoit was
sold North before the war, after running here suc?
cessfully for several years. Like most other things
in this re zion, the end of hostilities found the
wharves and everything appertaining to tho ferry in
ruins; but lt was important that the enterprlse
should be started, although the field was not invit?
ing-nearly every dwelling on Sullivan's Island
had been removed , or destroved, the island
bad been dag np to construct batteries, and
what wa* a few years back one of the most charm?
ing seaside residences on the continent had become a
waste, with hardly a building to note that it was|st
one period the abode of comfort and elegance. The
village of Mount Pleasant-was also but slimly inhabi?
ted, and the surrounding country, upon the prosperi?
ty of which the succaas of the ferry fi silly depend?
ed, was suffering Uko other districts for the want of
diligent cultivation. J* was important, however,
that theso places should be reached with facility,
and that the citizens ot Charleston should have them
at-places of resort, to relieve the drudgery of city

possession of a gentleman. Mr. H. L, P. McCormick,

van's Island in good order. The steamer Bookland,

the ferry with regularity, and while the
enterprising proprietor has had heavy diffi?
culties - to overcome, we are pleased to say
that the prospect for_a successful summer traffic is
bright, and yesterday he issued some seventeen hun?
dred tickets for visitors to different points at which
the steamer touches. The island houses are being
rebuilt, and there is a large demand for residences at
this point' which cannot be mst, and the prosperity
bf Mount Pleasant is also looking up. This route ls

McCormick, Esq., are using their best efforts to
make tb is route a decided attraction to our citizens
and strangers.

CAUTION TO MOTHERS.-It is a habit with
some curses to sit on the curbstone around the
wafer edge of the Battery with children in their
arms, and, like most negroes when in the sun? hine,
they somehow manage to fall asleep. Such was the
case yesterday, and a gentleman passing by just in
tim-j happened to catch a lovely infant as it was
about to roll from the lap of its attendant into the
water below. Motheis cannot be too careful of the
character of the persons to whom they commit their
children, especially among the cosy temptations ol
the Battery, and if the hint conveyed hythe above
incident is sufficient, it may save somebody a coron?
er's inquest and a funeral.
COLORED PARADE.-TWO companies of colored
men, much to the delight of the rest of the race, yes?
terday paraded through the principal streets on their
way to some locality ta the neighborhood, where
Abey spent the day in target shooting. One of the
'companies carried guns wherewith to do the shoot?
ing, but both were dressed in semi-uniform, and
"kept step to the music of the Union," which was
performed ou a fife and two drums. The two com?
mands were duly officered by ramxod-y looking fel?
low?, and the muchness of flag displayed reminded
one of the general musters of ye olden time. Amr.ng
other imitations of the "rale ould style" was c mi?
croscopic specimen of Ethiopia carrying a homeo?
pathic stars and stripes, but the poor little fellow's
legs were so short he had to wobble with the most
discomfitting rapidity, and everybody pitied him.

Our readers w?l remember that a year or two ago,
when a colored organization paraded with, guns,
these weapons of war were taken away from them on
Citadel Oreen by order of General Sickles. This is,
therefore, the first time in the histor}-.of the Stats
that they have been permitted to appear thusly to
the public eye. No one can doubt that things are
moving, but whether the tendency is heavenward or
hell ward, the future alone can decide. It is very
certain that at present we are enjoying purgatory to
the full, and there is a division ; of sentiment as to
whether praying or "cussing'' vfOl help us out first.
ELECTIONEERING EXTRAORDINARY.-The city
ls in a great Btate of excitement A sheriff is to be
elected, and General Grant and his cohorts could not
work with greater zeal or better machinery than
that which has been employed by the respective can*
di da te s ta the field. E. VT. il. Mackey, the Republi?
can nominee, has the colored population at his back,
out Wadmalaw and John's Island are said to have
promised to vote for another man. The general im?
pression ia that be will be elected; we suspect that it
does not amount to an Instinct Captain Sigwald,
the present Chief of the Police, ia another candidate,
and has been working like a beaver. The vote cast
for him will be a strong one, but unfortunately for
the prospecta both of Mr. W. S. Hattie, the other
candidate, and himself, they are both popular men,
end each wOl contribute to a division of the white
voter This is likely, in a mathematical point of view,
t? taQ favorably on the prospects of the Radical, E.
W. M. M.
The^ corner of Broad and' Meeting streets was
thronged all day yesterday with the friends of the
gentleman last named, and several bets were passed
on the result, but ihe betting was about sven on both
Messrs. Hastie and, Sigwald. Mr. Hastie's name has
been placed at the- head of the Republican ticket.
Mr.. Sigwald's ticket ls headed by a festive looking
goddess of liberty in duplicit?, and Mr. Mackey
ke?ps his style of ballot a secret until to-day.
As our reid tra are already aware, the barrooms
win be cloted until the election ls over.

RADICAL POW-WOW-TOBOHLHTHT PROCESSION-SER
EDADES, Ac.-Who got lt up-whether the friends of
the Radical nomm?e for the Shrievalty, or the spon?
taneous colored people, or General Conby, or the car?
pet-baggers-we don't know, but there is no sort of
doubt that there was a cheap torchlight procession
last night and a grand political fandango. The Post
Band was conveniently engaged at the Charleston
Hete', and consequently we do not suspect that the
higher military authorities were at the bottom of this
strange and turbulent turn-out; bul they, nevtr
theless, had music of the slam-bang and bang-slam
order, which Berved to wake everybody on the route
of the procession. What that route was, we cannot
undertake to say. It travelled variously, illuminat?
ed tremendously, smoked powerfully, and serenaded
vigorously. Everybody ta town who lias attended a
Radical meeting must, we think, have been called
on musically, and we reckon if lt had not been foe
daylight tho procession would be industriously
travelling still. They are s great people-these Rads,
certain. They pull each other's innocent noses with
a vehemence and adroitness worthy of a better
cause.
The procession WAS formed at eight o'clock at
Tivoli Garden. Its organization was at first at?
tempted by wards, but the influx of a horde of vile
little colored folks from two to four feet high, each
armed with a lightwood knot, disturbed the pro?
gramme, and prevented the leaders from telling
'tether from which. So they conglomerated.
W. N. Taft (white) acted as high priest and grand
marshal of the occasion. Ho rode a horse. Sam
Dickerson (black) was the next major domo, and like,
wise played Bucephalus. "Confusion worse con
fuzled" attended the efforts to start straight, but
after awhile they, got ta motion, and preceded by a
red, white and blue transparency, perambulated the
Btreets. The words on the transparency were:
"Look out I Mackey is coming I " On the other side,
"United we stand, divided we fall." That's what
the intoxicated gentleman said to the lamp post
The majority of the transparencies wore simply
triangular frames, with the tickets of the party bad?
ly printed thereon, but there were one or two which
looked very suspiciously Ilk J some of the fearful em?
blems of the Ku-Klux-Klan, with the motto beneath,
"Pillsbury's mo man." Another bore the legend,
"Democrats can't buy.my vote."
The rest of the illumination consisted of sporadic
chunks of lightwood, served up with a peppering of
blue flames and Roman candles. In three words, the
exhibition was "grand, gloemy and peculiar."
It was a noticeableable feature that the front part
of the procession shouted loud and vociferously for
"Mackey and Pillsbury," while the toll end of thc
affair, doubtless somewhat demoralized, called aloud
the euphonious appellation of "Sigwald, Sigwald,
Sigwildl"
