The Commit tee on Retrenchment and Belief, to
which waa referred the resolution of Council "to
examine into the condition of tho several depart
mente of the Caty Government, with the view of
redaeJnc. if possible, the expenses, which the pre
scatt condition of th? Treasury seems to demand,**
ask leave to report:
That they-have. given to the subject as careful
an investigation as ita neat importance demands,
having obtained from the books of the Treasury
ti^e amounts paid for the several departments since
?ha oommencement of the present fiscal year, be

Irosa the investigation made, the Committee
have not bean able to find any mode of reducing
the expenses of the several department?, or in
which a due regard to economy has not been exer?
cised, with perhaps two exceptions. The cost of
sjostaraing the City Police is considerably greater
than that of soy other department, but not more
so than the present organisation demands. The
pay of both officers and men is now none too much ;
the only Question te consideration is. whether or
not the number employed might be safely reduced;
and this is a matter in which the Committee
are not prepared to express a decided opinion,
they therefore prefer that Council should judge for
themselves..
The other departments, to which special
?wtsnttsn is invited, la that of streets.
Tho whole amount expended during the
flacal year enoung September 1, 1866. was $36.345,
and the Commit too of Ways and Means, at the
aojro'eaneement of the present yean when fnnnmg
the bill to raise supplies, estimated the probable
amount that would be required at $60,000. Ten
months of the year have passed, and the amount
already expended has reached the very large sum
of $S0,66L41, being over fifty per cent, above the
semis! ml amount that would be needed, and this
ta exclusivo of the paving of East Bav stree I. This
prtjealirly attracted the attention ol the Commit
tee, twismnnh as it is, with the exception of the
tidal avaion, the only department the expenditures
_te which do not come before Council, or any of
the nvsnsHBg Committees, and of which, therefore,
they can'nave no definite knowledge. The expen?
diture* of the other departments are fixed either
bj orrdinanee or try resolution, or the bills credited
by the Committee on Accounts.
The amount expended being so much larger
than any other department except the Police, in?
duced a more particular examination, whee it ap?
peared that there has been a steady increaeo from
month to month, the amount expended in Septem?
ber being $3367.50, and in June, $17,640.88 The
Committee hare condensed the hut named sum,
with the following result: Paid for carting
?0988,90; repairs, $2042.30; labor, $1653; lumber,
?18?4J?; curbing, $1022^2; bricks, $654.11; hard^
ware, $40.60; stationery, $3.10, and scavengers
IJNftm Total. M above, $17,640.88 for one month,
Marry $10,000 of which is for the single item of
carting. The charge generally made is from
thirty to forty cents per load, the latter
greatly predominating, while in two instances $3
per diem has been charged. Taking the latter
' som as a criterion, and calculating the twenty-five
werkin g days of the month, tho average number
of carts employed daily would be 183. The Com?
mittee content themselves with making a single
statement of the facts and leave Council to form
their own ooneiusions, but recommend the adop?

BILLS.
A Bill to grant the privilege of exchanging "City
Stock for Bonds," was taken up for consideration,
when Alderman Willis, the mover of the bill,
begged to withdraw it, which was granted.
A Bill in relation to the Blue Ridgo Railroad
came np for its seoond reading.
On motion, the consideration ol the same was
postponed to the next meeting.
RESOLUTIONS.
The Resolution of Alderman Courtenay author?
izing tho City Treasurer to preparo a list of Tax
Payers, which was laid over at the. last meeting,
under the 18th Rule, came np for consideration,
when the Alderman begged to withdraw it, which
was granted. WSa
' Alderman Steinmeyer offered a resolution which,
on motion of Alderman Earle, was amended so as
to include "Inn Keepers." The resolution was
adopted, and read as follows :
Resoiced, That Council grant No. 2 Licenses to
tho keepers of regularly established hotels, inn
keepers, and such restaurants as may be approved,
at the rates as now established by ordinance.
The following was offered by Alderman Willis
and adopted.
Whereat, It is expedient, for the protection of j
the tax payers of the city, and the more effectual
enforcement of an existing Ordinance of Council,
for the collection of taxes from itinerant traders,
and measurably to check the transaction of busi?
ness in the oity without the payment of taxes on
either sales or commissions.
Resolved, That it shall be the duty of the Chief
of Detectives to report to the Captain of Police
any person selling goods by package, sample or
otherwise, without license; ail vessels arriving
from any port, having no consignee, who shall
tiansact business here, and make no return to the
city, shall be reported by the Harbor Master to the
Chief of Foli?e, that they may be fined for viola- |
tlon of the City Ordinance, one-half of all fines so
collected to go to the informer.

Resolved, That the City Assessor be directed
hereafter to require a return monthly from all per?
sons holding licenses to retail liquors, and that
the tax upon sales made by such persons shall be
paid monthly as upon other articles of trade or
merchandise.
Adopted.
Alderman Willis gave notice of a Bill to regulate
the dredging of Dooks, and asked that the notice
be considered the first reading, which was granted.
At this stage of proceeding a petition of Joseph
Purcell, Geo. G. Mixer, F. Opdedook and Asa But?
terfield, praying lor No. 2 Lioenses was presented,
and, on motion, was referred to the Committee on
Licenses.

