MELOHERS & MUL? LER, in Victoria Range, three doors South of Mar? ket street. This store was materially injured by the recent tire in that locality, but has been com? pletely remodeled and modernized, and is peculiar? ly adapted for a retail dry goods business. It is useless to comment on the stock offered to the public by Messrs. MELCHER?. & MULLER; their character nnd standing is sufficiently known to warrant the abscition that it cannot be surpassed tty other stores in the eily. Before theil removal from tlreir old stand, a iarge portion of tho stock was sold at reduced prices, and mat now on hand bas been recently purchased. Messrs M. Sohl. are now opening choice selections of these goods, and tho attention of parties wishing to secure bar? gains is directed to then advertisement in another column. THE SHIPPING ANO COMMISSION BUSINESS. There is perhaps no business that ie. calculated to rebuild a city and restore ita commercial pros? perity than that conducted hythe -hipping and commission merchant. Thc efforts made to secure freights necessarily infuses some life in business, while the return trips have nu equally beneficial lesnlt. Messrs. JOHN ?V THEODORE GETTV, of this city, though a comparatively new timi, have, since their organization, conducted a hu ge and success? ful business. As the Agents of the People's Line of New York steamers, thes have gis en general satisfaction, and the Bt earn era leave for the North and return with full cargoes, The Sonder, which left yesterday afternoon, carried the largest out? ward cargo that she lias ever taken. The People s Line consists of the Moueka and the Sonder, but the Prometheus, an additional steamer, is daily expected. Mosers. GETTV have endeavored to make the People'e Lino acceptable to the pubiic; and the result mentioned above is a proof that they have attained then objoct. HENEUY, in another column, it will be soon he hus now on hand two of these presses ready for delivery. The peculiar merit of this press is not because il isa Charles? ton enterprise, but on account of the facilities whioh it offers to a piante', in enabling lum to pre? pare his crop for market with bul little trouble or expense. One of these presses is now m opeia tion at North Commercial Wharf (the same de? scribed a few weeks since in thin papen, and has given satisfaction both to the factors and to the firm of Messrs. J'NO. ROBINSON A Co., by whom it ia employed. The presses advertised by Mr. HENEUY were made subsequently to that men? tioned above, and contain many essential improve? ments. They aie capable of reducing any ?ni Mint of cotton not exceeding five hundred ?nd fifty pounds into au ordinary sized bale. When it is remembered that thia ia effected by the work of two men, the invention will at once commend it? self to the planter aa the most convenient and useful for his purposes. Mr. JONES is a Charles? ton mechanic of considerable skill and experi en '0, and his press will compare favorably with other patents. Our limited knowledge of such subjects prevents any comparisons, but we advise those most interested to examine its merits and give it a practical test before arriving at auy de? cision. -? C., October 9, 18C7. -CIRCULAR. -The following instructions are published for the information and guidance ol' the Commanding Officers of Posts in carrying out the requirements of General Orders No. 92, current series, from these Headquarters : ?s In auy case embraced within th ehrst subdivision of Paragraph I of said order, the iate cf taxation fiied by law, and prevailing nt the time the trans? action was made and completed or the property, or right, was parted with, which is the subject of taxation, shall constituto tho basia tor correcting such excessive taxation ; and upon being conform? ed thereto, such tax shall bo valid and binding it being the design, of that part of said Paragraph 1 to protect persons, making business operations, from unforeseen imposition of taxes in excess of the rates prevailing when such operations were consummated. In any case arising under the second subdivision of Paragraph I of said oidor, the rate of taxation imposed on the property or person of a resident of the State shall bo the basis for correcting such tax as affecting the proporty or person of a non resi? dent ; and upon being conformed thereto, such tax shah be valid and binding. In all oases where tho coileotion of any ?ax is suspended under the first or second subdivisions of Paragraph I of said order, the order suspend? ing tue same shall bo limited to preventing the collection of any excess of stich tax over and above the amount properly taxable in accordance with the provisiona of said order as explained by this Circular. Ho is about three feet high, and of a chockalale color, with short curly hair, and is similar, in many respects, to his cousin, the Newfoundland dog. He was confined last night in the storeroom of the Express Com? pany, aud waB somewhat irritable, caused, proba? bly, by hts late sea voyage, for his face wus expressive of great amiability. -o I'm: l'eut ic SCHOOLS. We understand that (tic number ol'pupils w ho have applied lor admission lu the different public schools basso far exceeded tho expectations of tho Commissioners that, in order to accommodate the applicant?, they hare elected additional toachors. The Normal School, which was designed as u high grammar school for girls has accommodations for about live hundred pupils, but it was found necssery to increase tho number ol' instructors, and throe additional teachers have buen elected. In the st. Phillip street School the same difficulty exists as a num? ber of children who were rejected at the Normal School have been received in the Primary Depart nient, and the increase in tho number nf pupil-, de? manded additional teachers. We have uot heard from the Morris Street School, but the prospects ? few days since were so flattering that the election cannot be loug postpoued. ft ia gratifying to uote the anxiety of tho public to procure a good educa? tion, and the only regtet is that, owing to the fire of 1881 and tho interference if tho military, the State Treasury is empty, and tho labors of the Commissioners will be necessarily contracted, -o MAYOR'S COURT.-The severity ?if ibis judicial sanctum was undisturbed yesterday by any un? usual event. The delinquents wore abroad, ami the attaches of tho Court we're murmuring at tho stRte of public morals to which we mildly assented iiml lamented the dearth of local items tn thc estab? lishment. We always knew that Charleston was a moral place, but if this extraordinary spell of good conduct continues the cells of the Uuard House will uppear like banquet bulls deserted, willie the oftice of municipial justice will .bocome a sinecure. This, to persons of a puritanic cast, would seem a very desirable result, but, viewed lu a candid manner, it presents many objectionable features. Firstly, the treasury is bare of greenbacks, which are confiscated to the city in cases of misdeinea 1 nor, and secondly, the immorality of a city is one of ii a surest sources of revenue. The trangressor linds that if he will dance he must pay the piper, and though he should Btop at the City Hotel the land? lords arc never losers. Under these circumstances, but influenced solely by considerations of the pub? lic good, we desiree change. The present quiet ia unnatural, and a reaction must boon take place, that will cause many individuals to become public characters, and to dounte their stamps to the city. EJECTMENT FBOM A STEAMER. - On Friday utter noon two colored females purchased tickets to be conveyed in the steamer Louisiana to Norfolk, they designing to proceed to North Corolina tc teach colored schools. About three and a hall o'clock they took seats in the upper aaioon among white ladies. This being observed by Captain RUS? SELL, he, as also the clerk of the steamer, succes? sively desired them to go into the lower saloon whore accommodations for their color were provi? ded, Refusing to leave, they were, at the request of Captain RUSSELL, ejected from tho upper salooi; by Policeman CUNNINGHAM, and on their calline, the Captain a brute, were put on land with theil baggage. The following afternoon they returned and took seats in the lower saloon of the steamer Adelaide, and were conveyed to Norfolk.
