August 14, registration in Summerville resulted as

all the New York papers. He has sent us late
copies of the Sound Table, Now Yo*k Ledger,
Staats Zeitung, and FRANK LESLIE'S Pleasant

CHABLESTONIANS EN BALTIMORE.-A friend in
Baltimore sent ns the following paragraph from
the Sun, pf the 13th, with the mistakes of tho Sun

REGISTRATION AT BRANCHVILLE.-By a letter
Crom Branchville, wo obtain tho following result
of the registration at that point to the 14th inst.

This amount, it is stated, will bo about all that
will register, although a few moro may be added
when the revision of tho lists takes place. Tbe
numbor of whites would be much larger, but many
are under the impression that engaging in the re?
bellion alone disfranchises them.
ADVICE TO THE COLORED PEOPLE.-We have
been informed that there are certain evil disposed
men iii the community who have taken advantage
of the ignorance and simplicity of tho negroes,
and have levied black mail upon them by statin?
that they must pay for the privilege of voting.
This demand has been usually complied with, as
the parties knew whom thoy could dupe, but their
actions have been exposed and measures will be
taken to prevent a repetition of thin fraud. The
Registrars should not hesitate to as!: the question
if thoy behave that the applicant has oeen tamper?
ed with. An instance of this description occurred
at one of the precincts, where the negro stated that
ho had paid a white man $2 for the privilege of
being engrafted (?). If registration is a necessity
every pains should be taken to see that it is con?
ducted fairly, and any instance of fraudulent
conduct on the part of outsiders should bo made
known. The Registrars in each precinct have
faithfully endeavored to do tho duty imposed upon
them, and we know that they would take pleasuro
in exposing any misconduct.
MEETING OF THE COURT OF CLAIMS.-THE
CASK or CABMALT ONDEE CONSIDERATION.--Tho
Court of Claims met in Washington on Monday,
pursuant to adjournment. In accordance with
the letter of advice of Senator COWAN, tho Soli?
citor of the Court, under tho instructions of tho
Secretary of the Treasury, moved for an appeal in
the cotton cases lately adjudicated upon. Tho
Court refused emphatically. Judge PECK stating
that the refusal was made in accordance with the
unanimous sentiment of all thc members of the
Court. It is asserted that the Secretary of thc
Treasury will, nevertheless, continuo to refuse
payment of the awards made by the Court, in
which case the claim of CABMALT, of Charleston,
will probably again become a matter for the inter?
change of diplomatic notes between Sir FREDERICK
BRUCE and Secretary SEWARD. The claim was re?
ferred by the latter to the Secretary of the Treasu?
ry, who, under the advice of Attorney-General
SPIED, sent it to the Court of Claims. That Court
awarded the claim to CABMALT, and now refused a
motion of appoal to the Supreme Court.
REGISTRATION IN THE CITY.-Tho chango .in the
location of the poUs yesterday had evidently some
effect upon the community, for a larger number
registered their names on this occasion than on
any previous day. Tho majority of blacks was pe?
culiarly noticeable, they outnumbering the whites
"by 4 to 1, particulat ly in tho Upper Wards whore
the discrepancy was fearful. At tho Stonewall
Engine House the desire to register was so strong
that a struggle took place betweon two of tho
crowd for the precedence, but they wero summari?
ly ejected and lodged in the Guard House.
In the different Precincts, tho returns showed
the following educational result: at the City Ball
111 colored men were unable to write their
names and wero compelled to make their mark;
at the Second Precinct, the Palmetto Engin o
House, there wero only 2 whites and 85 blacks; at
the Third Precinct, 1 white and 42 black; at tho
Fourth Piecinct, 3 white and 98 black. Of tho
colored men who could write, it was noticeable
that their signatures wore ma le with caro, and
thsir handwriting would have reflected credit upon
any well educated person.

