COTTON.-Notwithstanding the heavy decliue which
hu lately talceu place in the article, prices keep up i
steadily falling character, and the business of the past
week baa boen at receding rates, tho market here having
quoted on the first day of the week : Low Middling at
17; Midduu* ' ut 17X018C., and Strict MiddUng at
lsVilsi;.-. ~& closed yesterday at 15@15l< for
Low Middling, IC for Middling, and 17c. V lb for strict
Middling Cotton, Liverpool during the same time having

Purchasers have couflned their attention almost exclusive?
ly to the finer qualities, to the entire neglect of common
Cotton, which have been dull and fiat during the week.
The receipts a' thia point begin to exhibit S marked
increase, and have been 34 bal'-, of Sea Island and 5080
balea Upland Cotton, against 17 bales of Sea Island and
3886 bales Upland the week before, "nd 210 bales Sea
Island and 2453 bales ot Upland Cotton for the corres?
ponding week last year.
The following statement will show the business done

On Friday, October 4, a good demand prevailed
during the first of the day on a basis of 17c.

the demand being almost exclusively for the better quali?

266 balea. MiddUng being quoted nonilnaly at 17c, and
Strict MiddUng at 17 ? 18c. fl tb.
On Munday the market was inactive, buyeis wanting
only good qualities, and for which they o tiered decUning
prioes. the rates faUing off from a half to one cent per
ft. Sales about 100 bales, Low Middling being quoted
at 151,, Middling ut ICM. and Strict Middling at 17c.

On Tuesday the demand was moderate, but pnces
were firmer; eales ITO bales, the rates remaining quota,
bly uuchasged.
On Wednesday the market opened active, with hill and
firm prices; but later in the dsy a decline having been
reported in the English market, the ataple here became
easier, and some tranaacUoi.8 took place at a concession
m price, ?ales 600 bales. Low Middling being quoted at
15v Middling at 16 a 16'?, and Strict Middling at 17
per ft.
Yesterday prices wore easier to the extant of S?c. per
ft. decline. Sale* 265 bales, vit: 23 at IC, 16 at 15S', 20
st 15,V 63 st 16, 24 at 16J<, 9 st 16},', 94 at 17. We quote.

SKA ISLAND COTTON.-The arrivals continue extremely
light, a&d hsve only amounted to some 3i bales lor the
week, composed ot Sea Islands sud Floridas. The market
continues inactive, and tht only transacUont have baan
a few bales ol flue Sea Islands on private terms.

RICE.-The arrivals during th- week amouut to about
8,000 bushels of Carolina Rough, and 78 tierces cloan
the latter from Qeorgetown, South Carolina Under
increasing supplies the article has a lower tendency
and prices have f radually needed during the week. We
note sales of about 600 tierces of clean Carolina, say
SO tierces broken at 7.H ; 26 at 7J?; 25 at 7"?; 102 do prime
?t e\, and 189 do on private terms. Yesterday 90 tierces
prune a. ld at 8;,. and 30 do at b>,c fi lb. New Caro
lins Rough is selling at SI 50 (a) $2 00 per bushel.
NAVAL STORES.-There has been received about
900 bbl?, ?osin, and 200 bbls. Spirits. We note sales
sf Pale to Extra Pale at ?5 50 ft (6 00 per bbl. No.
st 13 50 ? .?4 00. No Common on the market. The
Spirits was aold as it run at Sic. per gallon. No Crude
Parpen tin ci received.

we learn of no wholesale transactions.
CORN -Tbc market continuos without arrivals and
th? stock in the hands ot dealers is alowiy dtrninlahing.
The transactions are only in a retail way at $1 ?501 65 r
bushel, weight, baga included, tor good to prime Corn
OATS.-The business in thu r. raia is confined to the
loee! retail trade. The arrival have been about 2000
bushelp, consigned to dealers for the local trade.
FLOUR -Flour continues to stiffen in price, and deal
ara here have advanced their rates about 50c. ft bbl.
luring the week. We note sales ot Southern Super at
U2?$12.60 fi bbl.; Southern Extra st $13 ^ bbl., aud
Family ?t-tU fl bbl. With the advance in the price of
southern Flour, dealers Lave imported to a limited ex
tent of new Northern and Western, which is selling at

Extra.
BAOON.-The stock of meat ia moderate, and with a
lair demand ; holder? have generally obtained firm
prices. The market Is supplied with inferior m. ut, but
it sells at rates too ir. eg ular to be quoted. We quote
prime Shoulders at l5}?@16J? cents fl ft. ; prime Bibbed
Sides at 13>? cents fl ft., and prime Clear Ribbed Sides

looked for with some anxiety, and it ia hoped that they
will be promptly published by the Currency Bureau.
The stock market, ls feverish. Governments opened
firm, especially the ten-forties, in which certain specula?
tors aro reported to be trying to manipulate a corner, aa
the supply on the market ls small. With a view to kelp
this movement forward, tho attempt* recently made to
produce an impression in the public mind that the ten
tomes will be paid in coin, while the fire-twenties
will not be paid in coin, have been very adroitly used

SEC. I. Beit ordained by the Mayor and Alderman, in
Citv Council assembled, That from and after the loth day
of June next, lt shall not bc lawful to keep Petroleum,
Kerosene, Rock Oil, Benzine, Benzole, or any other In.
flammable oil or oils on storage or for sale In any cellar,
.tore or building aouth of Line street, In a larger quan?
tity than fifty gallons on any one lot or premises, and
any Such quantity so kept or stored shall be contained u
vessels of tin or other metal.
SEO. 2. That Petroleum, its products, or any other in
tlammablo oil or oils, ?lieu brought into the city by land
or water, may ba kept on any lot or in any building in
which cotton is not stored, for a period not exceeding
twenty-four hours, upon tbe expiration ol which time it
