THE MISSION PRESBYTERIAN CHURCH (COLORED).
-We gave, some time ago, an account of this
Church, and tho ceremonies connected with lay?
ing the cornerstone. The work has proceeded
steadily ever since, and the building is now ap?
proaching completion. The funds of the corpora?
tion have been diminished during tho erection of
thia Church, and they now propose giving a grand
festival and promenade concert to aid them m re?
filling the exchequer. It will be held at tho Club
Booms in Meeting street, near Broad, and we
direct the attention of those interested, and chari?
tably disposed, to the advertisement in another
column.
IN CHAMBERS.-Judge MOSES hoard yesterday
several motions in Chambers, but none of any
public importance. Messrs. SDIONS & SIMONS will
argue to-day the case ol a merchant of this city
w. the Tax Collector of St. Philip's and St.
Michael's, for illegal taxation. This is a case of I
some interest to the community, and the ruling of |
the Judgo will be anxiously expected. Judge
MOSES has, by his urbanity of manner and prompt?
ness in the discharge of bis duties, rendered him?
self popular to the Bar and to the public, and the
readiness with which he has consented to remain
in the city and further the ends of Justice by his
decisions, wUl only add to a reputation gained by
a long practice of bis profession.

FONDA, the gentlemanly agent of Messrs. BRAD?
STREET & SON, of BRADSTREET'S New York Mercan?
tile Agency, has shown us a copy of their Register,
YoL 21, which has just been issued. It cont < ins
the names of over 400,000 business men of the
country, with their business credit and standing;
over 30,000 additional names having been added
since their last publication, tho majority of which
ace Sputhern. Mr. FONDA is thc agent here of tho
poncera, and represents this State and Oeorgia.
His reports, we learn, are full and reliable of both
States, and wo ?ave no doubt but that the mer?
chants of tho cities of each State will be glad to
procure the register. His office is in Broad street
in thia city.
A SUOHT RELIEF-The dwellers on this sub?
lunar sphere, who wero vainly endeavoring to
keep cool,- were agreeably BUIprised and some?
what refreshed by the rain of yesterday. Fora
moment the quicksilver hung on the balance, but
it could not stand tho pressure, and fell several
degrees. At first the rain carno down with a
gp? te fid por sis te ney, and the thunder's dulcet
tones sounded far sweeter than the music of a
piano. Unfortunately this pleasure was of short
continuance, the rain soon ceased, and old Sol re?
sumed his sway and the quicksilver mounted to a
dizzy height. The raia may h a YO been appreciat?
ed by the farmer, but in the city it has only been
the cause of anathemas on the weather. Afc pres -

md while our imaginations ?are running on cool
brooks and shady trees, we are enduring a heat
that is ferrent enough to melt tho elements. Un?

quiet, and this may account for the dearth of

any undue excitement,
DESTITUTION ZR ST, PETER'S PARISH, BEAUFORT
DISTRICT,-The destitution caused by the war, and
the failure of last year's crop has been general
throughout the South, but has been relieved in a
great measure by the gonerous donations of the
charitable and by the prompt assistance rendered
by the Bureau officers. In South Carolina this
destitution was more severely felt than in any
other State, but the supplies have been distribu?
ted by the government unsparingly, and as our
prospects are now much brighter we can trust that
the evil days are over, that peace and plenty will
shine upon the land, and that every man can sit
under his own vine and his own fig tree. The Sa?
vannah Nevsa and Herald, in referring to the pov?
erty in South Carolina opposite that city says :

efficiency of this officer is the best guarantee that

cognizant of the fact that the Captain has endea?
vored to discrirninato justly and impartially upon
the various applications made. The destitution
prevailing in portions of St. Peter's Parish was
wide spread, many families, both white and color?
ed, literally having nothing to eat. The blacks as
a general thing were better off than fte poorer
classes of white people. The crops ore good-the
laborers working better than was expected, and
hopeful anticipations of a better slate of things
encourage the fanner."
THE WANTS OF THE COUNTRY.-The South has
undergone a great change during and since the
war, which will tend considerably to her future ad?
vancement. Old things have passed away, anti?
quated ideas are left to tho octogenarians, and
every effort is being made to improve the country
by the introduction.ol labor-saving machines, or of
those inventions whoso utility has boon recognized
everywhere. Since the notices of tho Mondenhall
Loom have appeared in chis paper, letters havo
been received from different parts of tho country
inquiring tho price of these looms, and whero they
could be obtained. Tho agent in this city, Dr.
MCCLINTOCK, has received similar lotters, and if
his purpose was to effect the sales of tho looms
he could easily accomplish it in this city. He has,
though, come here for a different object and de?
sign, simply to sell the patent right for this Stato
and North Carolina. This right will give the pur?
chasing party the exclusive right to make or sell
the looms in either State, and would, if properly
managed, be a paying investment.
Throughout the entire South thero bas been a
want of some invention that could make tho fanner
a producer of everything noeded in his family, and
the old fashioned country made looms wcro always
in motion weaving jeans and homespuns. Theso
looms wero, however, subject to many objections,
as the work was laborious, and tho quantity and
quality of the cloth wove hardly compensated for
the time bestowed upon it. Tho Mondenhall
loom was constructed for utility, and has none of
the defects noticeable in others. Indeed, (hoy aro
as near perfection as it is possible to make thom.
They not only weavo the finest and coarsest cotton
and woolen goods, but silks, cashmeres, and every
species of cloth needed by ? family. To persons
in moderate circumstances this invention will be
as useful as the sewing machine, and, by proper
management, can "be mode extremely remunera?
tive.
We understand that several capitalists have
made offers for tho patent right, and wo eau soon
expect to seo Charleston not only a commercial
but a manufacturing city. Thc advantages of this
loom have already been portrayed, but those re?
sulting from its introduction among us aro known
to*" ali persons who have seen tho rapid increase
and corresponding prosperity of a manufacturing
town. That Charleston is destined to riso from
her present unhealthy condition few can doubt,
and if her business men would encourage the in?
troduction of factories and the consequent in?
crease in tho number of mechanics, this end would
goon be obtained. It is a consummation most de?
voutly to be wished, and the purchase of the loom J
in question would go far towards its accomplish?
ment.

