THE FRANKLIN STREET SCHOOL.-Tho colored
school in the Marine Hospital, under tho auspices
of tba Episcopal Church, bas far surpassed thc
anticipations of its founders. It now numbers
eight hundred and fifty pupils, and the corps of
teachers will soon re increased to one principal
and one vice, and seven female assistants. The
pupils are all neatly dressed, and apparently take
a great interest in their scholastic duties.
LAMENTABLE ACCIDENT.-An individual, stout of ]
heart and strong of muncie, whilom a good sol?
dier, had the misfortune to receive a considerable
amount of "city billa" yesterday, and, unable to
dispose of them, and not having the feir" of Gene?
ral Orders No. 82 before Iiis eyes, he went into the
bricklaying business, depositing several bricks in
his "tile." This cheer ed him up, in fact made him
jolly. "How in the world he got drnnk, I cannot
underai.vnd," remarked one of Iiis friends, apolo?
getically, "and on city bills, too, at that 1" And
with that they went on their way rejoicing.

. thia Institution since its reconstruction, was cele
i brated on the 9th inst., and although the number
of acholara waa small in comparison with former
years,, the high reputation always horne by tho
Institution was sustained. Tho yoting- ladies were
eTarnrned in the different branches which had
formed the course of stndy. This examination
waa conducted solely on tho written system, and ?
correspondent of the Caroona Spartan states that
the unusual silence was oppressive, bat the written
answers proved that the scholars were thoroughly
conversant with the questions propounded. Dr.
Ornum has a large experience as a teacher, and
under bia fostering oar? the Limestone Seminary
will soon regain ita forme r prosperity.

SHOOTING OB EAST BAY-INTENSE EXCITEMENT
Two MEX MQBTALLY SCABED.-The usual quiet of
. East Bay waa disturbed on Wednesday by the sud?
den report of a pistol, and men who had been long
snosed to grim visaged war, snuffed the -battle
fresa aar and hastened to the scene. It appeared
- on examination that the shot was fired from Mr.
rhnoriBT* 0*NXIL*S store, and was aimed at a rat,
bat the long-tailed animal fled from the wrath to
come, and the bullet, glancing on the floor, strack
-. a gent! nra in passing bj in tba shoulder, bat did
. SO damage beyond catting his coat. His indigna?
tion at the occurrence was f?rmense, and consider?
ing it to be the cut direct, he proceeded to vent
his anger in violent demonstrations of his un?
known assailant.
A sympathizing crowd soon gathered, among
whom Was a neighboring merchant who had aluo
bess threatened by the shot. These gentlemen
not wishing a repetition of the warlike civilities,
' preferred charges before the police and a detach?
ment of the " Guardians " headed ty their officers,
were soon on tba ground, these were followed by
the Detectives and it seemed for a time aa if the
nnrbrtonate shoot ist would be compelled to pay
the penalty dne to the offended law. Fortunately
moderation prevailed, "no one was hart '* and the
- only punishment meted to the culprit, was a
fine of IS for firing his pistol in the . City limits.
We would suggest to oar East Bay friends a visit
to No. 8 Hoyne street where they will find a, rat
trap that will prove far more efficacious in check?
ing the career of the amimiles than a "pistol shot,
and the result will be more satisfactory both to
tho parties themselves and to the public, who
can then walk the Bay boldly and fear no
evfi.
THE SBA ISLAND 'COTTON CBOP.-The informa?
tion dairy being received, in reference to the pres?
ent condition of the long staple cotton crop of
the State, induces the belief that this is to be a
disastrous year for thia important product. Should
thia be the case, to the extent that is now feared,.
and the price of the article keep at its present de-'
pressed figure, it will certainly be most unfortu?
nate for oar sea island planters. Having for
several years of tho war been compelled to allow
their estates to ron to waste, and in some cases to
' have their landa sold for taxes, and perhaps pass?
ing ont of their hands forever, corning into the
' markets of the world, after the late straggle, 'with
a greater amount of competition to meet than
even the planters of upland cotton, they certainly
stood in need' of all the adjuncts that could be' j
brought to their assistance to enable them, in any
reasonable time, to secure a position of comfort
and prosperity. The following is the substance of J
tarions letters received by one of our cotton mer?
chants from the leading and reliable planters in
the neighborhood of this city, who are practical
man, and whose judgments may be credited.
These letters are all dated in the present month.
BEA VJ POET (8. C.)-Oar crops generally are
poor, grassy, and the lower farmers all gene-loss
one-third.
BULL'S ISLAND (S. C. )-Crops deplorably bad-do
not think a half crop can be made.
. EDHTO (8. 0.)-Crops generally grassy-lower
farmers all gone-hardly think the Island will
yield more than twenty-five pounds to tho acre.
JOHN'S ISLAND (8. C.)-Crops seriously injured
-lower farmers all gone-fields grassy, prospects
gloomy.
JAMBS' ISLAND (8. C.)-Crops suffering from too
much rain-the lower farmers all gone-damage
from a third to a half of the crop.
St. ANDREW'S (8. C.)-Crops grassy and great?
ly injured by the late heavy rains.
CHBTST CHTJBGH (8. C.)-Crops generally grassy,
with losa of bottom farms ; can hardly realize over
half the crop.
ST. JOHN'S (8. C.)-The late heavy rains have
greatly injured the crops-plant small and back?
ward. Ibo crop will scarcely reach last year's
yield.
ST. STEPHEN'S (S. C.)-Crops are all looking
badly. Without favorable weather from this time,
it will be hard to calculate the loss.
Information recoived from Florida generally re?
ports seri?os damage to cotton caused by the
heavy rains.

