The Journal of Commerce says: We do not believe that that the plate from which they were printed is as entire counterfeit made by an artist aa a copy from the pr?-- ted soto. We believe either that the plate from which these rejected nonda were printed ls genuine, obtained by connivance, and s ighly changed or defaced to conceal th? fraud; or is a copy made by tranafer from such a genuine plate so obtained; or is composed through po! session of copies of the original (Hes from which the first plate was made, these copies being obtained by fraud or collusion implicating some of the employees of the department The last is th? most plausi? ble theory. The New York Evening Post of Wedncsdav, 16th inst, saya that the features of interest in Wall street are first tba diminished activity of mosey, and secondly the ex te sion of speculation in railroad securities, which are acara, while government bonds are unsettled and lower. The last named circumstance is by some persons as? cribed to the disposition which is said to have seized some ot our investors in various j. jrts of the country, to sall their government boada and buy dividend-paying railroad abares. It will be observed that the University, as now organized, is the legal representative of the four Medical Colleges that it has absorbed.
