the sidewalks in the Upper Wards can boa.st
pavement, and during wet weather the earth is
very poor substitute. Thc present poverty of ll
city prevents any heavy outlay, but tho money e:
pended cn the streets will ultimately prove a bei
eficial investment.

up and morasses converted into valuable propel
ty. Some years since thc City Council of Boote
staked off what was at the time a portion of th