The popularity of theso restaurants is so well
known that it would be usoloss to extol thom
fur thor. During their involuntary suspension, the
murmurs were loud ami deep, and it is but fitting
that their resumption of business should be cele?
brated by freo libations. We understand that li?
censes have been granted by Council in these
casus on a recommendation from the Post Com?
mander.
THE TEMPERANCE MOVEMENT IN THE CITY.-We
advortods orno time ago to the necessity that existed
for reor?aniziug the Temperance Order, and the
good that would result from su?h action. Since
that paragraph was written the ball has been put
in motion, Order No. S2 was promulgated, tho bar?
rooms were closed, and drinking was either done
on tho sly or by the gallon. This enforced abstinence
has produced the most beneficial results, and men
who wero onco confirmed spiritualists have now
banded together and taken a solemn oath to re?
nounce their allegiance not only to the Bourbons,
but to all descendants of King Al ch oh ol. The
movement was inaugurate! among th? mer?
chants of Hayne street, but they have found
many imitators, and if tho temperance enthusiasm
should continue, tho authorities will have no diffi?
culty in enforcing tho now b'quor laws. In order
to make tho record" sure, and knowing that since
tho re-opening of the hotel bars the temptation
would be Btrong, a bond has been signed, by
which a large amount is forfeited should either of j
the parties fall from grace. It is an old and truo
saying "that the spirit is willing, and the flesh
weak," and the forfeit will probably tend to keep
tho signors in the right parh, as at present the
pocket is a tender spot. The bonds are ex-cou?
pons, and will not be placed upon the market,
though it is probable that they would command as
much as city stock.

FREIGHT FROM NEW YOEE BY LAND.-We oppy
! from a Wilmington, North Carolina, paper a notice
in reference to the transportation of freight
through from New York by rail, lt.will be seen
that our enterprising neighbors of Wilmington are
taking early advantage of whatever benefit may
arise from the rapid, cheap, and frequent freight
route through from the Northern cities by the new
I Anna mess i c Ka dr oa d and Steamboat line. It is pro
! posed to bring freight through at low rates, and as,
under good management, it may be made a great
success, the attention of the officers of the North?
eastern Railroad Company and our merchants
should be immediately directed to securing its
advantages. If Charleston is ever to have the full
benefit of through freight and travel by raiL it
must be secured by this coast route, which is j tho
shortest^ and con be made the cheapest and most
speedy of any in the country, its low grades ena?
bling it to mn a schedule which will defy competi?
tion. We understand that our fallow-citizen, Mr.
J. T. 0. WOODWARD, has arrived hero as the
agent of this route, and will bring its'advantages

from the Wilmington (North Carolina) Dispatch:

and at greatly reduced piioos. This is entirely an
inland line of travel with the exception of a few
tours transit across Chesapeake Bay. We predict
for this new enterprise a fair share of the public
favor.

SEC. L he it ordained by thc Mayor and Aldermen, in
City Council assembled. That from and after the ICth day
of June next, it shall not be lawful to koop Petroleum,
Kerosene, Rock Oil, Benzine, Benzole, or any other in?
flammable oil or oils ou storage or for sale In any cellar,
store or building south of Line street, in a larger quan?
tity than fifty gallons on any one lot or premises, anil
any such quantity so kept or stored shall bc contained in
vessels ol tin or ether metal. ?.
SEO. 2. That Petroleum, Its products, or any other in
flammable oil or oils, w hen brought into the city by land
or water, may be kept on any h.it -or in any building in
which cotton is not stored, for a-poriod uot exceeding
twenty-four hours, upon tho expiration of which time lt
shall bc removed and kept in the manner os required by
Uie foregoing section.

Be it ordained by the Mayer and Aldermen in Ctty
Council assembled, That for I ho purpose Of liquidating
the interest on tho public debt of tho city, which accrued
on the 30th day of June last. Six Per Cent Stock, obliga?
tory on the Corporation of the city of charleston, shall
bo issued, under the direction of the Mayor, to the por?
tons holding Stocks or Six Per Cent Bonds of the city,
