MOTIONS TN EQUITY.-During tho vacation of the Court of Equity, Chancellor JOHNSON has kindly consented to visit Charleston and hear several motions in Chambers. F PBESIDKNTIAL PARDON.-Wo understand that President JOHNSON has pardoned JASFEB GRIFFITH, convicted at the last term of tho United States Court in this city of passing counterfeit $10 United States Treasury Notes, and sentenced to an im? prisonment of one year and a payment of $300 fine. RoBBBBT.-On Friday last, tho clothing store of Messrs. PLATT BROS., on East Bay, was entered by some unknown parties, who took off three pair of black pants. Inform?t i m was given to the De? tective Office, and yost-jrday Officer FASH arrested JOB. Williams, colored, and succeeded in securing two pair of the pants. Williams has just boon re? leased from jail, where he served out his time for theft. THE BBOAD STREET RETREAT.-There is nothing more refreshing than a familiar land mark-a foot print in the sands of time, which at once dispels all doubts, and causes th D stranger to feel at homo, and Oie weary to be at rest. Such a spot can be found at the corner of Broad and Church streets, in the establishment presided over by Messrs. HABN & S HERHAMM KU. A freo lunch has now become a popular in? stitution, and ?B patronized by every one; but that to be obtained at tho corner of Church and Brood is always prepared skillfully and taken willingly, and we commend all hungry or thirsty parties to visit that corner, and they will fiad that tho half has not boen said. FUNERAL OF THE LATE JOHN W. CALDWELL. Tho remains of this old morcliant and citizen ar? rived in this city on tho Manhattan, and, in ao. oordanco with tho invitation, thc funeral services wera performed at tho Central Presbyterian Church. Half-past 5 P. M. was tho hour chosen, but before that time tho Church was filled, with an audience compos 3d principally of the business men of tho city, who had been associated with Mr. CALDWELL in life-time. Tho services were oponed by singing the hymn, "How blessed the righteous when they die," which was followed by a discourse from tho Pastor, Ute Rev. Dr. DANA. Ho spoko of Uto Christian character of tho deceased, his business tact and integrity, and ref err od to tho many-vir? tues that had always adorned his walk and conver? sation. Among other circumstances, Ute Pastor stated that Mr. CALDWELL had been chosen as Chairman of Ute Church Corporation, and finding that Uiey wore burdened with a debt of $14,000, by bis liberal subscriptions, and by collections from other parties, he soon succeeded in paying this amount. After the conclusion of Uto services Ute congre? gation dispersed, though a largo number remained and followed Ute cortege to the Archdale stree.* Cemetery. Few merchants were bettor known in the community than Mr. CALDWELL, and nono have left behind thom a clearer record or a moro unspotted name. Bequiescai in pace. MAYOR'S CGUBT. - A fair Emeralder got on the rampage, and behaved somewhat rudely to a countryman, smiting bim on tho head with a tin bucket, and further aggravating him by hurling a eat in his face. This last indignity roused Uio British Lion, and Ute offending female was carried to a magistrate. Some ladies becoming alarmed at a white object in the burnt district, opposite the Mills House, re? ported the case to Ute Guard House. An investi? gation was immediately ordered, and Ute query, "Be thou a ghost or a goblin damned," being un? answered, Ute object was stirred up and proved to be-not a spirit, but a viotim of spiritualism. Tho unfortunate inebriate was oblivious, but come to under the necessary restoratives, and paid bis Y Hke a martyr. A colored damsel, who lived up town, thought abe would see Ute world, but yielded to the heat o Ute weather and a few gentle wafts of blue ruin' and turned in for a nap on a door-stop near Elliott street. Susan was asked to leave, but being of an inquiring mind, preferred a visit to the Guard House. Not having the necessary funds to settle her board bill, she was allowed to retire and ru? minate. Susan Hudson, Ute irrepressible drinkist, was up for Ute same old drunk. She had $1.50, which was ?o rare an occurrence that she was lockod up one week, for fear she would spend it. A small colored giri child was found going astray, and being to fortune and to fame unknown, was kindly presented to Mr. PILLSBURY. Ed. Lucas, who had been to school and heard how DAVID had slewed GOLIAH, endeavored to emulate bim by throwing bricks in Ute City Hall Park. Ho was locked up for three days, and in? formed that Ute mode of wariin e had changod and it was not considered civilized. THE HEALTH OF THE CITY.