Tho report of Brovot Major-Qonoral A. O. Gil? lern, Assistant Commissioner of Freedmen's Af? fairs in Mississippi, for tho month of May last, baa lust boon received by tho Commissioner, aonoral Gillam ?loton thal luglstration is proceeding throughout tho State in a quiet and uruorly man? ner. Tho destitution reported ?B being relieved by agonts, who havo supplies for that purpose Sub Assiutant Commissioners havo boon directed to gtvo such information to tho freedmen as will enablo thom to understand and appreciate thoir rights and duties under the Reconstruction law. Tho o rope, bo says, aro looking well, and Justify hopes of an abm: dan t yield. Thors ia hut little room for doubt that a muon greater amount of broad stuHs will bu produced this year than in any pre? vious year. Tho corn and cotton crops aro prom? ising well. Muoh loss damage was sustained from tho great flood than waa at first supposed. Tho season ia far enough advanced to alford an abun? dance of grcon corn and other rogotnblos, and tho Honorai thinks that now assistance should bo affordod only to tho physically holploas. In the sub-district of Oxford a decided dispo? sition is manifested by the civil authorities to give the freedmen all tho privileges belong? ing to them in tho law, and tho AsBiBtant Com mtsatonor has yet to learn of a solitary instance in which tho freedman bas not received the kindost and most patient attention from tho courts. In tho nub-district of Jackson a freedman named John Vickers had contracted for himself and family to work during tba year for a Mr. G. F. Qrandborry. The contract was fulfilled, and at the expiration of tbo tenn Vickers was turn od off without a aottle- I mont. Somo time ago bo made a complaint to the Assistant Commissioner, and as the sum duo bim waa considerable, ho was adviaod to omploy coun? sel and commence a suit for the recovery of tho debt. Acting upon the advice, ho paid a lawyer forty-fivo douars. Tho case carno before the court, and it wai decided against him because a copy of the contract was without a revenue stamp. A largo number of applications have been made in thia sub-district by both whites and negroes for food. The amount and dogroo of destitution bi thia district havo boen greatly exaggerated by in? terested partios. Applications aro daily mado by white persons who havo property and with a li 11 in exertion aro ablo to support themselves. Tho colored people apply for provisions under tho im? pression tl i at the government intends to anppoit them. Home left their employment, and seemed muoh disappointed when informed that they wero not entitled to any assistance. In tbo district of Matches many complaints bavo boon mado by planters of freedmen leaving thoir employ without cause. It seems that most of thom wero induced to tako this step hy mischievous persons circula? ting falso stories among them, and by tolling them to "go to tho Freedmen a Buroau and got thoir money and tickets." DDT Ooona-Wo had tho unpleasant duty last week of noticing tho failure of .a Tory prominent dry goods house, and wo bavo thia week to add tho Damos of two more firms that have boen compelled to succumb during tho past week. Thenn two more unfortunates oro tho very rospoctablo importers of Urltlah gooda, Fairchild, Fanchaw it Co., and Loeachlgk, Willard it Rhodes. To these might be nd dod tho names of two or turon Jobbers, and the nomo of another largo importing houao iu sa* I remo difficulty, if not actually enepended. Dut lt ts hardly proper to report tho death of a person who ls lu articulo morin ; lt will bo timo enough wheo tho breath leaves the body. lt may bs said of merchants as bbaispoaro said of or? dinary mortals. ..Tho timo waa once whon tho brabas were out tho man would dlo ;" but merchants will suc? ceed so me urn os ia carrying cn business, with seeming prosperity, a long while ?nhout brains; and lt ts not st all to oe wondered al bT loog-eaUhlished bouaee should now and then suspend, or absolutely fall, In a limo of general prosperity and of abundant nioucy. Of course, we do not Intend thone remarks as personally applicablo anywhere; but there have been a good many sensational rumors growing ont of the fow failures which bavo oc? curred iii tho dry gooda trade, and aa attempt has been mido to throw distrust over tho commercial soundness of many hautes in thu moat Important business Interests of tho metropolis, which should be promptly di?provcd, lost they I caa to actual disasters. t T