The cadets at West Point, and the midshipmen at Annapolis, are instructed in the samo system, so that when they become officers they will bo enabled, in any contingency of land or na i al service, to open and maintain communica? tion by cod.s of signol.ng and electric telegraphy identic J in thor operation. Tho systems in use during tho war in tue army, are the foundations of tacos taught, aad it is announoed from Washing? ton, that G.lonel Myer, the Signal Oifiotr, is im? proving them by adding modes of signaling and telegraphing in oypher. -A very unpleasant scandal has come to fight in England witfi regard, to one of h:r Majesty's Consola, Mr. Calvert, whose post was at the Dar* dandles. Ho is now accused of having attempted to defraud Lloyd's agency by insuring for ?14 OOO a ship which never existed, and then pretending that it had bean destroyed hy fire, and Bending in a claim for the money. Lloyds were suspicious, and sent out a commissioner +o inquire into the carcuma tan ces. Upon bearing is, Mr. Calvert, as it is alleged, fled anu hid himself-certain it is that ho disappeared for some weeks. A prosecu? tion has been ordered by the British Government. -The prospect of heavy taxation is not very pleasant at present in England. Tho London Times takes a desponding view of the prospective financial condition of that country for the coming year. What with the necessity of expending $10, 000,000, an income tax of fis. n >w, an increase of 8d. in the tux of 1868-9, and a probable riso in the taxes on tea and sp nt duties, there is much, it says, to be seriously considered by the govern? ment. The trade returns, likewise, give cause for despondency. For October, 1837, they shew a falling off in the exports of 6 per o ut. as com? pared with October lust year. Previously to that time large supplies of whoat, oats, potatoes, lumber, and other articles of Canadian production, had been obtained from Canada, increasing our com- j maree wita the provinces at tho rate of from fif? teen to twenty-five per cent, annually, but, since ..here has been a reduction of fifty-two per cont, in our impor:s irom that quarter, tho cons?quence of which is felt in higher pxic?e. Ti.ere is now a prospect o? the re-enactment of the treaty, it hav? ing been discoveted that we have ooaa punishing oaxaolvesin this brilliant experiment to afflict "perfidious Albion." -Tho contemplated mustering out of General Howard from tho volunteer army, it is said, will not necessarily romovo him trom tho control cf the Freedmen's Bureau. It ie also stated that General Howard is anxious to have a.l the volunteer officers on duty ia his bureau retail - ed in the srrvice untd tho bureau is discontinued, and bas, it ie said, requested General irant to de? fer their muster out, ou condition that the Pay Department bo reimbursed for tho amounts of their salaries from the funds of the Freedmen's Bureau. CHARLESTON. WEDNESDAY HORNING, DECEMBER 18, 16G7. Tile Friends of thc Xcgro. Nothing is more common than the practice of Radical emissaries-whether preachers, pol? iticians, schoolmarms, or bureau oiheera-of sneering at the professions of Southern gen? tlemen when they tell the negro that they are his best friends. The lash, thc handcuff and the auc? tion block are at once brought out from the ever ready abolition arseaal, to combat and refute tho stateuiout. A great pliilauthropical dust is raised, but when we come to examine it closely, we na.i nothing substantial behind the vapid denunciations of these negropuilists, unless il is selfishness and hypocrisy. It is too late in the day to r: pea: what has beea said a thousand times already about the history of slavery, fhe institution is now dead, and we have no desire to revive it. With its death, moreover, we would fain bury all tho crimiuutiou aud recrimination to which it has for years given rise. The subject is, however, forced upon us from time to time, and we do not feel at lib? erty to ignore it. One of the most striking features of the I controversy has been the fact, that, while the Western Status have always been the strong? hold of abolition, 6evcral of them enacted stringent laws, forbidding the sojourn of negroes within their limit9, and this at the very time when they vero hounding on the dogs of war upon the hated South. With the abolition of slavery carno the ory of negro equality ; aud the eame fact si ill stares us in the face. Ohio, Kanst-^and Minnesota, all three strong Radical States, voted on thc question of negro suffrage during the past few months, and "liberty" suffered a most crushing defeat. Ohio rejected the political negro equality amendment by about 50,000, Kansas by 8000, I and Minnesota by 1300 votes majority. Thia vote it 6hould be recollected includes many of the freedom shriekers, who insist upon sad? dling negro suffrage upon tho South. The case is much aggravated, and their inconsis ' tency rendered moro glaring, when we bear in mind the large proportion which the negro population bears to the whole population of the .South, while in the three Western States just named, they form but an inappreciable laction. I Thus Ohio hts 1,171,720 white males, and only 18,442 male negroes; Kansas 57,892 whites and 286 blacks; and Minnesota 126 male negroes to 91,804 male whites. These facts require no comment._ Across thc Continent. When tho rich deposits of gold were first discovered in California about tho year 1848, letter took from four to six months 'o get from New York to San Francisco, and some of our readers may perhaps recollect BATABD TAYLOR'S lively description of the scenes at the San Francisco Postoffice, when half a mile of sturdy miners, iu Indian file, patiently awaited their turn at the "general delivery," upon the arrival of a steamer "from the States." Tho voyage round Cape Horn, and the whole of South America was more tedious than pleas? ant. The Panama line of Bteamers soon rem? edied this evil, and shortened the time to one month. Fifteen days is now the sohedule ?me, and in three years more, we are prom? ised it in six days. Although we spoke of tho Pacifio Railroad only a few days ago, thc enterprise is of such momentous importance, not only to the United ???tot>, but to tho whole civilized world, that we have no hesitation in again oalling atten? tion to it. About one hundred and thirty-five miles are now completed of the Central Pacific Railroad, from Saoramento City. Ten thou? sand men are employed on it. The Union Pacifio Railroad now runs a few miles west of Cheyenne City, five hundred and seventeen .ailes west of Omaha. Cheyenne City, which three months ago, had not even a name, now has its thousands of inhabitants. Thc receipts from these two roads, the Central and the Union Paeiflo have been very large, and with the liberal aid they receive from government, the oompany will find no serious hindrance in completing the whole line of the road at the earliest practicable period. The effect upon Amerioan and European civ? ilization, this great annihilation of distances will effect it is impossible to foresee. The East and the West will probably join hands upon the great American plains. The poor starving millions of ludia, China and Japan, may, in another decade, be covering the Pa oific slope of our continent, and perhaps also a large part of the basin east of the Rocky Mountains. When the tide of immigration once fairly sets in from that quarter, there will soon be an abuudauce of labor, a surplus; and "SuratB" will then have no terror for the American ootton planter. If we eau but hold out until then, we are satisfied that our large area and fertile acres will prove an irre? sistible inducement to emigrants from every quarter of the globe, and we shall then onoc more have control of the markets of the world. Nor in cotton alone will we be benefitted. The introduction of Chinese and Japanese la? borers to our shores, will bring with it the cul? ture of tea, and of the silkworm, the manufac? ture of their earthenware, etc. Our industries will beoome greatly diversified, and many new sources of wealth developed. The subject is temptiog, but we must rein in our speculative steed, and await developments, before we in? dulge in further day dreams. Thc Election for Convention. In the table below will be found the returns from two districts in addition to those wo gave yesterday, vii: Marlboro' and Chesterfield. The fgures now stand as follows: Total regis tered, 127,089; required mojority, 63,545. The vote for and against Convention, as far as heard from positively, is 59,030, whiou, in addition to the probable vote from th? five districts not yet finally heard from (12,116), is 71,146, or a majority of 7,601 : DlSTZICT?.
