a good thing occasionally, but as a whole, is proba?
bly the heaviest thing ever put forth under the

THE COTTON CATERPILLAR ON MOUNT PLEASANT.
We are informed that the cotton worm has made
great havoc with the crops on some plantations in
Christ Church, destroying not only the leaves, but
sating the green bolls. Fortunately the damage
has been confined to certain localities, and has
not spread to any great extent; but the planters
are very despondent, and fear a total loss of their
crop. In Born? fields the cotton plant has been
stripped bare of both leaves and bolls, and looks
brown and withered. The worms are not very
numerous, but it is impossible to check their
^ravages, and they move rapidly from one plant to
another, and have destroyed the prospects that
were anticipated of a full crop.
DREDGING ?HE DOCES OF CHARLESTON._This
subject is now engrossing the attention of the
merchants and factors, and various plans have
been proposed by which the dooks could not only
be properly dredjpd, but the mud removed to a
?safe distance. Nearly all of the lower docks were
dug ont and cleansed last year, but tho mud was
dumped in the stream too near the wharves, and
bas since been washed back by the action of the
tide. At present the docks are gradually filling up,
and unless some speedy action is taken to have
them thoroughly dredged, the commercial pros
TttotB* of thc port will be seriously injured. A n um -
?e." of projects have been started that promise to
do ai? that is required, but from want of means,
little interest has been taken in the subject, and
the docks have been comparatively neglected. As
*lhe business' season is now opering, it behooves
the merchants' of the city to bestir themselves and
to organize all of their resources, in order to com?
mand the coming trade.
The importance of properly dredging the docks
is well known, and efforts are now being made to
have them dug to a suitable depth. Captain
FERGUSON, who has been recently, digging out tho
docks of Accommodation wharf, has employed a
steam tug to carry the mud to the centro of the
-channel, where it is dumped in and swept off by
the scouring action of the current. It is tho gen
.oral supposition among merchants, that the mud
-when deposited where the action of tho water is
brought to bear upon it, ia carried to the sea; and
"Will not form banks in the ricinity of the wharves,
'/his theory has never been contradicted, and it re?
mains for Captain FERGUSON to determine its
correctness.
Among other projects the City Engineer has fur?
nished '-Council with a plan by which the mud
could not only be removed from the docks but be
used to fill np the excavated lots and low grounds
. in the city. His idea is to have the mud conveyed
by a tramway to different parts of the city and
there used'for the purposes indicated. The plan
is, no doubt, good, but at present it is impossible
to be carried out, as the finances Of the city would
not admit of tho necessary outlay.
One fact is certain, that the docks are being
: filled up by the mud that is washed in, and some
. speedy action is necessary or the depth of water
- will be diminished, and the adjacent wharves be?
ncomo comparatively useless. Tho present?s the
.time for action, and we trust that our merchants
will not neglect this important work.
THE DISTURBANCE AT MOUNT PLEASANT.-The
announcement in yesterday's papers of the- dis?
turbs "^i06 *t the registration precincts on Mount
Pleasant and the intention of the Commandant
of the i>r)8t to quell any riot that might arise,
caused the Rockland to carry more than hor usual
complement ^ passengers, General SCOTT, Gene?
ral GLITZ, Ma/or UPHAM and a force of about
twenty men, proceeded to Mount Pleasant to in?
vestigate the disturbance and pnt a et op to any
riotous proceedings that ?night take plac?. On
arriving at the Point, the force was met by &
large number of negroes who Accompanied them
to the Registration Precinct, where General SCOTT
inquire '. into their grievances, and questioned
them on their past conduct. The General subse
? quently repaired to the Quarters pf Major EVRR
? BON, the agent of tho Bureau at Mount Pleasant
where he addressed them from the piazza.
General SCOTT, in the first instance, showed the
freedmen that they had violated every principle of
daw by .bearing arms contrary to the express or?
ders of General SICKLES. He regretted this course,
?yut imputed it to their ignorance, if it were other
?srioe they would have been punished severely. He
epokv1) of their conduct, and raprimanded them
severn v> asking them if they were not aware that
if they l">er8isted in their riotous conduct they
would not only alienate the affections of the South?
ern whites, i>nt would stir up a spirit of antagon?
ism that wom'd only result in their destruction.
The remarks o/ General SCOTT were admirably
adapted to the muri? o? his hearers, and were
heard with a respectfaf attention. ?he folly ol
their oourse and the ovil aoyice of their leader,
, AARON LOGAN, were portrayed, and they were
plainly told to dismiss from their minds, at, once
and forever, all ideas about lands, for they never
'could be obtained but by their individual exer?
tions.
The General reviowed the whole ground of their
complaints and argued each separatelv, advising
]? them to register quiotly and rotura to their work,
na** tireV time was not their own but belonged to
their ?tapiovers.
At the conclusion of his remarks the General in?
vited any freedman who had felt aggrieved, or
who was the speaker of the crowd, to como up and
express his sentiments, ask questions, Ac.
One responded, bnt proved to bo no speaker
and could not express his ideas. He made
assertions that were known to be incorrect, and
finally fled in dismay before the searching