tion measures of tho 39th and 40th Congress," to

persons who are more acceptable to the citizens of
Charleston than Mr. HASTIE, and the choice of the
Military Executive has mot with general approval.
MATOB'S COURT.-The Mount Pleasant wranglers,
whoso festive pursuits wo mentioned in yesterday's
paper, were sent to a magistrste, who will inform
thom that thoso who go down to the sea in ships
should not get on a bust when they return.
A cheerful youth, who had s fondness for taking
sugar in his, in a fit of abstraction took more than
his usual dose, and was soon done for. He was
found on a door step gontly murmuring "take me
homo to the place where I first saw the light" No
ono being acquainted with that vicinity he was
kindly conveyed to a vacant oell, sod only released
in the morning on depositing a Y. sud promising
to ignore sweetened liquor in future.
A brother Bach allowed his fondness for corn
juice to lead him astray ; he lost his moorings, and
drifted about disconsolately until espying a gas
lamp, and thinking it to bo a lighthouse, he steer?
ed for it, but struck on the brookers, and could
ooly get c!i,ar by throwing out $3 worth of ballast
An ans treman, who had taken to selling fish
by way of a slant, considered that he was moqsrch
of all ho surveyed, and deposited his scaley load
on the sidewalk to the detriment of both calico
and crinoline. Ho was shown the error of his
ways, charged $1 for thc privilege, and deprived of
his fish as a "mild confiscation."
A warrior, who resemblod OTHELLO in his swarthy
hue, bat in nothing else, got hilariously drunk
and yelled so demonaically that he astonished tho
natives, Their tears were not allayed whon they

Ho was captured after a small controversy and de?

neglects or refuses to perform an official act properly re?

rightful security to person or property shall bo domed,
the casa will be reported by the Post (Commander to these
Headquarters.
V. Post Commanders will cause to be arrested persons
charged with tho oonunission of crimes and offences
when tho civil authorities fail to arrest and bring such
offenders to trial, and will bold the accused ia custody
for trial by Military Commission, Provost Court or other
tribunal organized pursuant to orders from these Head
quarters. Arrests by military authority will be reported
promptly. The charges preferred will be accompanied
by the evidence on which th ey are founded.
VT. Tho Commanding General, desiring to preserve
tranquility and order by moans and agencies most conge?
nial to the people, solicits the zealous and cordial co?
operation of civil officers in the discharge of their duties,
and the aid of all good citizens ia preventing conduct
tending to disturb the peace; and to the end that occv
sion may seldom arise for tho exercise of military au?
thority ia matters of ordinary'civil administration, the
Commanding General respectfully and earnestly com?
mends to the people and authorities of North and South
Carolina unreserved obedience to the authority now es?
tablished, and the diligent, considerate and impartial

City Conned assembled. That from and after thc 15th day
of June next, it shall not bo lawful to keep Petroleum,
Kerosene, hock Oil, Benzine, Benzole, or any other in
llammablc oil or oils on storage or for sale in any cellar,
store or building souUi of Line slrcet, iu a larger quan?
tity than fifty gallons on any one lot or premises, and
any such quantity so kept or stored shall bc contained bi
vessels ol tin or other metal. .*
SEC. 2. That Petroleum, its products, or any other in?
flammable oil or oils, when brought into the city by laud
or water, may be kept ou any lot or in any biulding in
which cotton is not stored, for a period not exceeding
twenty-four hours, upon the expiration of which time ft

THE DEBT OF THF. CITY WHICH ACCBUED 3?TH DAY OF
JUNE LAST.
lie it ordained by the Mayor and Aldermen in City
Council assembled. That tor tho purpose of Uquidating
the Interest on tho public debt of the city, which accrued
ou the 30th day ol June last, six Per Cont Stock, obliga?
tory on the Corporation of tho city of Charleston, shall
bc issued, under thc direction of thc Mayor, to tho per?
sons holding Stocks or Six Per Cent. Bonds of tho city,
and on titled to receive tho interest accrued thereon at
the time above stated, the said Stock to bear interest
after tho rate of six per cont per annum, payable quar
tcrla, redeemable in thirty years from date*: Prodded,
that no part o', said Stock shah bo issued for
any sum less than twenty dol?ais, or for any
fractional part of a dollar, Provided, also,
that all sums for less than twenty dollars and tor frac?
tional parts of a dollar shall be paid in city bills. And,
provided further, that any person bona fide holding
Stocks or Six Per Cent Bonds on said 30th day of June,
upon which interest has accrued, shall have the privilege
until tho 1st day of September next Ot dlscountit g such
interest, or any part thereof, against taxes duo by him to
tho city on said 30th of June, and may receive any bal?
ance in his favor in city bills or new stock, according to
thc amount thereof, in manner aforesaid.
SECTION 2. That the form of certificates and mode of
transfer of said stock shall bo subject to tho same
regulations as now exist in rolation to other Six Per
cent Stocks ot the city.
Ratified in City Council this tenth day of July, In tho
year of our Lord one thousand eight hundred and
sixty seven.
