Laurensville Herald on the attitude and duty of
the Southern whites and blacks. The Colonel re?
views the situation and advises the negros to be
content with their freedom, as the United States is
a white man's Government. The lettor is like the
literary productions of Col. CUNNINGHAM, bold and
fearless in its tone, bnt its length prevents more
than this brief notice.

Paragraph LT., of General Orders No. 32, dated
May 80,1867, is modified as follows:
AD citizens assessed for tax?s, and who shall
have paid taxes for the current year, and who are
qualified, and have been, or maj be, duly regis?
tered aa voters, are hereby declared qualified to
serra as juror A.
It shall he a sufficient ground of challenge to
the competency of any person drawn aa a juror
that he has not been duly registered as a voter.
Such right of challenge may be exorcised in behalf
of the people, or of the accused, in all criminal
proceedings, and by either party in all civil actione
and proceedings.
Any requirement of a prc porty qualification for
jurors, io addition to the qualifications herein
prescribed, is hereby abrogated.
The Governors of North and South Carolina, re?
spectively, aro hereby authorized and empowered
to erdet, if it should be necessary, special tenu
of couria to bo held for the purpose of revising
and preparingJury lists, and to provide for sum?
moning and drawing jurors in accordance with

to show the advantages of this city.
The steamship Manhattan, Captain WOODHULL
left New York ou Saturday last, in company with
one of the regular steamers for Savannah. She
arrived ot! the bar at 9 P. M. Monday night, ana
was not able to cross the bar for want of range
Lights on Morris Island. (Money appropriated for
this; why are not the beacons lit?). When the
tide suited yesterday morning, at 7.J o'clock, and
the ManhaWun was steaming in, the Savanuah
steamer waa passing our bar going south.
The screw steamship Sea Gail, Captain DOTTON,
left Baltimore on Saturday ia company with the
steamer for Savannah. The former arrived and
was discharging cargo early ou Tuesday morning;
the latter will certainly not be in port before Wed?
nesday.
Twenty car loads of freight were taken from the
Manhattan and Sea Gull, and dispatched to Hie
interior by last night's train, and as many moro go
forward p er early passenger trains to Colombia and
Augusta to-day; proving beyond all question that
goods for Augusts, and as far weet as Atlanta, can
he amt from Nev York and Beltimore vta Charles?

phis, Nashville and Ohattano..^a, are twenty-four
(34) hours nearer New'York and Baltimoro via

ton in Christ Church Parish suffered no little
earlier in the seaaon irom the rain. The clear
dava that succeeded the wet weather, caused a great
improvement iu tho condition of that plant. It
rallied under the genial sunshine, and the planters
took heart again; but a cloud has ainco come-over
their rising hopoa. Tho caterpillar ha*'made its
appearance in various localities of the Pariah, an d
have inflicted severe lons. They have consumed
from a fourth to a half of the crops ou the planta?
tions where they have appeared, destroying the
plant completely; and so rapacious i3 their greed
that they have consumed the grass and shrubbery
in their track. They have also made their appear?
ance on other places and be ran tho work of de?
struction. So great ia the ra te of their increase,
and so capacious their insatiable maw, that it is
apprehended, with only too good reason, that be?
fore they finish their ravagea the crop in this sec?
tion will be still more largely reduced.
At present the moat intolligent planters in the
Parish do not rookon upon more than half the
number of pounds that wero sent to market last
year.
Wo are ala"? pained at learning, from a gentle?
man engaged in planting injjtho neighborhood of
McClollanville, that the caterpillars have swept
his fields nearly clean, and that several of the
places on that portion of the Santee have been
partially desolated by these agents of destruction.
We cannot forbear giving expression to our
condolence with these suffewrs. They have
worked nobly, surmounted serious obstacles, con?
quered appalling difficulties, run great hazards.
It is Ad to think idiat after having done so well,
all their labor is in vain. At the same time, we
hope that the apprehensions that disturb tho
spirits of others will not be realized.
We shall keep our readers informed touching
the condition of this staple on our line of coast as
the sea son advances.

duced me to try any other. I take pleasure, however, m