EDUCATIONAL.-We had the privilege yesterday
of attending the examination of tho St. Stephens'
Chapel Academy, Anson street, nndor the charge
of Rev. H. S. PHILLIPS and Mr. J. KLENCK. There
aro about one hundred or.d twenty pupils in at?
tendance at this school. Among the visitors
present were the Rev. Dr. LORD, several patrons
and members of the Press. We arrived somowhat
late, and did not' thorefore witness tho examina?
tion of the pupils in some of the branchos. Wo
h?ard the entire school read however; and had op?
portunit?s to mako numerous observations of a
physiognomical, physiological, psychological and
ethnological character. Various nationalities were
represented, and it was curious how tho accent of
the mother tongue could be detected in tho Becond
generation, as well as features and comploxion.
The Bev. Mr. PHILLIPS, at tho conclusion of tho
exorcises, distributed prizes to thoso who excelled
in their respective branches.
Mr. RLENCK has chargo of tho German depart?
ment of this academy, comprising, wc behove,
between thirty and forty boys and girls. After
the English branches had been examined upou,
we adjourned down stairs to Mr. ELENE'S room,
and heard the children read, the first class in the
New Testament, and tho second in a German
iEsop. Although these children wero nearly all
born here, somo of them read tho German with
ease, and a purity of accent, we would only look
for in a native.
Mr. K. also teaches book-keoping. We looked over
ledgers, day books, journals, bill books and cash
books, and found thom all properly balanced. We
also examined the writing, Gorman and English,
and wero much pleased with tho extremo neat?
ness that characterized all the "copies." Some of
these specimens of chirography wero remarkably
fine when we consider tho tender ago of tho
scribes-from 6even to twelve-and many of them
had only been studying German for a few months.

THE WEATHER.-Wo have seldom soon a moro
disagreeable spell of weather than that which we
have endured for tho paat week. The skies havo
been alternately in sunshine and tears, and tho
muddy earth has been deluged by torronts of rain,
which was quickly evaporated by the burning rays
of tho sun. This transition state has been far from
pleasant to parties whoso business called them
abroad, and ha9 proved a serious drawback to
registration, but tho injurious etfdct of this
weather will bo more severely felt in the country
where tho growing crops have been exposed to its
fury. Tho telegraph informs us that in every sec?
tion the samo rainy weither has been experienced,
but no damage to the crops has beon thus far re?
ported, and it is hoped that they may yet oscape.
Along tho coast tho Sea Island cotton plantors will
bo the heaviest sufferers, as this crop is genorally
planted on grounds open to tho ocean breezes, and j
a storm at the presout timo would have a disas?
trous result. It is customary for tho weather-wise
to predict a storm at this season of tho year, but
tho action of the skies is somowhat unusual, for
wo have been troatod to April showers in August,
unaccompanied by tho colestial fireworks that are
tho general concomitants of a summer storm, but
the whistling wind and driving rain tell plainly |
that Boreas is at his work and tho thunderbolts of ? i
Jupiter may soon be heard.
, BE up AND DOING.-A glanco at tho returns from
tho different precincts will at once showan astonish?
ing majority of colored voters. This discrepancy ie
observable in every ward, and is only to bo account?
ed for by the supposition that the whitoB have not
given the subject duo attention, but are determin?
ed to await tho issue passively. We have in vari?
ous .ways endeavored to place tho true condition
of the country before tho community, and to show
them that the power to make or mar tho future re?
mains with them. By neglecting tho work of reg?
istration they disfranchise themselves, and ure
powerless to render tho country any service by their
votes.
Tho labor of registration is but slight, while the
advantages that accrue from it aro incalculable.
Thia fact is well known to tho blacks, and their
leaders ara urging them to tho polls by every
means in their power.
Since tho polls havo boon opened, only G28
whites have been registered, while in the same
timo 2090 blacks havo signed their names, leaving
a majority in favor of the latter cf l?C2. This is
only tho result of four days of registering, and if |
tho difference is so pre.it while tho subject is still
a topic of Relierai discussion, what can be expect?
ed when tho tenn appointed for this purpose draws
to a close. Figures do not ho, and a plain state?
ment of tho case shows that unless tho white citizens
shako off their lothargy and ha?ten to enroll thom
?elves, they will find that it is too late, tho day of |
graco will bo passed, and they will havo tho plea?
sure of reflecting that by their inactivity thoy
havo lost not only their own rights of citizenship,
but have injured others who wore striving to do
their country somo sers'ico. In Now Orleans, and
ether Southern cities, committees were appointed
whose duty it was to go around and visit the
whites, aud urgo upon them the necessity of reg?
istering. The same course should bo pursued in
this city, and tho matter brought home to every
man's attoution.
There, aro bot moro than five hundred citizens
disfranchised in Charleston, leaving a voting
population ot about 3300 whites to 3000 blacks.
Under a fair system of registration this would bo
come apparent, and it only remains for our white
citizens to show the same zeal and activity as tho
blacks to produce this result. The torchlight pro?
cession soon last night is one of tho signs of the
times, and shows that efforts aro being mado
among the blacks to induce all to go to the polls.

