took a seat, when, on passing tho Fifth Avonue

the cars, which ended in the latter attempting to

There was a timo when in this city of many
hotels and more boarding bouses young gentlemen
.ould by proper, or rather improper, management
.?outl ive to board on the ever charging but never
paying system, and so could livo with some credit
bo themselves and but little cash to any one else.
That time has past, and peripatetic boarding on
the no pay plan works well no more. The hotel
and boarding house agency has put.a stop to tho
pnlire arrangement. To thin agency each hotel '
pays fifty dollars per annum, each boarding house
fifteen, and the thing works thus : Mr. Sirrra, or
JOHNSTON, or NOAKES, or STOAKE, or THOMPSON, or
JONES, as the case may be, arrives at the F ft h
Avenue Hotel and registers his name, whereupon
the book-keeper consults a black list and finds
that said gentleman hod enjoyed thc honor of being
the subject of a telegram say from the lie vere
House in Boston, which house he had boarded at
some time- ago but bod paid not. If the mon
whose names figure on the blaok list wish to have
them taken off they are obliged to pay up, then
"rub out and begin over." Wherefore can men no
longer board for trothing, and as in times of yore
ind also in your tims, and my time too, nail down
their empty trunks to the floor to make them scorn
to be heavily packed when a shrewd (?) waiter at'
tempts to lift them. Thus it is that hotel men and
boarding house women will no longer be compelled
bo board or bs bored by these individuals who wish
bo live on some one else's income because they
have no income of their own and are not fond of
work.

the Manager, OBAU, has spared no expense in
presenting it in proper style, and with the best
mountings, no wonder that the general expecta?

The Father MATTHEW temperance organizations,
which falter not in the good work of endeavoring
to prevent men from imbibing the brain-stealing
enemy, will on Thursday next celebrate the anni?
versary of the natal day of the distinguished
water-drinker, on which occasion there will be a
feast of reason and a flow of soda water, and the
innoxious juice of the lemon, together with a
4 rand procession and a goodly number of sober'

wending his way along Fifth Avenue, discussing
the demerits of a segar, which would have made a
good husband to some other segar on account of
its undoubtedly being domestic in its nature, he
called the attention of a friend with whom he was

South Carolina is to-day without a dollar of
national currency in her treasury, and without
tho moans of paying a bingle appropriation made
by the last session of the General Assembly. A
portion of her people havo paid tho taxes imposed,
onerous as they nave necessarily boen, but the
remainder have taken shelter under the .military
orders, which forbid the collection of any taxes
not imposed by the United States Government.
Mark the consequences : In less than sixty days,
every charitable public institution will perhaps be
closed. The lunatics, tho deaf, dumb and blind,
and the convicts of the penitentiary, may be
turned" loose upon society. Judges, sheriffs,
clerks, and others, who now deiive their compen?
sation from the public funds, must cease their lo*
bora, and the entire civil machinery of- the State
bo brought to a halt.
The military stop, in one breath, the payment of
legitimate taxes, winch are the life of the treasury,
and in the next, issue an order like tho following :

ratified 16th January, 1866, came up for its second
reading. After some discussion on the Bili, Alder?
man Cosgrove moved that it be laid on the cable,
which motion was carried by eight voting for and
seven against it.
The Mavor reported the death bf Mr. ' D. C.
Gibson, late City Assessor, whereupon Alderman
Ravenel moved that the Clerk be instructed to
give notice in the ciiy papers that Council will
proceed, at its next regular meeting, to elect an
Assessor to fill the unexpired term of Mr. D. C.
Gibson, deceased. Concurred in.
Alderman Cosgrove moved that, in tho event of
Council granting Liquor Licenses No. 2, fifty dol?
