rity of the limited eales effected being at figures within

1866, all persons concerned are hereby notified to coll at
this Cilice and take out the required license immediately.

I. Beit enacted, by the Senate and House of Repr?senta?
tives, now met and sitting in General Assembly, and by the
authority of the same. That it shall not bo lawful tor any
person, except a pilot or public officer, to board or at?
tempt to board a vessel arriving in tho port or harbor of
Charleston, before such vessel shall have becu mode fast
to thc wharf, without first obtaiuiugleave from tho mas?
ter or person Laving charge of such vessel, or from her
owner or agents.
II. It shall not bc lawful for any owner, agent master,
or other person having charge ot any vessel arriving or
being in thc port of Charleston, io permit or authorize
any Bailors, hotel or boarding bouse keeper, not licensed
aa hereinafter provided, or any agent, runner or em?
ployee ot any sailor's or immigrant's hotel or boarding
house, to board, or attempt to board, any vessel arriving
in, or lying, or ? eiug in the harbor or port ot Charleston,
belore nen vessel shall have boen made fast to the wharf,
or anchored, with intent to invite, ask or solicit tho
boarding ol' any of tho eww employed on such vessel.
ILL lt shall not bo lawful for any sailor's or immi?
grant's hotel or boarding house keeper, or the employee
of any sailor's or im i igraul's hotel or boarding bouno
keeper, having boarded any vessel made fast to any wharf
tn the port of Charleston, to neglect or refuse to leave
said vessel, after having been ordered so to do by the
master or person having charge of such vessel.
IV. It shall not be lawful tor any person to keep, con?
duct or carry on, either as owner, proprietor, agent or
otherwise, any sailor's or immigrant's boarding house,
or sailor's or immigraul's hotel, in the city ot Charleston,
without having a license from thc City CouncU thereof,
V. It shall not be lawful tor any person, not haring tho
license lu this Act provided, or not bemg the regular
agent, runner or employee of a person having such li?
cense, to invito, ask or solicit lu tho eily or harbor of
Charleston, tho boarding or lodging of any of thc crow
employed on any vessel, or of tiny immigrant arriving in
the said city ol' Charleston.
VI. The City Council shall take tho application of any
person applying for a license to keep a sailors' or immi?
grant's boarding house, or sailor's or immigrant's hotel,
in tho city ot Charleston, and U]>on Batisiuctory evidence
to them of tho respectability and competency of such ap?

VTIL Every person receiving the license hereinbefore
provided lor shall pay to the City Council aforesaid the
sum of twenty dollars.
IX. The said City Council shall furnish to each sailor's
or immigraul's hotel or boarding house keeper, licensed
by them as aforesaid, one or moro badges or shields, on
which shall bo printed or engraved tho name of such
hotel or boarding house keeper, and the number and
street of his ho cl or boarding house; and which said
badge-i or shields Sholl be surrendered to said City Coun?
cil upon tho revocation by them, or expiration of any
license granted by them, as herein provided.
X. Every sailor's or immigrant's hotel or boarding?
house kcopcr, and every agent, runner or employee of
such hotel or boarding-house keeper, when boarding any
vessel in the harbor of charleston, or when inviting or
soliciting thc boarding or lodging of any seaman, sailor
or person employed on uny vessel, or Ot auy immigrant,
shall wear, conspicuously displayed, tho shield or badge
refcrrod to iu the foregoing section.
XI. lt shall not be lawful for any person, except those
named in the preceding section, to Lave, wear, exhibit or
display any such shield or badgo lo any of tho crew em?
ployed on any vessel, or to any immigrant so arriving in
the city of Charleston, with tho intent to invite., ask or
solicit the boarding or lodging of such immigrant or ot
any of the crew employed oa any vessel being lu the
harbor of Charleston.
XII. Whoever shall offend against any or either of the
provisions contained in section 1, 2,3, i, 0, lu and ll, in
this Act, shall bo cecmcd guilty ol a misdemeanor, und
shall, upon conviction thereof, be punished by imprison?
ment for a term not exceeding one year, und not lees
than thirty days, or by a flue not exceeding two hundred
and fifty dollar and not less than ono hundred dollars,
or by both such Uno and Imprisonment
XIII. The word "vessel," as used in this Act, shall in?
clude vessels propelled by steam.
