general conscription has been ordered to pro?
vide reinforcements for the army.

his twenty-first birthday, a few days ago, by

The Dubuque Herald raises the Pendleton flag.
-Fifty-three persons, male and female, re?
ceived a free breakfast at the Essex Market
stationhouse, New Yoik, on Thursday, and at
Jefferson Market sixty-seven. Some of the re?
cipients said they had not tasted food for two

ry buoys to be pla ced in the harbor and river
waters of Lr una wick, in Georgia, and supple?
mentary orders to carry this into effect bave
been issued by Admiral Shubrick, of the Light?

-Another defalcation is reported from Now
York. The house of Ezra Goodrich & Co.,
importers in Exchange place, in that city, are
said to have lost from $100,000 to $300,000 by
the defalcation of their cashier, who has re?
cently disappeared.
-A letter from Senor Romero, dated Mexico,
January 19, Bays he accepted the office of Sec?
retary of the Treasury of the Republic of Mexi?
co. He has therefore given np his position as
Mexican minister at Washington and tho idea
of returning to the United States.
-England seems to be thoroughly frighten?
ed by the Fenians. The Euglish Government
has determined to fortify all ita police stations,
and has begun with those of London, which are
now provided with bullet-proof iron shutters,
and stocked with small arms and ammunition.
-Tho Cincinnati police are making a raid upon
immoral picture sellers, and :n the course of it
ordered an optician to remove from his window
a stereographic picture of the Apollo Belvidere.
This, to be sure, is rather an excess of morali?
ty, but both Cincinnati and Philadelphia have
?et an example for Chirloston to follow.
-Tho United States steamship Wampanoasr
arrived at Fortress Monroe on Monday. She
made the passage from Sandy Hook to Charlo. -
ton in thirty-three hours. Her greatest speed
in one hour was 20? miles; for twenty-four
hours, 1074 knots; and ber average speed dur?
ing the entire trial was 16i knots. The trial
was a complete eucoees.
-The Carlist party have effect ..d a revolution
against the authority of Queen Isabella in the
North of Spain, and their adherents have taken
up arm B in considerable numbers in Navarre.
Skirmishoa have token place between the civil
guard and the insurgents in the City of Na?
varre. Some few persons were wounded during
the tumult. The movement appears to be the
retrait of a deliberate and well-planned or?
ganization.
-The trial of Rev. Stephen H. Tyng, Jr.,
was brought to a conclusion in New York on
Tuesday. Judge Fullerton made an argument
for the defence, and Mr. S. P. Nash made the
closing argument for the presenters. Tho
court then recited the canon direoting them in
the further proceedings, and adjeurned. This
ends the case for the present. The next step
will be the report of the court's decision to
the Bishop, who will then be called on to act
upon it.
-The departure of the Papal Zouaves for
Borne created immense excitement in Montreal.
An immense audience was present at the
special services held at Notre Dame Cathedral,
on Tuesday night, in connection with the
event, and on Wednesday over twenty thou?
sand persons assembled at the station to see
them off. Several parsons were nearly crushed
to death by the pressure of the crowd. The
greatest excitement prevailed among the Ro?
man Catholics.
-The New York poor are hereafter to bo fed
at the public expense. Tho commissioners of
public charities and correction in that city
have mode arrangements to feed them daily
between the hours of 7 and ll A. M., at three
of the New York prisons. All the police au?
thorities are furnished with tickets to give to
such of the suffering poor as they may deem
deserving of relief, and these uacasures, it is
thought, will relieve much of the distress now
existing in New York.
-J. J. McGowan, tax collector of Chatham
County. Ga., was arrested Thursday by the
mihtary for refusing to carry out a general
order from the Military Commander of the
Third District, requiring him to collect taxes
which conflicted with Governor Jenkins' in?
structions requiring him to suspend the col?
lection of State taxes. Mr. McGowan preferred
to obey the instructions of Governor Jenkins,
and refused to deliver up the books and papers
of his office. He was arrested and imprisoned
in the United States barracks.
-A dispatch from Indianapolis to the Cin?
cinnati Commercial says : "A prominent banker
of this city has just returned from Washing?
ton, wheie he has spent some time to ascer?
tain the feeling among the senators and mem?
bers of Congress upon financial questions. Ho
says that if tho Senate is compelled to vote
upon the question of the right of the govern?
ment to redeem the five-twenty bonds in legal
tenders, they will sustain that view. But thev
will not vote to increase the volume of the cur?
rency at all. There is a strong feeling in the
House in favor of issuing legal tenders to the
foll amount contracted by the Secretary of the
Treasury; but it could not pass the Senate, and
if it did, tho President would veto it, ?
opposed to ai creasing tho volume of I
rency one dol ar. Thore will probably

