JOHNSON'S liBTTKn. A number of gentlemen in Atlanta asked the Hon. U.V. JOHNSON, for bis "views on the duties of tho hour." These he gives in a lotter published in thc Atlanta Inttlliaenetr. He sets ont by saying that tho whites, in Geor? gia, aro largely in thc ascendant, and if they would bc firm and united, they could defeat tho nefarious schemo for their ruin und hu? miliation. Mr. JOHNSON is profuso in his allusion to the classics throughout bis lcttor. Again, " They " [tho people of thc North, who Mr. JOHNSON thinks, will soon join tho South, if Ibo latter holds out against Congress,] " tuny cleanse the Augean stable, purge thc Btnlutc books, and restore the administration t > its ancient landmarks. If not, nothing will bo left us but acquiesence in tho sad necessity of our condition. Then, and not till then, may bo inscribed upon the tomb of constitu? tional liberty, ' Ilium fuit.' " Mr. JOHNSON ii not as charilalilo in bia strictures upon tho conduct of thoso who hold diff?rant viows from his, as ho is classical. Wo have aeon what he says of those, who, ac? cording to his opinion, take counsel of their fear. Further on ho saya; "Little properly is left to tho true men of tho South. Hero wo have it in a few words! There is no patriotism, no virtue, no honesty, save in the ranks of "passivism." The lovers of their country must ail still, fold their hands, and wait for that "returning sonso of jus? tice " of the people of the North and West, of whioh we have heard so much during tho past seven years. To take n diff?rent view, to ex? amine the situation and accept facts, to comply with tho requiromenta of (ho conqueror, in or? der to contribute to & speedy and peaceful solution of the pending difficulties, and restore us to our former plaoe in the Union, ia stigma? tised as "bowing the knee to BAAL." In proof of the correctness of his position, ho gives a resume of the SHERMAN Reconstruc? tion Act, item by item, and shows, to bia own satisfaction, and perhaps to the satisfaction of those whom he addresses, (bat in nearly every provision thia Aol is -unoonstitutional I Here ie the fallacy of (he whole argument. Tho premise is not oonceded by those who have tho power to decide authoritatively in mich questions ; hence the conclusion falls to the ground. If Mr. JOHNSON'S argument is to avail anything, ho must first show thal tho people of (he South oro still in tho enjoyment of their constitutional rights; that they have douo nothing (o forfeit thoso rights. This, we know, Mr. JOHNSON, and all who think with him, are prepared to prove to their own entire satisfaction. But they aro mere advocates. The Judge baa decided against them. This baa been repeatedly demonstrated in the Congres? sional legislation of the past two years. The President vetoed the Civil Rights Bill and the Freedman's Bureau Bill, entered his proUat to tba HOWARD Constitutional Amendment, vetoed (ho M II KUM A N Military Reconstruction Act, then the Supplemental Bill of March 28, and is at this time preparing his reasons for vetoing the second Supplemental Bill passed last week. All bis objections have been taken upon con? stitutional grounds, but have in every instance been overruled by the majority in Congress, who represent the will of the people of the North, who unquestionably hold the power of the Government. The Supremo Court, also, tho last resort in caso of disagreement between the Legislative and (ha Executive Department of the Government, bas declined to take direct cognizance of the questions brought before it involving an examination of tba legislation of Congress. A Constitution, after all, ia nothing more than a compact betwoen two or more parties, whioh is binding only so long as both parties consent to act in accordance with ita stipula? tions, or in default of such continued voluntary obedience, only so long aa there is a power in the last resort to enforce compliance. The Southern States having seceded, and re? sisted by war all attempts to bring them baok into tho Union, lt ia held by the North that they broke tho compact, and therefore upon their forced return, forfeit tba rights that had been guaranteed to them by the Constitution. Whether thia oourse and opinion are in ac c ord - anco with the sentiments declared by Mr. LIN?
