in the Southern Opinion, baa the following :
John Mitchel, the Irish patriot, os he ?B general?
ly called, hos ondeared himself to tho hoar tn of our
Southern*people by his able, consistent and gene?
rous championship of our cause during a period of
twelve or fifteen years.
Mr. Mitchel has spoken in our behalf, written in
our behalf, and, in a largo and general sense,
labored to advauoe our interests, as if his chival?
rous patriotism, baffled and baulked in one quar?
ter (wo refer, of course, to Ireland), had been
irresistibly constrained to manifest il wolf in
another I To the South he has given his best
energies, the noblest fruits of his splended talon's
and liberal culture-but more, far more than this,
he has given us likewise hm ownjteith and blood !
His eldest ?on waa a captain in Fort Sumter, and
there, upon the rampart? of that immortal fortress
Homo time in the vear 1864, ho laid down his life for
his adopted country. We knew Mitchel well, and
we dosire to pay a brief tribute to his memory.
It was on a bright January morning, in 1802,
that, obeying orders just roooived, we left Charles?
ton to take up our abode for the time in the famous
fort wo have mentioned. Having disposed of our
"impedimenta" in quarters so free and airy that a
soa-oagl o would have rejoiced to keop ns company,
we repaired with certain brother officers to tho
"outer walls," where, from under tho lee ot a great
"oolumblad," we behold a scene, tho features of
which aro even noto wonderfully distinct and real.
The ocean lapped the rockB beneath with a long,
low, gentle murmur, and BO profound was the
tranquility of wave and sky that one found it diffi?
cult to believe such a scene destined for spectacles
of blood and min 1 Multitudes of gulls and ocean
birds of every variety skimmed the surface of the
water, or lazily floated on languid wings through
the deep-blue atmosphere. Far within the bar,
and snugly anchored to tho southward, thore wore
fleets of ?BhinK-boatB, manned chiefly by negroes,
and showing like large ink-blots against tao water
line. The numerous buoys which marked the
channel stood motionless, except whou the light?
est and most dainty of breezes would ripple thc
waves and heave their white and green bulks with
a slow sweep, like tho swoop of a pendulum. A
single steamer-the smoke from its chimneys
rising almost perpendicularly in tho air and then
melting into misty clouds-labored towards tho
city wuioh had ne vor looked more peaceful-the
grand spire of St. Michael's Church glittering with
a white radienco, and suggestive of faith, concord,
and good will towards all. mankind I But aa the
eye, returning from those objects, cruised-so to
speak-across the intervening billows, while they
gradually passed upon a strong ebb tide sea-ward,
one's sight was arrested by the long, black hulls of
no less than Ave blockading vessels, rancios of
peace, of household happiness, of uninterrupted
Christian worship were rudely dispelled, and the
real condition of things about us forced itself upon
the reluctant mind. Meanwhile ra the offing--and,
strange to say, just above the largest of the block?
aders-a single group of clouds had gathered.
"Look, there!" exclaimed one of our companions
- the poet of the garrison--Man omen, boys, an
omen; who can lend me a penoil ? for tho muse,
suddenly descending, demands to bo heard." Our
friend was accommodated instantly, and in ten
minutes, having s il on cod us by a pompom wave
of his hand, he favoured the small, but of course
discriminating, audience with the following verses :

[Somebody suggested at this point that tho
"vapours" were not "blood-red," but quite the
contrary. Indignant frown from the poet and a
"calling to order" on the part of the other list