"AU who have not registered should go at once."
This advice is equally applicable to the whites,
and we endorso it heartily, trusting that it will
produce a beneficial result. *

thc Act supplementary thereto, passed March 23d, 1867, is
eligible to office in tho provisional government of North
ml South Carolina. All persons appointed to office will
be required to toko thc oath prescribed by the Act afore?
said, and to file thc same, duly subscribed and sworn,
with the Post Commander.
IL All citizens assessed for taxe?, and who shall have paid
taxes for the current year are qualified to serve as jurors.
It shall be the duly of tho proper civil officers charged
with providing lists of jurors, to proceed within their
several jurisdictions, without delay, and ascertain the
names of all qualified persons and place them on the jury
lists, and from such revised lists all jurors shall be here?
lfter summoned and drawn ia tho manner required by
law.
HI. All citizens aro eligible to follow any licensed call?
ing, employment, or vocation, subject to such impartial
regulations as may bo prescribed by municipal or other
competent authority, not inconsistent with common
right and the constitution and laws of the United States,

being citizens, and worth in tho aggregate double the
unount of the bond, over and above just debts, will bo
sufficient.

ever the ordinary means at their disposal shah not be

:ers, and as many of the citizens within the territorial
limits of the military post as may bo necessary; and the
acglect or refusal of any person to aid and assist in tho
execution oi the orders of tho commanding officer will
be deemed a misdemeanor punishable by such fine and
imprisonment as may be imposed by a military tribunal,
ipproved by tho Commanding General.
VL No license for tho sale of intoxicating liquors lu
quantities less than ono gallon ' or to bo drank on tho
premises, shall bc granted to any person other than an
Inn-keeper; the number of such licenses shall be drtcr

?o prescribed and collected by the municipal or town

ing liquors, shall, within this Military District, bo

ictmn, suit or proceeding for tho enforcement of any
such contract shall be entertained in any court
VIII. In pnblic conveyances, on railroads, highways,
streets, or navigable waters, no discrimination becauso
af color or caste shall be mado, and tho common right of
all citizens therein shall be recognized and respected.
The violation of this regulation will be deemed a mis?
demeanor and render tho offender liablo to arrest and
trial by a military tribunal, to bc designated by thc Com?
manding General, besides such damages as tho injured
party may sue for and recover in Civil Courts.
IX. The remedy by distress for rent is abolished*. Where
lands are leased or let out for hire or rent, cotton, corn
or-other produce of the same, when severed from the
land, may be impounded; but tho same shall not be re
moved. And cotton, corn, or other produce so im?
pounded, shall bo held as security for tho rent or hire so'
claimed, and may bo sold in satisfaction of any judg?
ment for tho same: Provided, that any unsatisfied
claim for labor bestowed upon tho cultivation of such
cotton, corn or other produce, shall in no case bo post?
poned to any demand for rent or hire; but to tho extent
of such claim for labor, there shall be a hen on such cot?
ton, corn or other produce, having preference over any
claim for rent or hire',

thc wants ol a cotton plantation. It has surpassed my
mont sanguine expectations. I have packed with but
two hands, yet I prefer four-two at each lever. My
bales all weighed over COO lbs. Tho first lot I sont to
market uvcraged 602 IUP. My impression is that SOO lbs.
is about thc capacity of the Press, and a greater number
of pounds subject tho foilow-block to too much risk, un?
less tho Hides of the cotton box was increased. It would
