VILLE.-SUMMERVILLE, S. C., August 21,1867.-S's.
I notice an article in tho lb .y NEWS of tho 21st
inst., in reference to "Elps," "Jamos Elps and Elp
James," which, I suppose, you thin!: a rather spicy
joke on the colored popr'ation, but which I think
(aa one of the same rr ;o), ia my estimation, is a
poor way of worr'ng your nc-ne in public notice
especirUy, suppose for instance the dignified
Chairman of the Sd Precinct had been held in
bondage .;om the time of his birth to manhood
(an iron rr'e for some), and never bad the slight
benefit of lep: aing you- ow J name, but called by
some nick-name, say, for instance, "Baldry,"
"Bul'," or "Bnttonhead,': or any such rame you
fancifal master might give yon. And now I wi'
ask, fe;'ly pud squarely, whose fault wor'd it be
? .E1pa" or Buttorhead ?

EDITORS DA; OT NEWS :-I was surprised, by
your editorial this moir'ng , mentioning: the re*
ceipt of five basra nea Sea Island Cotton, by the
arrival of Btes mer Pi ot Boy yesterday, f-om
Savannah, Beav.'oiAc. Fnow ng ps I do, ' om
information received '-om Florida and elsewhere,
that the crops of cotton pre .ron three to four
weeks later in mater "ng ibm usuel, and v. 1th th J
long experience I have hp '1 fn the brsiness, and
sailing cotton of that desxlption, grow a a11 along
the coast, om the Or If in Fiorida to the Long
Cotton region north of Car-lenton, I hal never be?
fore known of any quantity sent to mprketthes
early in the season.
And as I am quite aw?re that such statements
are constru"! and perverted to the ;nju-y of the
plantai J aa well as of those who r-e legitimate
boyen of cot? on, I feel it incumbent on me to say
I that the five bags Sea lal? nd referred to were con
Signed to my house, and that it is cid Cotton, the
growth of 1886, and was not sent to market pre \ 1
ottary, owing to the lamented death of the owner

Bx3~STBATI0N rv TP."2 CiTi.-The managers of
the different precincts are not .'-nmaor'ate, but
are often liable to nvBtskes. lae pecr,:8- word
lng of the bill leaves them a considerable disci"
tionary power, and this ?s exercised at times ac
coning to the const ruction that each pp-ty might
place opon it. It is not natural, under these c>r
oonutanoes, ti expect a unanimity of opinion, cs
p- dally if the case in question be one that has
arisen oat of the comp1!cation of the times. We
were induced to make these remarks . om pn in?
cident that occulted at the Fourth Precinct du
zing the day.
An applicant for registration, was asked if he
were a native sud rep,:ed in the negative, stating
that he had cometo thia corn ti y when quite a
lad, and showed the natural:"?ation papers taken
ont by his father in *b7, before Judge GLO\/R.
The board decided that the applicant was not a
citizen, aa he shor'd have taken ont natura'sza
ti on papers for himself, lui? decision is contra
to the ''npression formed by mau y persons, that
if they came into the country ander a ceita'n
age and remained until the:r majority they
were bona file citizens. ? number of our
citizens were restrained from applying for the
necessary papers on tip's account, and if the
op;";on of the Board is sustained, will be deprived
of the privilege of voting. We trust that those
who are interested wi'1, appeal to the Commandmg
General, and asceilain definitely what are the pro?
per qualifications for a citizen.

IMPROVEMENTS.-Few persons whose daily walks
abroad are in the np-town direction have failed to
notice tho improvomonta that have boen off oe tod
o- the Citadel Oreen. We have already noticed
th9 neat fence that has boon placed around this
Square, and stated at tho time that other improve?
ments were contemplated; thoso are now in pro?
gress, and when completed will give tho Green
something of its ante be?wn appearance. The
authorities aro at present having tho Green laid
off in roads, which aro to be curbed and covered
with shell; the numerous paths that form?
erly intersected it will then bo ploughed
up and the whole bown in grass seed. No one
will be allowed access to the grounds but by tho
different roads. ThoBO will cross each other at
right angles, that leading to the Citadel from Cal?
houn street branching near the main entrance, so
as to allow caniages to pass through tho gatos
without confusion. Tho workmen have already
mado considerable headway in their labor, and in
a few days tho Green will be inpeifect order.
Among other contemplated improvements, the
fenoe will be stained by a light brown wash, luis
will be a pleasing contrast to the white shell
walks, and will render the Green more of a public
resort than when it was in a state of natvre.
RAIN.
"The rain fell in torrents.
The wind whistled aMU."
Excepting the proverbial yot'ug ducks, we donbt ;f j
:ho present ra'ny spell has been acceptable to my [
)ne in this community. For two days it ha? been
lot dropping but ponting, and woe to the rilucky I
wight who was caught any distance from sholter, ?
br his umbrella was useless, and he was speed'1 y lg
Irenched to the BV;U. We doubt if Eather NOAH,
rith all of b;s nautical sl-:ll, cor'd have kept bis
erry boet afloat in tho torrent tb at came down
iVednesday night; it was resistless, carrying every
hing before it, bursting into windows, flooding
?ellars, stores, and do:ug a vast amount of damage.
Several dangerous holes in the streets, caused
ry the caving !n of dr8;ns and sidewalks, are re
>orted to the city authorities, and though prompt
oeasures were taken to repair the injuries the I
iwift descending rain compelled the laborers to re- J ]
ire, and it was only in the short intervals between
he showers that any work could be done. These
ainu appear to have been general throughout the
ouutry, but tb it of Wednesday night was more
evere than any that we have endured for some
im e. It was o .com pa Died by loud thunder and
ierce lightning, while the w:nd blow the waters in
very ?;rection. We trust that no injury has been
nflictedon the crop, but fear they have not been
ble to withstand the torrents that flooded the
JW lands.