On Monday the market was easier for common cotton,
but the better quantise were firm. Sales 83 bales; Lew

On Tuesday tba inquiry waa more active, with some
Ingram in the amount of the staple ottering for sale; the
transa ri torts were 91 bales; Low Middling being quoted

On Wednesday the market was quiet Sales 28 bales,
at unchanged prices."
Yesterday the inarket was more active, the transao>
tiona being confined to the lower grades. Sales 130

the operations of purchasers to very narrow limits.
Sales for the week about 30 bales, on the baste of 46a66c
fl ft for common to good Sea Islands and Floridas.
BICE.-The receipts of Carolina Bough Bice have be?
come so small that they are altogether nominal. The
stock on hand te gradually being reduced, and factors
hold the article at firm prices. We note salea of 63
tierces during the week-say 16 tierces of Fair Clean
Carolina at 10J? cents ft To,, and 46 tierces do. of Fair to
Good at ll cento ft Vs.
NAVAL STOKES.-There have been received during
the week about 496 bbb. Bosin, 850 bbb. Spirits, and 336
bbb. Crude Turpentine. The Bosin was sold at ti 50
fl bbl. for Common, to $6 for Pale. The Spirits was dis?
posed of at 60 cento fi gallon, and the Crude Turpentine
at 93 fl bbl, for Virgin and Teltow Dip.
HAY.-There have been received of this article about
1000 bales during the week, all North River. We note
eales of 180 bales of thia quality at $1.50 fl hundred, and
336 bales on private terms. The market closed dull with
a lower tendency in prices. The have been no arrivals
of Eastern. I
COEN.-The arrivals of this grain have been huge, say
about 76,000 busheb for the week. There continues to
be a steady demand for country consumption, but prices
closed rather weak under the full receipts. We note aalea
of 3000 busheb of Mixed at $1.43 fl bushel, weight bags
Included ; 8000 busheb Sew York White at $1.43 fl bush?
eb, weight bags included; 3000busheb of White, Yellow
and Mixed, at $l.40@i.43 fl bushel, weight bags includ?

OATS.-There have been light supplies of thia grain re?
ceived by dealers, which waa to supply the local retail
demand. We learn of no wholesale transactions.
FLOUR.-The increasing arrivals of New Southern
has caused tn easier feeling in prices, and the
rates are somewhat lower. We quote new Southern
super at 914 per bbl ; new Southern extra
SIS 00 per bbL new Southern family at $16 00 a
$17 per bbL: Northern and Western brands are dull
and difficult of sale. We quote so far of this class at
tO SOaSlO ? per bbl. and Extra at 12 a $13 per bbl. The
lower gradeo are extremely dull and wo learn of sdi a
of 100 bola middlit ft and fine at $7 60 per bbl.
BACON.-The etock of all qualities here has b >ccmc
quito light, and with adTanriog prices at the North and
Weat the rates have, considerably improved, and close
with an upward tendency. We quote prime shoulders at
13@13>,'c. "fi m.; prime ribbed aides at 14)3@l5c. fl lb. ;
primo clear ribbed sides at 16@16>?c. fl rb., and prime
clear sides at 15X@16c ft lb., the latter article being
somewhat nominal.
SUGAR AND MOLASSES.-Messrs. BOHAFONT A SA?
LAS sold on Friday last, at auction, the cargo of the brig
Rothsay, from Cardenas. Tho sale was well attended,
and tho pi ices Wv re satisfactory. The following were the
rates obtained: 61 hhds. Muscovado Sugar at 12%&
13106c.; 36 hhds. Cuba Molasses at 46(g)47c. ; 85 bbls.
Cuba Molasses at 48@GOc; 6 hhds. Muscovado Molasses
at 61c. ; 12 bbls. Muscovado Molasses at 66c.
SALT.-There has been no further receipts of this ar?
ticle. There is a good jobbing demand aud prices aro
firmer. Sellers are holding limited lots at $2.60 fl sack.
BAGGING AND ROPE.-There has boon received
al out 260 bales of Gunny Cloth during the week, and we
note Bales of 60 bales at 26>?c. fl yard. Holders arc ask?

edpta of wheat, and the brisk demand from home
trade thus far has allowed no accumulation of stock.
Shippers, so for as we have been able to leam, have made
no contracts, as is usual at the opening of the new crop.

Money continues very abundant The larger Block
houses have offered heavy amounts for which they can
find no ase, and appearances show that the banks havo
considerable balances which they cannot lend. The
rate continues at 4 per cent on Governments, and 6 per
cent on stocks. The Sub-Treasury is paying out merely
nominal amounts tn the way of interest upon the July
Seven-thirties, or in redemption of July Compounds; so
that, as yet the market ls affected by these disburse?
ments only in the way of anticipation.
