OK THE Wno.- Tho steamer from Georgetown
brought among her passengers five ?rentloman of
color, who aro on their way to tho Penitentiary,
where they propose to p*ss a short timo for their
country's good. They were convicted of various
offences, from cattle stealing to genoral larceny;
but were firmly convinced of their own innocence
and disposed to murmur at their lot. During
their stay in this city they were caged at the - De?
tective office, but leave to-day.
ROBBERY.-On Tuesday night about 10 o'clock, a
United States soldier lodged information at the
office of the detective police that he was robbed of
. watch and somo greenbacks in Elliott street, by
? woman named EMMA HAMILTON. The Chief of
the Detectives, acting on the information, arrested
Mrs. EMMA, who returned the watch and fifteen
dollars of the stolen money. The matter has been
turned over to Captain SIGWALD, Chief of Police,
for further examination.
THE RAFFLE aw COL. LAURENS' GOLD SNUFF BOX.
-The Baltimore Gazette says that for some time a
valuable gold snuffbox, studded with fifty-six dia?
monds, one of the relics of the days of the Revo?
lution, has been at the jewelry establishment of
Messrs. WILLIAMS, BROWN & SON, at the corner of
Baltimore and Charles streets, to be raffled for the
benefit of Mrs. LAURENS, the owner, a widow lady
of South Carolina, who lost all her means by the
Ute war. It was presented by Louis XVI of
Fiance to Colonel JOHN LAURENS, of South Caro?
lina, an aide to General WASHINGTON. It remained
in the family until necessity compelled its dispo?
sai On Friday last the drawing for the historical
relio took place, and it was awarded to ticket No.
210, belonging to Mrs. HILL, of New York.
COTTON TIES.-Those interested in Cotton Ties
ara requested to call at the Ship's Cotton Press,
corner of Anson and Hayne streets, and examine a
bale of cotton compressed with the LEWIS Cotton
Tie. Thia Tie differs from all others of the same
class of Ties, called Self-fastening Ties, in its
having an outside adjustment, without which the
inventor oentenda no band can be properly or ex?
peditiously secured to a bale of cotton. Mr. LEWIS
ia a citizen of Charleston. The Tics on the bale
were made Har him in 1860, whee he was prepared
to place them in the market. The war has left
him without the means to introduce them, and he
is anxious that some capitalist who can see money
in the invention should take an interest in the
patent. The patent broadly covers the outside ad
nstment in this class of Ties. . The patent waa
granted in 1859, at which time he also received a
patent for another Cotton Tie, which likewise is
front-adjusting and setf-fastening, which hail val?
uable ?atarea.

THE GREAT BEATWARD AND INLAND AIR LINE.
A grand consolidation of the different railroads be?
tween thia city and. points further North has at
hut been effected, and a route ia now opened that
offers to merchants and shippers unparalleled ad?
vantages. Every effort has been made by the
Agenta and Managers of this route to insure a
quick trananiisAion of goods, and all losses are
promptly adjusted. The tariff charged on the
freights haa been reduced to tho lowest point, and
gooda can be sent by tins route aa safely and as
cheaply as by a steamer.
We leam that a number of our prominent mer
chants nara embraced the offers made by the
agenta of thia tine, and are now ordering goods by it.
Other parties who have become interested in the
subject are only awaiti:, g the circulars which will
soon be issued. Mr. W. T. J. O. WOODWARD, an
old resident of thia ci ty, ia the General Agent for
thia Une, and will be pleased to give any informa?
tion regarding the roads and the facilities offered
by them for freights.
THE DESTITUTION ni THE COUNTRY.-The failure
of the last year's crop brought an unparalleled
amount of suffering upon th? country, and affect?
ed all alike. The poor were completely destitute,
while those in better circumstances had theil*
hands tied, and both were coia^cUed to appeal to
tho Bureau for assistance. The Florence Gazelle,
in referring to thia subject, says we learn that tho
cry for the prime necessaries of life-corn and
bacon-still prevail to an alarming extent. To
show the great want to which people had been
driven, we karn that one hundred thousand
pounds of bacon and five thousand bushels of corn
were given out at Darlington for lieus on the
crops, on Monday, 15th instant. Besides th's,
two thousand bushels of corn have been given
away exclusively to the destitute. In our own im?
mediate section only about two thousand bushels
have been taken, secured loins, ?cc, making in all
nine thousand bushels of ecru received in our Dis?
trict since January last. Truly we ought to feel
grateful, if our wanta are so great, and that cur
demands can and are being supplied.
DIFFICULTY BETWEEN THE CIVIL AND TUE MILI?
TARY AUTHORITTES AT MARION COURT HOUSE.-The
Marion Star contains the following account of a
conflict between the civil authorities and the mili?
tary stationed at that post:
There occurred at this olace on Saturday last a
moat unfortunate and mischievous collision of the
military authority with the regular administration
of justice. A freedman, named Ben. Fink!ea, had
been arrested and imprisoned, under due process
of law, far an assault and battery, with intent to
kiu, upon the person of William McClellan.