"That's a complimentary allusion to Monsieur
Lincoln, I presume ?" said a quiet voice behind uc.
"Bight, sir," roplied the poet, "andi hope that
yon second well-not the motion but the prophecy?"
"Oh 1 of course," said the last apea ker, who bad
quietly joined us during the recitation of the
verses,"only (smiling)the gentleman you allude
to is bound to be shot, not drowned."
He who made the half-jesting remark was a
young man of about twenty-seven or eight ; of a
slight, but remarkably compact and agile figure ;
his foco, although its features were somewhat
irregular, struck the observer aa being full of quiet
power and resolution. Nothing could bo firmer
than the closely compressed mouth-and notwith?
standing the delicate pallor of the complexion,
there was a fire in his roving, gayish-blue eyes,
an almost haughty-poise of the head, and a general
air of repressed but indomitable vigor in his whole
organization, attitude and bearing which bespoke
the man of ready resources, keen perceptions, and
an ardent but iron will. One hand, as he stood,
rested^oarolessly upon the muzzle of the columbian!,
and we could not fail to remaak that, though thin,
small, and white almost as a woman's, it was yet
tull of muscular strength.
Such waa the appeareuce of John Mitchel, cap?
tain in the Provisional Army of the Confederate
States, as we first saw bim. Subsequent com?
munications placed us in possession of the fact
that, before the war, he hod been a civil engineer,
prosecuting his profession with fair chances of j
success in Eastern New York. No business, per?
haps, affords.so many opportunities of adventure
as this, and often we nave listened to Mitchel,
over the evening fire in quarters, as with a quiet,
sly humour peculiarly his own/ be has detailed
this circumstances of many a back wood's encounter
with Yankee speculators and the small railroad
officials of ambitious villages and puffed-up corpora?
tions I But there can be no doubt that Providence
destined Mitchel to be a soldier-and above all,
an accomplished artillerist. Had he been sum?
moned to serve upon the great theatre of tho war
in Virginia, we feel convinced that he would havi
won a reputation not inferior to that of Pendleton
or Pelham. As il was, both officers and mon soon
learned (in Sumter) to regard bim with particular
confidence and respect. He was no martinet, in
the offensive sense of the term, yet his subordi- I
nates knew that the slightest willful disregard of
duty would inevitably be detected and punished.
His sense of the responsibilities of the service was
most lofty, and if he did spare others, assuredly
ho never spared himself. Universally ?-espeoted
and admired, there were a "select few" who de?
votedly loved him.
One of those gallant young officers who had
materially assisted Beauregard m tbs reduction
of Sumter under Anderson, within th? walls or
that fortress, he was fated to live, act and die. lt
was partly due to his ceaseless vigilance and Judi?
cious dise inline that the garrison there became so
effective a body of men. ?
Tbs long, weary, terrible si?g? of Charleston
found him ever at bis post. Doy or night it
was always the same. Whoever might despond,
hs never desponded-whoever might waver, he
never wavered. At last, while discharging his
arduous duty, as usual, Fat? (in the material shape
of ft Federal shell) smote him down. He was car?
ried, sadly mangled, to his quarters. From the
first, be knew that bis wound was mortal. More?
over, it inflicted upon him ' the acutest agony.

Hours of untold, undreamed-of pain, the tom
muscles racked, the quivering flesh on fire, and
then, those precious life-drops exhausted, tho
young hero passed quietly tc hi; rest.
Within the bounds of "Magnolia Cemetery,"
near the city he died in defending, they bm ud
bim, while strong men grieved, as only stroug
men eau, and many tears from gentle eyes were

SAVANNAH, October 34.-Corrow.-Our market con?
tinued in much the samo duU condition until Monday,
when the advices of on advance in Liverpool and New
York caused considerable diminution, lasting until
Tuesday at noon, when the news of the failure of the
Royal Bank of Liverpool brought things to a a tau da Lill,
as, coupled with. the above disaster, tbere was reported
uneasiness and distrust, aa also 3-ltid. decline there, and
a corresponding feeling in New York. Yesterday bat
little was done, parties apparently buying merely to
complete invoices. To-dav, however, the accounts of
European markets being sustained, notwithstanding the
financial difficulty, and the improved tone of New York
imparted confidence, and buyers displayed great activity
whioh bas resulted in by far the heaviest day's business
o, tho season at very full prices, and we close firmly at
the following quotations, which are taken from actual
salea, and we would remark that the prices paid have
given us a basis on which to quote the lower grades with
some degree ot regularity:

the latter, although some good lots have been picked up.
The advance to-day is a full cent per pound, some of
which however may be lost to-morrow, as the late dis?
patches from New | York do not confirm those of earlier
date; and here We would remark that cotton shows ex?
treme sensitiveness, and if parties hold off a day, factors
become anxious, while on a brisk demand they are will?
ing and ready se?era, and today has worked off a large
quantity of poor cottons, which on a declining or even
duli market would not have been easily got nd of. To

impossible to give correct wholesale quotations, "There
is, however, abettor feeling. We quote Carolina, 8? a
9o, and 0 a IOC by the single tierce. Rangoon is quoted
at Oe per pound, by the bag, in small lots.
SALT.-There are several cargoes of salton the wa v
here, but there is as yet no change in the quotation?.

Turmes ANO LUMBER.-A general apathy still pervades
this branch of bunnies". Manufacturers of lumber have
but Utile encouragement in the present low prices, and
timber getters cannot afford to get ont timber ai the
same rates as when produce and labor were twenty-five
per cent lower. We forbear quotations until there ia an
improvement.

with a fair demand today, but after the receipt of newe
from Europe the market became very irregular. Tho
sales were limited to a few buyers, wno took 600 bales,
and the market closed easy at 17 a 17?c for Middling.
Haw Orleans Market.
NEW ORLEANS, October 29.-COTTON.-Tho lnqoirv
waa resumed thia morning with a fair degree or spirit,
but the movement waa checked by factors being-more
stringent in their pretensions. At a later hour, however,
the latter met the demand more freely, and as one party
took 950 bales, tho sales summed up 1700 bales, taken for
Liverpool, France and the Continent, at figures indicat?
ing no quotable variation. There were some orders for
ordinary which could not be fiUed, in consequence of the
very limited supply of that-grade. We now quote ordi?
nary at 14 a 16c, good ordinary 16 a M?c, low middling
at 17? a 18c, and middling at 18? a 10o. The sup A? is
only moderate.

Gold is lower to-day in anticipation of tho payment of
tho November interest. Coin 1* worth about 1-16 to

It is reported that an effort wiLl bo made in tho coming
session of Congres* to obtain an enlargement of the is?
suing powers of tho ?nailonal banks. This report is pro?
bably intended to operate on tho stock market, and la not
worthy of credit.
Tho lo*n market is easy at 7 per cent, with exceptional
transactions at 0. In commercial piper there I* no
chango. Tho late failure has produced little impression

MEN in City Council assembled. That for tho pur?
pose of liquidating thc interest on tho public debt ol the
city, which accrued ou the tbiriieth day of September
last, six per cent, stock, obligatory on the corporation of
thu City of Charleston, shall be issued under the direc?
tion of the Mayor, to tho persons holding stocks or six
per cent, bonds of the city, and entitled to receive the
interest accrued thereon it tho timo above stated, the
said stock to boar interest after the rate of six per cent,
per annum, payable quarterly, .redoemable in thirty
years from date : I*rovided, That no part of said stock
shall be Issued for any sum less than twenty dollars, or
for any fractional part of a dollar: iYortdVd, also, that
alt sums for tees than twenty dollars, and for fractional
parts of a dollar, shall bo paid iu city bills.

transfer of said stock shall be subject to the same regu?

TO REGULATE THE DREDGING OF DOOKS.
Whereas, The boat intorcsta of the city, as woll as tho
convenience of tho shipping vtatting tho port, demand
that the channel of Cooper River be kept open with suffi?
cient depth of water for all commercial purposes, and
free from obstruction:
Be it ordained. That in futuro all mud removed from
any of the city docks by drodge machines, or ot her wine,
shaU be removed ono hundred and fitly fathom < from
the end of the dock.
The Harbor Master shall be furnished with a copy of
this Ordinance, which he is required strictly to enforce;
and to report for prosecution all violations of tho same;
which shall subject tho party so offending to a fluo uot
exceeding one hundred dol?ais for each and every
offence.
Ratified in City Council this eight day of October, in tho
year of our Lord one thousand eight hundred and
