-Chicago so troubles St. Louis that the
Board of Trade of the latter city is about to
petition Congress to protect it against Chica?
go's malicious persecution.
-The greatest activity now exists in both
political parties in New Hampshire, and emi?
nent speakers on both sides are soon to take
the stump.
-Rev. James Gibbous, of the Baltimore Ca?
thedral, has been confirmed by the Pope, and
will soon be consecrated Catholic Bishop of
North Carolina.
-As a precaution against the Greek fire the
English authorities are having quantities of
sand conveyed to all the government offices
and placed in heaps inside the windows of every
floor that is at all accessible from the outside.
-Three of the obalisques of the Sultan of
Turkey were recently drowned in the Bospho
rus by the Imperial order. They were his
greatest favorites, and his suddou change and
cruelty have sproul terror in tho harems.
-A new route is projected from the Atlantic
to the Pacific through British America, of
which 2400 milos will be by water, 1285 miles
by railroad already constructed, leaving only
648 miles of railway yet to be built.
-A proposition has been made to the Com?
mon Couuoil of Petersburg, Va., to light the
streets of that city with kerosene, instead of
gas, which, it ia said, will effect a saving of
$2000 in the city expenses.
-The Bank of England willingly gives "good
money" for all nil var which has been worn
smooth by fair wear and tear. If, however,
the coins bear the slightest sign of lU-usuge,
such as a dent or a serai ch, it declines to
ohange them.
-The late campaign in Kansas in favor of
women's rights has not been without tangible
resulta, as we notice that on Wednesday last
Miss Emma Hunt was elected enrolling clerk
of the lower house of the legislature of that
State. This is, we believe, the first case of the
kind on record.
-"Moonstone," whioh is the name Wilkie
Collins gives to his new story, proves to be a
mysterious diamond brought from India, and
watched by ghostly guardians. The tale shows
already the old scaffolding of separate narra?
tives and particularization of dates and minute
Incidents whioh are ordinarily used to produce
the proper sensation.
-By fifty thousand majority the people of
Ohio decided at the late election that no negro
shall have the right of suffrage in that St ate.
Steps are being taken in the l?gislature to
carry out this determination of the people.
Mr. Pennis ter of Pike county, has introduced a
bill making it a penal offenoe for any judge of
the election to receive a vote from any per?
son who has "a visible admixture of African
blood."
-A party composed of two ladies and two
gentlemen, in a pleasure boat on Ooo nee Riv?
er, Ga., met with a fatal accident. On the 13th
instant they were out in the vicinity of Stal?
lings Bluff, Montgomery]County. The boat cap?
sized and tue whole party were struggling iu
the water. One of the young ladies anc one
gentleman were saved, the other two drowned.
The body of the gentleman had not been re?
covered at last accounts.
-In Louisville, Ky., there are about 30,000
Germans. Half of all the merchants of that
city axe Germans. Half of all the taxes paid
in Louisville are paid by Germans ; and it
seems that the German language is taught in
the public schools. Reoenily the question was
mooted of discontinuing this branch of in?
struction in the schools, whereupon an indig?
nation meeting was called, which was attended
by about 4000 persons. 8o says tho "Tennes?

-The Scotch universities maleo little noise
in the world, but they do a great deal of work.
We see by their "calendars " for 't?8 that the
sum now annuli;* distributed among stu?
dents and graduates alone, oy means of fel?
lowships, tko., in the Scotoh universities,
amounts to upwards of twelve thousand five
hundred pounds. This, though it appears
small beside the eighty thousand pounds an?
nually spent in Oxford on the same purpose, is
a respectable sum for Scotland voluntarily to
contribute to the support and encouragement
of learning.
-When we consider tb ? wreck of business
iu the South, and especially in the Gulf States,
it ia not a little surprising to learn, as we do
from a report of the Special Commissioner of
Internal Revenue, that of the twenty leading
commercial cities of the United States, New
Orleans ranks as the fourth. New York, Phil?
adelphia and Boston are before her, but she
has the precedence of Baltimore, St. Louis,
Cincinnati, 8an Francisco, and other promi?
nent cities. Tho exhibit embraces tho fiscal
year ending June 30th, 1867, and the figures
are supplied by the returns on "sales" and
"licenses."
-DeBow's Review for January has an article
on the tobacco and segar manufactures of St.
Louis. It Bays nativo Americans aro the
principal tobacco growers, and the principal
manufacturers of chewing tobacco ; and they
bear their share in the wholesale trade in the
manufactured articles. In all other branches
of the whole tobacco business in St. Louis
the Germans rule exclusively. Tho se^ar
makers are nearly all Germans ; so tho manu?
facturers of smoking tobacco, Not five per
cent, of all the retail tobacconists belong to
any other nationality. The Irish now engage
in the tobacco trade.
-A general lailroad law is the subject
which most agitates the Pennsylvania Legisla?
ture, lt was tho cause of the ''dead-lock" in
tho House, of which we spoke a few days
since. The proposed measure authorizes any
persons to form a company and build a rail?
road wherever they see fit. The Republicans
of tho State are committed to the policy and
there is every reason to believe that the law
will be enacted. While then are confessedly
some serious objections to tho plan, it bas
also many advantages. Rnilroads in most of
our Statos have come to wiold a power that is
not always for the publio gcod, and that is at
any rate of doubtful effect on our politics. If
competing lines can bo astablished whore
there is enough business to pay for both, this
undue influence will be destroyed by their mu?
tual antagonism, while tho publio will stand a
much better chance of being properly BerweiL^
-The Paris wits Lave not done yet with
Marshal Neil, who sought the other day to
prove that the forced celibacy to which the
army is subjected for six years greatly contri?
butes to tho general welfare. He denied that
the marriageable girls in Prance had any rea?
son to complain that the conscription deprived
them of eligible husbands. He laid down that
the young mon rejeoted bykthe military boards
of inspection as unfit for soldiers, thiough the
loss of one eye. of several teeth, other bodily
infirmities and weaknesses of coniititution,
were not by reason of these disadvantages un?
fit for marriage. Never perhaps in a French
assembly has marriage been so severely reduc?
ed to a simple question of tbe reproduction of
the species. Can a ona armed, one-eyed
young man produce healthy children? Tes,
says science. The question is then Bottled,
and what have the young girls to oo ni plain of?
Such is the argument of Marshal Noil. Man
is a reproductive animal an 1 nothing more.