-It is o subject #' great congratulation that while thc dreaded plague of Uto South has appeircd in somo cities iu Texas and Louisiana, that our own lo\ od city haB bc-ti spared. Notwithstanding tho intenso boat of the weather, wo havo onjoyed an unusual im? munity from sickness, and tho bills of mortality have been extremely bght. It has boen custom? ary at thin soason of Uto year for a class of chronic croakers to sound tho cry of yollow fever, but Uiey havo eithor died out or havo roformcd, for their dismal forebodings are not heard, but, on Ute contrary, ovory ono looks forward confidently to a healthy soason. It was long a mooted ques? tion if yellow fever was incidental to this ol un at o or was brought by foreign vessels, but thc block? ade during the war, and tho strict quarantine ob? served sinco havo convinced tho most incredulous that it ia an alien, and oin bc kept away by tho proper precautions. The quarantine now observed is rigid, and there is no doubt that it will prove efficacious in pro serving Ute health of the city. This is an impor? tant fact and should bo known throughout tho country ; for there are few discasos that carry more terror to tho rural districts than yellow fever; and if the country morchant is assured that Charles? ton is as healthy os his own pinelands ho will havo no hesitancy in purchasing his goods at this market. Wo havo a pro ipect before us that is pe? culiarly bright and chooring, o fine season, good crops, and, above all, tho blessings of health. With Uteso advantages tho prosperity of tho fu? ture is certain, and, if proporly manipulated, willi cause tho oki city to speedily rise from her ashes. Every caro has been taken by tho military and civil authorities to place tho city ia a healthy con? dition. Each building and lot has boen inspected, and all nuisances reported to tho Mayor who in? stantly compels their removal. Disinfect mts havo been furnished with an unsparing hand, and thc city la probably moro clean and i n a better hygienic condition at present than it has been for years. When it is known that in addition to thbso inter? nal regulations, the authorities are equally as strict in quarantine matters, there can be no doubt that we will escape Ute visitations of our old onemy Yellow Jack, TUE COTTON CATTERTTLLAB ON THE SEA ISL? FBASER&DILL had at their omeo yes? terday, on Adgor's Wharf, a branch of tho cotton plant, with several live specimens of tho insect on it. Ibis waa taken from a field on James Island. The career of this onomy to tho plant will dopond very much on tho wcathor. MEETING OK TUE BOARD OF TBADE.-A regular monthly meeting of the Charleston Board of Trade was hold last night at their room in the Charles? ton Hotel. CLASS offered tho following resolu? tion, which was adopted : Resolved, That it bo referred to tho Executive Committeo to inquire as to tho legal right or con? stitutionality of the city to imposo a tax on sales of merchandise. On motion, the Board adjourned. EXAMINATION OF REV. MB. METER'S EDUCATIONAL ESTABLISHMENT.-In answer to a polite invitation, wo repaired to tho Hall of tho Sangerbund yester? day, where wo found a large attendance on the interesting exercises then and there in progress. The Rev. M. H. METEB, thc Principal of tho Schoo!? clearly understands his business, if wo may judge from tho satisiaclory manner in which the scholars acquitted themselves. Ho is ably assisted by Miss ROSA DIBBLE in tho English Department, and Mr. GANNON in French and the Classics. This school is of a hexaglot character-no less than six lan? guages being taught within its walls, viz: English, French, German, Latin, Greek and Hebrew. The young gentlemen who recited several of DAVID'S "Son<;s of Degrees," showt-d great familiarity with tho sacred tongue, reading rapidly, and, at the samo time, with critical accuracy. Our crowded columns to-day forbid our giving an extended notice to those interesting exercises. Whenever any citizen sholl suffer injury in per son, family or property, whilo exorcising or ecekinf to exercise the right of registration, in addition to an} penalty prescribed by law for the offence, damages sha! bo awarded to tho injured party against the perpetrator upon his conviction ; and in case of default in paymenl of thc same, or of the escape of the offender, if it sha! appear that thc wrong was countenanced, or the offendei harbored or concealed by the neighborhood, or that the civil authorities failed to employ proper measures to pre? serve the peace, tho damagos shall bo assessed against and paid by the town, couuty or district V. Offences perpetrated by white persons disguised as blacks being of frequent occurrence, thc attention of all authorities, civil and military, is directed to the device, as ono adopted to escape detection, and to cast unmerited obloquy upon the colored people. In all cases, when re? sort thereto shall be shown, thc fact will be taken into consideration as aggravating the offence. VI. Depriving a citizen of any right, boncfit or advan? tage of hire or employment, to discourage him from reg? istering, or on account of his having registered, or hav? ing sought to register, shall bc deemed an offence pun? ishable by tho Post Court, and shall entitle thc injured party to damages against thc offender, any clause in any contract or agreement lo tho contrary notwithstanding. VII. Tho Act of Congress on?tled "4n Act for tho more efficient government of tho robel States," and the