The Poisons of the Day.
The late temperance investigations in Massachusetts
,ve throw J a flood of light on the horrible abuses prac
?ed in the liquor trade, and have st the same time dem -
strated the absolute necessity for unadulterated diffu?
se stimulants for medicinal purposes. Clergymen of j
e highest standing, men of the highest rank in science,
d philanthropists, who are above the reach of preju-1
Vd, have testified not only to the pernicious effects of j
e adulterated liquors of commerce, but also to the ef
acy of uncontaminated alcohoho tomes as remedial
d restorative agents.
First on the list of this class of preparations, best
iown and most extensively used of sU the stomachics
the day stands HOSTETTEB'S STOMACH. BITTERS,
tis specific is the only repr?sentative of that absolutely
ire article which eminent divines, chemists, physicians
d social economists in New England have just declared
it to be a proper subject for prohibitory legislation.
ie faculty proclaims by the mouths of its professors
st a stimulant of this character ls a medical necessity.
DSTETTER'S BITTERS satisfies all the requirements
science. Ita alcoholic principle is free from the irri
ting constituents which analysis detects in even the
st imported liquors, and the vegetable extracts with
lieh it is medicated are among the best antidotes snd
iteratives that botanical science, in its world-wide re
irch, has yet discovered. It ls an indubitable fact that
me constitutions and habits of body demand stimula?
it, and for all such a stimulant which combines anti
ions 'and slightly aperient properties with its tonic
tiles is manifestly desirable. 6 August 10

Messrs. Lillie d- Mar/hall :
GENTLEMEN : I used, luring the oast season, ono of
"Ingersoll's Portable Cutten PresseR," parCuwed of you
last September. I have alwaj a boen p jjudiccd in favor
of the "Screw Pres?,'' and nothing but dire necessity in?
duced mo to ti y any other. I tr':o pleasure, however, In
adding mv testimony in favor of ltd eutire adaptation to
the wants o'a cotton plantation. It has surnasscd my
most sanguino eructations. I ha'u packet* wt:u but
two bonds, yet I prcfe. four-two at each lever. My
bales all neighed over 600 lbs. The first lot I scot to
market tvera^ed 5.,21 JP. My impression is that 600 lbs.
is about .he capacity > tho Prose, and a j enter number
of pounds subject the foilow-bloc't to too mr ch risk, un
]BB9 the sides or tho cotton bo: v -s increased. It would
add greatly to the value of tho Press if the cotton box
'-aa ten inches looper. T*l haste, I am. very respectfully,
Ycnr obedient sorvanl, &c, B. W. LAWTON.
P. S. I toe?! my Press down and carried lt some four
miles to pack the crop of a neighbor, who failed to have
a "Screw" built; bo was so much pleased that ho has
determined to abandon tho "Screw" and pureba' i '-In?
gersoll's Press." B. W, L,

YOBKVILLE, S. C., Af. :il 1(5, 1867. J
GENTLEW EN : I have Just received yo ir leter ot Feb?
ruary 14th-upon my return to this place, r ter an ab
senco of two months-and this reply may bo too late for
your "Descriptive Circular of Ingersoll's Cotton Press."
Tho Press I used in packing my cotton last year
worked admirably, packing, with case from 600 to 626
lbs. With good active hands to work it, I am patisfled
that from eighteen to twenty bales might readily be
packed in a day.
This Press combinos the advantages of lightness, and
consequent portability and simplicity (being paull J man?
aged b/ any ono of ordinary intelligence). Great com?
pressing forco, with little motive, power, and "last, but
not least," it is worked entirely by hand, thus saving for
the farm horses the hard labor imposed upon them by
tho use of the ordinary "Screw."
Respectfully, kc, yours, E. M. LAW.

ExonrzEaiMO DBPAXTMZIIT, J
YALE COLLEGE, November 16, 1868. )
I have always recommended the Faber Poly grade
Lead Pencils as tho only pencils fitted for both ornamen?
tal and mathematical drawing; but, after a thorough
trial of the American Poly grade Lead Pend?a, man?
ufactured by the American Lead Pencil Company, New
York, I find them superior to any pencil in use, even to
the Faber or the old English Cumberland Lead Pencil,
being a superior pencil for sketching, ornamental and
mechanical drawing, and all the ordinary uses of a lead
pencil.
These pencils are very finely graded and have a very
smooth lead; even the softest pencils hold the point well;
they are all that can be desired in a pencil. It gives me
great pleasure to be able to assure Americans mat they
will no longer be compelled to depend upon Germany or
any omer foreign market for peno'ls.