The Bill of Rights reported in tho Con?
vention by Delegate BOWEN, Chairman of
the Committee on the Judiciary, is refresh?
ing. His 26th paragraph declares that
"the estates of suicides shall descend or
vest, as in oases of natural de*th [as they
have always done from the times of the
Roman Emperors], and that if any person
shall bo killed by casu il ty [killed dead,
we suppose he means] there shall be no
forfeiture by reason thereof." A public
token of esteem is due ~.o this admirable
and seasonable safeguard to the rights of
property. There is only one proviso that
we would suggest as an amendment to the
article. We beg Delega;e BOWEN to add,
that if, in the latter case, that is when a
man is '-kilt entirely," he should come to
life again, as sometimes happens, the for?
feiture then demanded by justice, should be
strictly limited to his funeral expenses.
With this addition the cluuse would be per?
fect. The penalty would not be heavy, if the
pig whick the deceased was carrying off,
when the oasualty occurred, should be
claimed for this necessary and sacred pur?
pose.
The 29th clause declares that "no stand?
ing army shall be kept up without the con?
sent of the General Assembly, and the mil?
itary shall, iu all cases a od at all times, be
in strict subordination tc the civil power."
In other words, the General Assembly,
which is to have the same complexion as
the pr?sent pie-bald contention, may keep
up a standing army, and may summon this
new Pretorian guard, in all places and at
all times, to execute its d ?sired will. Here,
as in Tennessee, the law of the bayonet is
to oppress the State, subjecting it to the
sway of a minority wholly composed of
aliens, renegades and menials. Mr. BOWEN,
in his humble way, accepts the lesson that
the Swedish Chancellor OXENSTIHBN gave

chance, how well SANCHO governed Bara?
taria; he only forgets what happened when
SANCHO went to war.
The S2d clause declaros that "no citizen
shall be exiled or prevented from emigra?

if his country's good requires his incarce?
ration ? What if his l.berty to come and
go makes the lives and the property of his
fellow-citizens insecure ? What if he should
be a murderer, a thief, o demagogue inflam?
ing and arming tho giddy multitude, and
claiming the privilege of being at large ?
What if he should be an employer or a hire?

evade his obligations, w aether of service or
of pay ? What if he weira SANCHO himself

there ought to be some proviso here 1
The thirty-fourth article claims that
every assooiation formed within the State
and taking a name, may apply to the "Gene?
ral Assembly" and be entitled to receive
letters of incorporation to enable them to
hold estates real aud personal. We confess
that we were at first taken aback by this
novel stroke of policy; its axiomatic wis?
dom und profound originality appeared
sublime. We expected .o read in the next
olause the declaration that every man has
tho right to dine at hin own table, and to
sleep in his own bed. Wo concluded that
some legal wag had benn imposing on the
Chairman of the Judicic.ry Committee. But
refection suggested that the Assembly re?
ferred to, is the bogus assembly now in its
birth-throes. The clause provides that Del?
egates MACKGT, and BOWEN, and WHITTE
MOBE, with their white disciples, and MOSES,
with his colored brothers, shall exercise
the powers reposed in the representatives
of the State of South Carolina.
Upon the real, as on the mimic stage,
after the bloody tragedy comes the farce.
It would be unkind to withhold our laughter.
The Regions of the Pole.
The bold Arctic explorer.Captain SHEUARD
OSBORN, has met with little encouragement
from the English press in his endeavors to
get up an expedition to view the continent
on which, according to the latent received
doctrine of navigators in England, the
North Pole is situated. The axes of the
earth, he is told, aro hidden from mortal
ken. Even astronomy cannot conjecture
yet, whether they are surrounded by con?
tinents, open sea, or ty icebergs towering
towards the pole-star to a greater altitude
than the highest of the Himalajas. Indeed,
no one dreamB of exploring the ever-blaz?
ing volcanoes of the Antartic Ocean, though
the South Pole ia seven hundred miles be?
yond them. However, the Royal Geograph?
ical Society may be kinder than the press,
and we shall not be surprised to find that
i a steamer or two are sent to explore this
Utopia of thc north. Certainly, as it seems,
no one has ever set foot on Kellett's Land,
and the geographers fret at the notion of its
lying there unvisited. The whale hunters
.think it is a chilly, uncomfortable, and val?
ueless place; but this does not at all quench
tho spirit of men like Captain OBBOHN, who
come of the same stock as those daring old
^Elizabethan adventurers who made their
way into the remotest lands.