banks, but not of a character to cause

CHARLESTON
MONDAY MORNING, FEBRUARY 24,
CONGRESS has at length declared
against the President. Again and
thc country was led to suppose tba
peachment had received its quietus; b
day the project looma up once more, a
a guise, that shows it to bo no long'
empty threat of a handful of crazy re
Monists. Immediate impeachment is t
the settled purpose of the Radical par
the floor of Congress. The hour is 1
and the sun will not go down before
aim is consummated. Impeached b'
House, the President must be tried b
Senate ; and unless the prescribed cc
tutional forms are disregarded, the
will be a tedious process, and many a <
must elapse before it is possible for
President to be displaced. But in t
disjointed times, tho mandates of wr
constitutions are of little moment, am
one will be surprised at any turn that ev
may take, or, indeed, if at any hour

And now the appointment of General
KENZO THOMAS to the position of Seorct
of War ad interim, and the rapid promot:
proposed in the case of General GEORGE
THOMAS, are the Presidential moves for
recovery of lost ground. The fight se<
as hopeless as that of the Black Kuigh
romance against the strong towers of Fr
de Boeuf; and we are as helpless as
wounded captive and the dark browed li
within. Yet, notwithstanding all odds,
pulse quickens and the heart revives, as
hear the renewal of the contest. Tho 1
liberties of tho American people may
be redeemed.
Every motive that personal pride i
public spirit can afford conspire to mi
the President resolute and strong. C
gress has taken the ground that he ho

General GRANT.
The reliance of all these worthies upi
the army is becoming moro and more app
rent. It is said that General GRANT h
already assumed the state of a militw
dictator; that soldiers are stationed at h
house, and even attend the members of h
family in their pleasure-rides, after tl
fashion of European princes; that details i
soldiers officiate as a 6ort of body-guard i
his receptions. A military guard is mom
ted before the War Department. It is pn
posed also to garrison the 'capitol. Tl
silver buti ons and holiday clubs of the pi
licemen who now wait upon thc nation
legislators, must give place to the brazo
eagles, the clanking sabres and the g!e;>-r
ing bayonets of a Pretorian Guard, traiuu
and prompted to execute the will of th
nation's sovereigns. Instead of the peace
ful assembly once trusting in and truste
by the people, our laws will be dictated b;
a suspioious and relentless oligarchy, sur
rounded by tents and batteries and round
of grim and silent sentinels, and lines o
serried regiments. What laws may be ex
pected out of the heart ofthat armed array
what orders will como forth from that con
fusion of early roll-Calls, and grounder
weapons, and rattling drums, it is not diffi
cull to anticipate.
Yot even should Congress triumph now,
we will not despair. That day which re?
duces all the States of the Union to the
condition in which we are held, may be our
day of redemption.
Moro Trouble for Mexico.
The Juarez Government has hardly suc?
ceeded in crushing opposition and in?
timidating disaffection at home, before it
is again menaced with destruction from
abroad. Private advices from London have
been rcoeived in Washington, stating that
the intelligence from Mexico, that the gov?
ernment has determined to repudiate all
debts due to foreign countries except the
United States, has given rise to an intense
feeling; of indignation on the part of the
English Government. The reason assigned
by Me.-cico for the adoption of such a course,
is a revenge upon the nations of Europe for
the recognition of MAXIMILIAN. England,
however, not having followed the rest of
Europe in this hastv 'ding, is conse?
quently doubly affected by the new Mexican
policy. The English Government, it is said,
is seriously contemplating the fitting out of
a fleet to take possession of the ports of
Mexico and hold them until satisfaction is
given. If th:? He true, the murder of the
Austrian prince may yet be avenged.