ho failures which bavo occurred wo belleVo to ba ox cepUanablo caaos, and lt will bo a pleca ol' great good for? tuno for tho butha caa community If, muter tho operation of our new Uankrupt law, a prompt Investigation can bo had, and tho canses which led to tho disaster fully pub? lished. Tinder the oxlstlng condition of tho country, and the extraordinary ease ot the monoy market, ibero nood be co fears bf commercial rovulaiona such as occur? red tn 1837, 1847 and 1867. Tho tonillo, commercial dis? aster of those dismal periods wore distinctly owing to a thoroughly vicious system of banking and au unsound currency. At the present (Imo we bavo tho liest curren? cy which any commercial community bavo over bonn favored with; and only ace td eu ta beyond tho control ol ordinary caleulAtlons, or vary gross mismanagement, could result in a business panic. There ls nothing like a co Ilapso of credit to be feared, nor any diaturbanco of the currency to be anticipated from governmental inter? ference. Owing partly to tho actual and asserted failures among tho dry goods importers, and tho oxpectatlou that thoy would lead to forced sales, which would naturally reduce prices, business has boon very light during the week; lt Las been very nearly stagnant Importations of foreign roods, too, bavo been very light, tho entriea amounting to but ?3.000,000, against ?3,000,000 last year at tho samo time. The trado tn domestics for the woek has benn rathar limited, but prices bavo boen firmly maintained. Tho Wost, the South, and tho Pacific States, aro all bare of alaple gooda; they havo been buying from hand to hand so long in sn ti ci pa lion of lower prices that the time has come whon large purchases mutt bo marlo, and tho con sequences will be an ?crire market and a hardoning of prices, If cot a oonsldarablo advance. The abundant harvests aro already beginning to tell on the trade. Tho manufacturers and their agents must moot the increased activity of tho fall In a liberal spirit, or they may fall altogether to resp tho becofits or IL Brown sheetings and shirtings move readily st oar quotations, and there ls a better demand for the finer qualities for bleaching, In bleached goods tho atocle has very acuaibly de? creased, while the demand for common grades hts ox hlhltad a marked dooroo of lmproveeaont, ' It ls too early at present to estimate the effect which tho growing crop ol cotton will have on thit style of gooda; but lt ls tafe lo assume that tho Increased dornend will about neutralize the effect of s largo crop. Tlieni ls hardly anything doing in drills, but tho do? rr and for Joans, which wore noticed last week as activo, still continues. Stripes are but little called for. Ticks are Inactive, and tho mark J t ls well supplied. Denims and collo nacl ea are neglected, and the quoted rates aro merely nominal Printing cloths are quiet; there ls very littlo Inquiry for cloths In tho gray. The damsud for prints bsa been more lively, and soasonabto styles are in good request at quoted prices. Tba fail patterns havo not yet been exhibited; they will meet a good de? mand ?hen they come. lu ging hams the demand has improved somewhat, and tbs finer qualities find a ready ula. Though the aaasen ls advanced for light printed lawns, tho botter kinds maintain their prices; but a slight con? cession ls not denied when there is a disposition to glvo largo orders. Holled Jaconets, silesias and cambrics aro without material change. Mulila de laines are lett in? quired for than they havo been. Tho demand from tho clothing manufacturers given a firm tono to tho prices of lillian cloths, which aro in cantiderablo request st this tesson, especially la the mediara grades. The tame re? marks will apply to most quantico ol woollen cloths, thongh there ls considerable Irregularity In prices. Ken? tucky Joana are extremely doll, sod the markot well sup? plied. Linens of tho coarse.- descriptions, tho only description, in fact, of Am arican manufiuluro, aro steady at thc quotations. In foreign dry gooda the market 1? unsettled. Tho heavy failures of tomo havo tended to domoraltao par chasers, and there hat bean tome difficulty in relation to the withdrawal of goods from bonded warehouses hy a largo Importer during tho week, which bavo tended to unset ile prie**. The business in foreign goods at ike present tuno ls limited to the actual noceatitlet of ure seaton. We understand that the committee appointed to ex? amino into tho affaira of George A.
