IMPORTANT TO TAX PATERS.-Wo are requested
' to state (hat the State tax executions against pro- ?
perty owners, which were advertised by the Sheriff |
Bone time since, and which were stopped by the
Comptroller, have now been ordered to be en?
forced, and those persons who have heretofore
neglected to pay these taxes are warned that the
sales wffl certainly take place unless they embrace
the few days of grace remaining, and liquidate
their indebtedness. Great leniency bas boon
shown, ont unless a settlement is speedily made,
tibe parties will be proceeded against. These exe?
cutions are from 1865, but the amount due on the
quarter ending 81st March, 1867, are now included,
and wiL' be acted upon in the same manner.

A Nsw SCHOOL HOUSE FOB THE COLORED PEO?
PLE.-The interest shown by the colored people in
the subject of education, has been so great that
*jM^*/w*?1 facilities have, from time to time, been
granted them; but their thirst for knowledge
seems uncontrollable. Under these circumstances
it has been thought best to educate some of the
more advanced acholara for teachers, and the
American Missionary Association have famished
fits fonds for the construction of a Normal School
House. A adie on the Wo at em and of Bull street,
near the river, has been chosen, and ooutractois
azt invited to present their estimates for the erec?
tion of the building. Through the kindness of the
Assistant Quartermaster, Ooh JAB. P. Low, we
have been enabled to examine the proposed plan
of the briildiug.
Hie boflding will rest on arches and will be two
?toiiee in height, surmounted by a cupola, and
will have accommodations for four hundred pu?
pils. The basement will be used as a playroom
dozing wei weather, and wiU contain apartments
for the Janitor, wash rooms, ?to. On the first floor
will be six ohsa rooms, the Principal's office, and
rooms fer the -necessary apparatus. The second
floor will also contain class zooms, apartments for
the teachers, and a large assembly hall, 65 by 42.
The stairways to the building will all be on the
exterior, leaving the floors clear. Every care has
been taken to combine an the modern improve?
ments of 'igbt and ventilation, and when comple?
ted the school house will not only be a model bot
aa ornament to the city. It is expected that it

SCHOONER BERGEN.-WO clip from the Baltimore

the school 1er Bergen, from this port for Boston:
"The schooner Bergen, Captain THOMAS PAR?
SONS, of thia port, waa destroyed by fire about
seventy-fl re miles northeast of Cape Henry, on
the. 6th instant, She sailed from Charleston,
Bo. Ca., on the afternoon of the 1st instant
?X Boston, with a cargo of old iron, rags, cot?
ton, rosin, and spirits of turpentine. Tho weather
was vary favorable at the time, and a quick and
pleasant passage was anticipated by Captain
PARSONS, who. had his family on board. Every?
thing Want; on finely until about 6 o'clock on
the evening of the 6th instant, the vessel making
about eight knots per boor, when one of the crew
reported to the Captain that smoke was issuing
from the forward hatchway. Captain P., with the
first mate, immediately removed the hatch, when
he discovered that there was fire in the hold, and
calling his crew at once began to throw in water,
with the hope of extinguishing the fire, but it
steadily progressed. The wife and daughter of
Captain P. then lent their aid, and did good
service in passing water from tho side of the
vessel to the hold. The smoke continued to
thicken so that no one could go into the hold,
and the heat and smoke became so great that it
was soon found that all the efforts to extinguish
the fire were futile, li was then determined to
get the boat ready so that those on board could
leave thu vessel as soon as the necessity to do so
demandai it. It was feared an explosion of the
torpentiae might take place, and all hands got
into the boat, which dropped astern of the burning
vessel. The sky was then overcast and the sea
soddenly rose under a gentle breeze, which soon
blew a bnxxicane. In the harry to provide for the
safe debarkation of the passengers and crew from
the vessel while the hurricane was coming, no
clothing, instruments, or charts were secured, but
ihe boat was cot loose with nine persons on board,

An open boat on the ocean. The boat was leaky,
.and it r ?quired the entire labor of one of the crew
to keep her free. About half-past seven o'clock
the rabi began to fall, and the wind blew in
squalls, and the glare from the barning vessel
bot a short distance off, was appaling. About
half'paiit eight o'clock the light suddenly disap?
peared and it is supposed the vessel went down at
that time. About half-past nine o'clock the red
light of a vessel to the southward was seen ap?
proaching, and every exertion was made to get
near enough to attract attention. A light was set
on the boat, bot it was not discovered by the pass?
ing vessel, which was soon out of sight. About
four o'clock on Sunday morning the weather mod?
erated, bot not a sail was in sight. Tno head of
the boat was turned toward the land, and after
four hoars more of suspense a sail was discovered
to the northwest, and at ten o'clock the schooner
Sylvan, Captain S. P. BLANCHARD, of Stockton
Haine, from Calais for Washington, took all hands
on board and kindly cared for the sufferers. They
reached Washington OD Friday morning, and came
to baltimore on Saturday afternoon. Mr. CUN
jnNOHAX, a beckman from Baltimore, kindly lent
his assistance in Washington. The Bergen, it is
thought, was not insured.

