The general c amor throughout tho North for the removal of the Cotton Tax justifies the anticipation that its repeal will be among the earliest measures adopted at the approaching session of Congress. If this anticipation should be fulfilled, i' will not be because the dominant party has become a whit less grasping or more tolerant in its polio* towards the South. The tax will be taken off only in deference to the potent demand of the great Northwest, which lias found that her grain and trovision interests are ro?fcriiii 07 its operation. Her great sta? ple, which is no?A in a measure, chained to the place of its production by the poverty of its owners and the complex character of the lax regulations, relieved of its incubus, will at once hound forward to market. In the country, I p anter and freedman, and in the oity factor and jobber will be gladdened at the release of the now fettered crop, and the stimulus of re viving trade and an easier money market will be felt by every class of our people. The Great "What Ia lt." General GRANT is acting Secretary of War, General of the armies of the United States, the owner of some fast-trotticg horses, a smoker of good cigars, and u resident ot' Washington. Thia is certuiu ; but, beyond this, all is uuoer tain a d vu?ue. Every mun known, and nu one knows, whether GRANT is Radical-Conser vative, or Liberal-Radical, or Democratic Con? servative-Republican, or Nulituial-L'nioii'Radi cal, or a STEVIES man, or a SUMNER man, or a WASUBCRXE mau, or a friend of charmiug I CADY STANTON. There ia nothing but doubt ; i and, with the facts belore him, every "intelli? gent reader" must judge for himself. There are twenty "authoritative" explana? tions ol' General GRANT'S position. Nine re? present him to bean out-and-out Radical; nine are p si ive that ht is an uncompromising, straight up-and-down Democrat; sud two de? clare that he is nothing at all, and will not ac? cept a Presidential nomination from any party. FORNEY led off with five columns of Republi? canism,-all oaid to be in GRANT'S head, or out of his rn juih. Next, the Boston Pest vowed that GRANT repudiated every word that villain? ous FORNEY had uttered. This was contra? dicted by an "authorized" denial in the Phila? delphia Press. After this, the Philadelphia Post learnt that GRANT had no liking for Radi? calism; but this was knocked on tho head by the Springfield Republican, which was certain that the General was fully in accord with the party of Freedom. The Mobile Times came to the rescue by declaring that GRANT was a Southern sympathizer ; and this was neutral? ized by tho Macon Journal, which Bwore that he was a bitter Radical. A Richmond daily, the Enquirer, eilis GRANT an enemy of the negro, while his Chief of Staff, General RAW? LINS, says he is the heel friend the negro ever uad. Mr. WASHBURN'S proved, in a long speech, that GRANT was all that could be desired, and more than was expected ; when, up pops the Boston Post and avers that GRANT hates WASH UL R.SK, and would like to get rid cf him and his statements. FORNEY'S Chronicle mildly says that this is "a lie;" the New York Day Book thinks any man who doubts GRAM'S harmony wah Congress "is green enough to be eaten up ?or grass;" another paper, the same day, as? serts that General GRANT has accepted a nom? ination from the JOHNSON Democracy. So stand the newspapers; and, in the tame way, talk the politicians. Thc- Conservatives allude to GRANT'S acceptance of Mr. STANTON'S place as a proof that he is a Democrat ; "D. D." FORNEY quotes it as a prout that he is a Radical. Due "reliable gentleman" heard aim refer to SHERIDAN'S removal as " more ot ihe President's dirty work;" and another, qually reliuble, learns that he has taken waru- ] mg by SHERIDAN'S "ludicrous fate," and sent his valise to Conservative headquarters. General GRANT, it seems, has some ambition, ind has learned th.t silence is more safe than .peech. No declaration of opinions would suit .verybody, or even every member of any one jany ; aatf GRANT feels that, while he holds lis tongue, he has a chance of the support of :ach party, and can retain the power u? choos ug that whioh is most likely to be suuceBsful. general GRANT can afford to remain dumb; iud he had rather be called, for a time, the ' Military Sphinx, " or the great American 'What Is It?" than be known, ten years lenee, as the man who had power within iis grasp, and lost it by " a confidential talk," ir a "letter to a friend." WINTER IS COMINO, and the good people of he North are grumbling about trade. The sew England and Eastern manufacturers are :ontraciiug operations, and are either running hort time, or are suspending altogether. In few England, Pennsylvania, New Jersey, and few York wages have been reduced from ten 0 twenty per cent. All this is bad enough, but he embaras8ment will be only temporary. Our lusiness and financial troubles are a legacy of he war, and if Congress will but come to its ensesitcan, by judicious legislation, check the ownward tendency of oommercial affairs, .et it give up Presiden, making, relieve the ixcs upon industry, place ?he currency upon solid basis, and contract the national expendi are, and most of the evils which now seem so sminent can assuredly bc averted. THE NEW YORK TIMES says that the judg lent of the Republican party neither demands or approves universal suffrage. This meus re wes forced upon them, they say, by decis? ions in caucus, and coalitions of Radicals and ?emoerats. The alternative was between no egroes and all negroes voting, and tho Repub icans chose the latter. It says that Congress an review the new Southern State Constitu? ions and return them for revision and amend? ient, and can substitute impartial for universal uffrage. The Times ?eel the folly and wicked ess of its party, and is trying to wriggle it ff. But this cannot be dona. Republicanism ? pledged lo the negro, the whole negro, and othing but the negro; and by the negro it mst stand or fall. THE NIW YORK HERALD has discovered that egroes arc not eligible to Congress. They did ot becorna citizens, until the issuing of the mancipation proclamation in September 1862.