presenting the Freedman's Bureau, called upon
Mr. Moody, Clerk of our Court, and required him
to discharge the prisoner upon his own recogniz?
ance. This he refused to do, declaring that both
the State law and Order No. 10, of General Sickles,
required in criminal oases that the usual recog?
nizances should be given and that there must be
bail, that in this case the physician attending the
assaulted party had informed him that he was in a
critical condition, and that his recovery was very
doubtful; that to release the prisoner under theso
circumstances would violate his sworn duty to tho
State laws, and the express provisions of para

nothing to do with General 8ickles' orders; that
they acted under General Scott, who was the ruling
power in this State, and would sustain their action

to convince him of his error, he assured us that he

be Gen. Sickles' orders, Gen. Scott would sustain

MAYOR'S COUBT.-TWO persons, who took the
market for a meeting house ?ud commenced har
rungueing each other in loid and angry tones,
were interrupted in their discourse by their audi?
ence, and were fined $2 for their waste of words.
An individual, who thought the ills of this life
wore hard to bear, concluded he would lighten the
burden by lying down, and choosing a soft flag
stone, was soon in the land of forgetfulness. He
found that the recipe was not a good one,_and that
ho was not a freo agent; for his snoring disturbed
tho neighbors, and he was toted off to a locality
where ho could indulge in his fondness for rest?
ing his head upon a lap of earth without incom?
moding those who were of a different opinion. A
fine of $5 brought him up standing, and he will
stick to the perpendicular in future.
Two darkies, who had taking proclivities, en?
deavored to cultivate an acquaintance with ham
and oggs, but they missed their mark, and caught
a tartar. Tho egg thief was confined to the dun?
geon for ten days, while his enlightened confrere,
who walked away with the bacon, was cured of his
propensity by a similar sentence.

trial of tho American Polygrade Lead Pencils, man
mac lu red by the American Lead Pencil Company, New
york, I find them superior to any pencil in uso, even to
thc Faber or the old English Cumberland Lead Pencil,
being a superior pencil for sketching, ornamental and
mechanical drawing, and all the ordinary uses of a load
pencil.
These pencils are very finely graded and have a very
smooth lead ; even the sottest pencils hold the point well;
they are all that eau be desired in a pencil, lt gives me
great pleasure to bo able to assure Americans that they
will no longer bc compelled to depend upon Germany or
uny other loreign market for pcuHs.

THE FOLLOWING ORDINANCE IS PUBLISHED
for thc information of all concerned :
AN ORDINANCE TO KEOULATE THE CLEANSING OP PRIVIES
AND VAULTS IN THE CORPORATE LIMITS OF THE CITY
I. Be it Ordained by tho Mayor and Aldermen, Tliat
from and alter tho ratification of this Ordinance, it shall
not be lawful for any person to cleanse or removo the
contents of Vaults or Privies within tho limits of the
city, without having previously obtained a license for thc
sante; aU8uch licenses to expiro on the 31st December
of every year, and be subject to all requirements impos?
ed by Ordinances regulating thc granting of Licenses for
Drays and Carts.
H. That the use of Barrels in open Carts and Wagons
is prohibited, and parties applying for License will be ic
quired to pr?vido closed Carts suitable for the purpose.

one of th Guard Houses, during the day, his or their in?
tention to to such work during the ensuing night; in the
Lower Wards such report to bo made to the Main Guar 1

and that persons who shall make default of payment o?
their taxes on that day, shall pay, in addition to tho
amount of their taxes, ono and a bah per cent per
mouth untU the 31st day of July, when, it not iuid.au
amount of two per: cent per month upon the amount
of taxes shall bc paid; and alter the Slst day of August
three per cent per month on the amount ot taxes due
shaU be paid until payment of the whole amount is made.
II. That all persons who neglect or fail to pay their
monthly taxes on or before the fifteenth day of each
month,' shall respectively pay on the amounts thereot
two per cont per month from such fifteenth day, until
paymeut is made.