several acts supplementary thereto, will bc carefully ob? served by all Boards of Registration. VIII. Each Board shall, altor having taken tho oath prescribed by thc Act of Congress of July 2d. 18C2, enti? tled "An Act to prescribo au oath of offlc :," (MC Appen? dix, form 1), choose one of its members os chairman, who sholl preside at all sessions of tho Board, preservo ordor at its meetings for registration, and represent tho Boord, and announce its action in all matters coming be? fore it. IX. Tho places of session of tito Boards shall bo tho voting places established by law or custom in each elec? tion precinct, unless for good cause othorwisc directed by tho Post Commander. X. Each Board shaU determine tho ordor in which tho registration shall toko placo in tho several cloction pre? cincts, that may bo aaslgucdj to lt by tho Post Com? pandor, and tho timo which sholl bo allotted to oach bearing in mind that tho wholo work is to bo finished be? fore thc first day of October. XI. Each Board shall forthwith upon notice of publi? cation of this order, and at least five days before cora mencing registration, givo noUco thereof to tho Post Commander, and tho sheriff, and the mayor of tho city or intendant of tho town, and shall causo written or printed notices to bo posted in five of tho most public places in each elecUon proclnct, announcing tho timo when, and tho place whore, its sessions will bo hold, tho number of days (hi no case less than two), and tho hours of tho day thc Boord will remain in session at each place for tho purpose of registration; and inviting all persons quali? fied to vote under tho provisions of thc Act of Congress passed March 2d, 1807, entitled "An Act to provide for tho moro efficient government of tho robel States," and the several Acta supplementary thereto, to appear before tho Board for registration. XIII. On tho day and at tho hour designated in the notices, for commencing registration, tho Board shall, at tho place aunounccd, conveno and enter upon its duties, and shah then and Hiero also post notices of tho time of final scions provided for lu para? graph XIX. XIII. Two citizens shall be admitted within tho bar as challengers, whose duty it shall bc to challenge tho right of any citizen offering to register, upon any of tho grounds of disqualification enumerated in tho Acts of Congress before cited ; but tho general right of challenge shall bo conceded to all citizens prcsont. XV. If any challengo bo made, tho Board shall, beforo final decision, examine thc person presenting himself for registration, in reference to tho cause of disqualification alleged, and shall hoar any cvidonce that may bc offered, to substantiate, or disprove tho causo of challenge, and shall havo power to summon and compel the attendance of witnesses and administer oaths in any case of regis? tration. XVI. In rcgisu ring, thc nomo of white and colored citizens shall bo entered alphabetically, in separate columns of tho list XVII. The following shall be tho process of register? ing : Firtt, Every citizen presenting himself for registry shall toko and subscribo tho oath proscribed by law (KC Appendix, form 2), which shall bo administered by a member of tho Board, and such oath shall bc preserved with tho lists. Second. His namo shall then bo entered in tho proper column of tho hst and called out by tho eh airman. Third. Any challengo made shall ba noted in tho pro? per column, opposite the namo, with tho cause thereof. Fourth. It is recommended toBoards to defer the hear? ing and decision of contested cases until the session for revision provided for in paragraph XIX. Fifth. Whether or not thora bo any challengo, tho Board must ascertain upon such facts or information os con bc obtained, that the applicant is entitled to bo registered beforo making his name as "accepted"-the oath not ho? ing conclusive. Sixth. Section 7 of thc Act of July 19th, 1867, declares that no citizen shall bo entitled to bo registered by rca sou of any Executivo pardon or amnesty for any oct or thing which, without such pardon or amnesty, would dis? qualify him from rogistaation. Seventh. Boards will take notice that it is enacted by Section 6 of tho Act of July BJ th, 16C7, that tho true in tent and moaning of thc oath prescribed in said Supple? mentary Act is (among other things), that no person who hos boen a member of tho Legislature of any State, or who has held any executive or judicial office in any State, whether ho has taken an oath to support tho Con? stitution of tho United States or not and whether he was holding such office at tho commencement of the rebellion, or hod held it before, and who has afterwards engaged in insurrection or rebellion against tho United Status, or given aid or comfort to tho enemies thereof, is entitled to bc registered or to voto ; and the words "executive or judicial offico In any state" iu said oath mentioned, shall bo construed to include all civil unices created by law for tho administration of any gen? eral low of a State, or for thc administration of justice. Eighth.