FIBEMANS PABADE.-The colored fire Companies
No. 7, and No. 5, wore ont on parade yesterday
afternoon, and passed through the principal
street?. The Engines were tastefully decorated
and tho firemen's uniforms of gray and white,
trimmed with rod, appeared as if fresh
from the hands of tho tailor. They were
accompanied by a band of music and the
inseparable vanguard of small darkies with
big sticks who are always on hand at
any turn out. The parade was very creditable
and the firemen appeared to have the esprit de
corps, that would make them efficient in time of
need.

arising from the real and Brevet rank of officers in
the United States Army is so prevalent among the

being in the port of Charleston, io permit or authorize
any sailors, hotel or boarding house keeper, not licensed
as hereinafter provided, or any agent, runner or em
pl?yee of any sailor's or immigrant's hotel or boarding
house, to board, or attempt to board, any vessel arriving
in, or lying, or oelng in the harbor or port ot Charleston,
bef ore anch vessel snail have been made fast to the wharf,,
or anchored, with intent to i invite, ask or solicit the
boarding of any of the crew employed on such vessel. ,

IV. It shall not be lawful for any person to keep, con?
duct or carry OD, either as "Owner, proprietor, agent or
otherwise, any sailor's or immigrant's boarding house,
or| sailor's or immigrant's hotel, in the city ot Charleston,
without having a license from the City Council thereof,
V. It shall not bo lawful lor any person, not having the
license in tins Act provided, or not being thc regular
agpnt, runner or employee of a person having such li?
cense, to invite, ask or solicit m the city or harbor of
Charleston, tho boarding or lodging of any of the crew
employed ou any vessel, or ot any immigrant arriving m
the aald city of Charleston,
VI. The City Council shah take the application of any
person applying for a license to keep a sailors' or immi?
grant's boarding house, or sailor's or Immigrant's hotel,
m the city ot Charleston, and upon satisfactory evidence
to' them of the respectability and competency of auch ap?
plicant, and o.'tho suitableness of his accommodations,
shall issue to him a license, which shah be good for one
year, unless sooner revoked by said City Council, to
keep a sailor's or immigrant's boarding house in the city
ol charleston, and to invite and solicit boarders for the
same.
VU. The City Conned may, upon satisfactory evidence
of the disorderly character of any sailors' or immigrants'
hotel or boarding house, h censed as hereinbefore pro?
vided, or of tho keeper or proprietor of any auch house,
or of any force, fraud, deceit or misrepresentation, in in?
viting or soliciting boarders or lodgers for such house,
on the p3rt of such keeper o'r proprietor, or any of his
Xis, ruuuurs, or employees, or of any attempt to per
e or entice any of the crew to desert i rom any vessel
in the harbor of Charleston, by such keeper or proprie?
tor, or any of his agents, runners or employees, revoke
thfi' license for keeping such house.
VIII. Every person receiving the license hereinbefore
pr - . d lor bhall pay to tho City Council aforesaid the

IX. The said City Council shall furnish to each sailor's
or immigrant's hotel or boarding house keeper, licensed
by them as aforesaid, one or more badges or shields, on
which shall be printed or engraved mo name of such
hotel or boarding house keeper, and the number and
street of lils hotel or boarding house; and which said
badges or shields shall bo surrendered to said City Coun?
cil upon tho revocation by them, or expiration of any
liceu.-e granted by them, as herein provided.
X. Every sailor's or immigrant's hotel or boarding?
house keeper, and every agent, runner or employee ol
such hotel or boarding-house keeper, when boarding any
vdssel in tho harbor of Charleston, or when inviting or
soliciting the boarding or lodging of any Beaman, sailor
or person employed on any vessel, or of any immigrant,
shall wear, conspicuously displayed, the shield or badge
referred to in tho foregoing ?echan, . .. .
Xi. lt shall not be lawful for any person, except those
named in the preceding secUon, to Lave, wear, exhibit or
display any such shield or badge to suy of the crew em?
ployed ou any vessel, or to any immigrant so arriving Ui

laut September. I have always been prejudiced in favor
of tho "Serow Prena," and nothing but dire necessity in?
duced me to try any other. I take pleasure, however, in
adding my testimony in favor of its ontire adaptation to
tho wants ot a cotton plantation. Il has surpassed my
moat sanguine expectations. I have packed with but
two hands, yet I prefer four-two at each lever. My
balea all weighed over GOO lbs. The first lot I sent to
market averaged 602 Ina. My Impression ls that COO lbs.
