Mr. JOHNSON is profuso in his allusion to

their country must ail still, fold their hands,

amine the situation and accept facts, to comply
with tho requiromenta of (ho conqueror, in or?
der to contribute to & speedy and peaceful
solution of the pending difficulties, and restore
us to our former plaoe in the Union, ia stigma?

In proof of the correctness of his position,
ho gives a resume of the SHERMAN Reconstruc?
tion Act, item by item, and shows, to bia own
satisfaction, and perhaps to the satisfaction of
those whom he addresses, (bat in nearly every

Here ie the fallacy of (he whole argument.
Tho premise is not oonceded by those who have
tho power to decide authoritatively in mich
questions ; hence the conclusion falls to the
ground. If Mr. JOHNSON'S argument is to
avail anything, ho must first show thal tho
people of (he South oro still in tho enjoyment
of their constitutional rights; that they have
douo nothing (o forfeit thoso rights. This, we
know, Mr. JOHNSON, and all who think with
him, are prepared to prove to their own entire
satisfaction. But they aro mere advocates.
The Judge baa decided against them. This baa
been repeatedly demonstrated in the Congres?
sional legislation of the past two years. The
President vetoed the Civil Rights Bill and the
Freedman's Bureau Bill, entered his proUat to
tba HOWARD Constitutional Amendment, vetoed
(ho M II KUM A N Military Reconstruction Act, then
the Supplemental Bill of March 28, and is at