DEATH OF MK. M. TRACT.-Wo regret to an?
nounce the death of Mr. MAURICE TRACT, late fore?
man of this paper. Mr. T. was a native of New
York, and came to this city when quite a young
man. He was for many years before tho war,
foreman of the Charleston Mercury. During the
war he superintended the large publishing es?
tablishment of Messrs. EVANS & Coos WELL, in Col?
umbia, and waa identified with the NEWS from the
dite of its establishment in August, 1865. Mr.
TRACT was a good printer, thoroughly conversant
with all the requirements of his art ; and enjoyed
the respect and esteem of all with whom he came
in contact.
His health had been gradually failing for some
time, and daring the past four or five months he
! bad been confined to his bed with dropsy, which
terminated fatally, notwithstanding all that
scientific skill, or the watchful care and tender
hand of affection could do. He was only forty
seven years of age at the time of his death, and
leaves a wife and one child to mourn his loss. Mr.
TRACT was widely known among printers every?
where, and his death will be sincerely regretted
not only within tho circle of the typographic
fraternity, but by all the numerous friends ho
made along tho journey of lib. His funeral will
take place at 10 o'clock this morning, as will be
soon in the advertisement in another column.
CHARLESTON BAR.-A further examination of the
draft of water of the bark Annie Kimball, Captain
LINCOLN, from Newport, England, shows that she
is deeper by several inches than previously stated,
and that her actual depth in the water is 18 feet 9
inches, or near 19 feet. Captain LINCOLN states
that the Kimball came over the bar with ease, and
would have been able to have entered the channel
if she had drawn several additional inches. This
announcement is of the greatest importance to
shipping masters, both here and elsewhere, for it
has boen generally considered that it was impossi?
ble for any but vessels of a light draft to enter the
harbor. There are few seaports that present moro
advantages than Charleston, as the bay is com?
pletely land-locked, and once over the bar, any
depth of water can be obtained. The passage of |
the Kimball is an epoch in our commercial history
that we trust will not be neglected, but will urge
our merchants to improve the advantages of na?
ture, and by deepening the channel render the har?
bor accessible to vessels of any draft. Before the
war a dredging machine was owned in this city,
made and patented by a Charleston mechanic, and
it was found to be extremely serviceable in deep?
ening the channel and in removing the obstruc?
tions on the bar formed by the shifting sands.
This machine was destroyed during the war, but
it could be easily reproduced, ar.d would prove a
valuable auxiliary to our merohants in bringing
the commerce of the world to this port,
. MA TOR'B COURT.-Three colored Leanders, who
were essaying their swimming powers in tho
Market Dock, found to their sorrow, that the feat
was impossible, for they were pounced upon by
the police and in default of $2 fine, was locked np
for two days. When they are released they will
be sadder but wiser boys, and will remember that
as the Black Crook is not on exhibition, the pub?
lic have no penchant for b ire legs.
A colored man who evidently thought himself
better than Bomo plain people, stationed himself |
near the Band on the Battery and obstructed the
passage way. He was warned and advised to
leave, but persisted in his conduct, standing on
the Platform of the Civil Rights Bill and defying
the world. A night in the Calaboose and a fine
of 65 convinced him of the error of his ways,
and he will "go no more a roaming by tho sweet
sd vcr light of the moon."
"One more unfortunate

m snaged, in spite of Order No. 32, to moisten his
diaphragm with the essence of rye which, to a man
of his abstemious character, proved a great shock
to his system, and he had laid down to recover
when accosted by the police. Becoming angry at
being roused from his slumbers in so peremptory
a manner, be rushed at his tormentors and dealt
them several blows in the vi emit y of their bread
baskets. Not liking this manoeuvre, they turned
the tables and carried the beligerent to a moro se?
cluded spot, where be .compromised the matter by
the payment of $10.
The classic shades of Berreeford street were dis?
turbed by the vicious conduct of two men who
chose that locality to exhibit the manly art. Tho
sound of the blows brought in tho police, who
kindly consented to hold the sponge and act as
umpires, and the noble pair were condemned to
forfeit $5 each fora foul play.

City Council assembled. That from and after tho 15th day
of June next, it shall not bo lawful to keep Petroleum,
Koroseue, hock Oil, Bouzine, Benzole, or any other In?
flammable oil or oils ou storage or for salo lu any cellar,
store or building south of Linc street, in a larger quan?
tity than fifty gallons on any one lot or promises, and
any such quantity so kept or stored shall be contained bi

Be it ordained by the Mayor and Aldermen in City
Council assembled, That for tho purpose of liquidating
the interest on the public debt of the dry, which accrued
on the 30th day ol June hu t, six Per Cent Stock, obliga?
tory on the Corporation of the city of Charleston, shall
be issued, under tho direction of tho Mayor, to the por?
tons holding Stocks or Six Per Cent Bonds of tho city,
and entitled to receive the interest accrued thereon at
the timo above stated, tho said Stock to bear interest
after tho rate of six per cent per annum, payable quar?
terly, redeemable m thirty years from date : Provided,
that no part of said Stock shall be issued tor
any sum less than twenty dol?ais, or for any
fractional part of a dollar, Provided, also,
that all sums for leas than twenty dollars and lor ir c
tiouol parta of a dollar shall bf paid in city billa. And,
I provided further, that any person bona fide holding
Stocks or Six Per Cent Bonds on said 30th day of June,
upon which interest has accrued, shall have the privilege
until tho 1st day of September next of discounts g such
interest, or any part thereof, against taxes due by him to
tho city on said 30th of Juno, and may receive any bal?
ance in h s favor in city bills or new sto.k, according to
the amount thereof, in manner aforesaid.
SECTION 2. That the form of certificates and mode of
transfer of said stock sholl be subject to the same
regulations as now exist in relation to other Six Per
cent Stocks ot the city.
Ratified ta City Council this tenth day of July, in the
year of our Lord one thousand eight hundred and
sixty seven.
