Street Cars In St. Lonis-Thc Directors At

Arrested, Ac.
[From Ihr SI. Louit Democrat of Tuesday.)
Tho war betweon tho citizona nnd tho managers
of the Pooplo'a and Tower Grove and Lafayette
horse railroad is rapidly approaching a crisis. In
a day or two, if both parlioB remain stubborn, wo
may look for eomolhiug moro serious than n sim
Slo assault and battery cine. Such a result is
coply to ho deplored, and wo tako thia occasion
to waru tho conservators of tho peace and tho
directors of tho six cent railroads to ho on their
guard. We think wo can observo in tho resolute
determination of tho pcotilo indications clearly
showing that they will not much longer ho toler?
ated. If tho i nil'road man a ge ni aro right in tho
position they have taken, let thom satiafy tho pon
ple ot tho fact by the pro motion of law and evi?
dence, mid we ha vu no doubt that tho woll dis?
posed citizona will aid thom in maintaining their
rights. That a vast mojority of tho citizena
regard tho advance in tho rato of faro by thcao
companies aa illegal and unwarranted-in direct
violation of tho terms of their charters, and as au
attempt to extort money from tho poor people who
oro compelled to ride in thu cars, wo Iii inly be?
lieve. W o do noi pretend to decido Ibo legal ques?
tion, but wo -hink n decision by tho proper tribu?
nals would Bottle- tho wholo mutter in a day. Wo
believe that it any respectable court should decido
that tho road managers had tho logal right to in?
crease the ear faro to six cents, thu people would
submit to it without a murmur. It would certain?
ly bo good pohoy for tho companies to obtain such
a decision, and to ro-calahlish tho old rato until it
ia obtained. Thero ia but ono way in which tho
people of thia country can bo fought successfully,
and that is with tho weapons of truth, law and
common aenao. Tho attempt to coerce thom into
a measure which they believe to bo il!, a '.1, is sure
to end in disaster. No corporation, however pow?
erful, can ovorrido tho multitude-especially whoro
that corporation ia wholly depondont upon thc
masses for support, in a pecuniary sonso. Even
wnon clearly in tho right, it will not do for any
body of men to run counter to tho wishes of tho
people, who arc their patrons.
We know that tho managers of tho horao roads
are fully satisfied that they havo tho law on thoir
aide; but still thoir modo of enforcing their de?
mand ia very unpopular, and, in our humble opin?
ion, impolitic, lt displays a atubhornose that can?
not fail to lead to disagreeable results and end dis?
astrously to themselves.
Yesterday there was lively akirmiahiiig all along
tho lino of'Fourth street road, and a number of
pitched battles wcro fought botweon tho citizens
and tho conductors. Somotimoa tho citizens wero
pitched out, and sometimes tho conductor was
pitched into. On tho wholo tho eix-contors got tho
worst of it, although nobody was seriously hurt.
A number of arrests wero mado by consta?
bles on complaints filed by citizens. Juatico Jecko
had four casos against conductors on his docket,
Justice Lawnmco ono, and thero woro aavcral
othors beforo other justices. Tho Chief of Police
mado an arrest in person of a conductor and a citi?
zen who were trying to put each other out. A
alain street morchant, on hoing overpowered by
numbers, coolly Inid down on tho scat, and was
tenderly carried, out by four eix-cent men. An ox
country official who ia opposed to tho advanco in
taro, but a friend to tho conductors, waa ordered
from a cor by a ci tiz?n who mistook iiim for ono of
tho Bhouldor-strikorH of tho cor, and ho resented
the indignity by a vigorous blow with his fist. Ho
WAS arrested but subsequent ly roloascd.
Constable Berger waa kept on tho trot hunting
up conductora, and arresting thom for assault nnd
battery. Ho gobbled John North, Fred. H. Kneel,
Kotiert R. KeruUiven, and another conductor, ali
of whom will .ho tried before Juatico Jecko. A
citizen appeared boforo Juatico Lawronco, and
complained that ho waa riding in a Fourth atrcot
car, when the conductor demanded aix cents faro.
Ho refused to pay moro than fivo cents, rho con?
ductor turned to a great double-listed fellow, who
waa sitting in tho car among tho possongore, and
pointing to thc citizen, Haid: "Bo your duty."
Big Fist, thereupon, seized tho citizen, and lifting
bim with os much oaso os Hercules raised An
teiuus, convoyed him bodily from tho car, and
dropped him on tho ground. From his description
of thia giant, it waa inferred that a gang of bravos
bad toen employed by tho company, and it was
necessary to employ a lite-rating constable to
arr. st him. Countable Berger, tho S ame on of tho
constabulary of tho city, belonged lo anot:. fr ward,
and Captain Girard was ongaged in w? ribing a
millinery atoro on Morgan street. Tho next boat
man wau sent for, and Con atablo Antler son waa on
trusted with tho dangorouB duty of arresting thc
terrible bully. Ho found him near Lafayette park,
and brought him np alive, tho mon having BUO
mitted when ho Baw who he had to doal with.
A citizen fllod tho following complaint for dam
sgco against tho Fourth streut road :
Aibort 0. Sheldon na. Pooplo'a Railway Company.
Beforo Juatico Lawronco. Tho plaintiff states
that d?tendants aro an incorporated company,
owning and opeiating a lino or horso railroad cars
in the city of SI. LOUIB; that their cars aro public
convoyan? a for passoiigcrs; that on tho 6th day
of August; 18G7, plaintiff went cn car No. 14 on
said d?fendants* lino, paid his local rare or fivo
cents, but .?aforo reaching his destination, and
whilo ho waa quiotly occupying his placo aa a pas?
senger, ho was unlawfully, forcibly, and violently
e] ec tod from enid ctr by tho conductor employed
by defendants, assisted hy another person un?
known lo plaintiff. Wherefore ho claims damages
of fifty dollars, for which ho brings Hitit, with his
costa. THUS. 8. ESPY,
Attorney for Plaintiff.
In tho morning thoro waa a blockade of cara
noar Fourth and Chestnut streets, on account of a
passenger roaming to pay moro than fivo conta. A
crowd of four or live hundred pcoplo collected to
witness tho fun, and half a dozen or moro cara
wero dolaycd by tho Imbroglio. Mayor Thomas
went on tho car lo seo what was going on, hut did
not interioro. Tho passengers in thu car took it
good naturedly, and BO dia tho conductor. Aftor
laughing and talking over tho matter, tho con
dnotor concluded to sacrifico a copnor for tho Baku
of peace, and tho blockade was raised.
A Herman merchant waa put ont later in tho
day, and he had tho conductor arrested tor assault
and battery,
These squabbles from dav to day aro getting to
be very annoying. Wo understand that tho Biri ct
Railroad Commissioner iutonda prosecuting tho
Fourth-atroel company for failing to ful hil tho
regulations requiring tho cara to bo run at rogn
Ur intervals. Wo noticed that fow pasRongora
travail! d on tho Fourth-street and Tower Grovo
oars yesterday, and it ia but reasonable to pre?
sumo that tho number will grow "smallor, and
beautifully losa" until tho conductors aro in?
structed to rocoivo fivo cents for singlo fares.
In thia ono cont war tho conductors aro placed
betwoen two fires. If thoy disobey orders' thoy
aro liable to bo- discharged; and if thoy
