which was referred the resolution of Council "to

already expended has reached the very large sum

The Committee on Accounts presented favorable
reports on several Bills, which were accepted.
The Special Committee on the Fire Department
reported on the application of No. 6 Colored Fire
Engine Company, and recommenced that the
same be refer ed to the Board of Fire Masters.
Several Bills were withdrawn. The application
of the different Hotel keepers, and others, for Li?
censes No. 3, and Licenses as Inn keepers, was
referred to the Committee on Licenses, and mo
ti ms were made to raise the price of the Licenses,
which were referred to the ssme Committee.
Alderman WILLIS presented a Bill to regulate
the proper cleansing and dredging of the docks,
which received its first readin g by its title.
Alderman RAVENEL offered the following resolu?
tion: ' That the City Assessor be directed b cr??
ait ?r to require s monthly return of soles from ail
persons holding licenses to retail, and that the
tax upon the solos made by such persons oe paid
monthly os upon oilier articles of trade or mer?
chandise." Adopted.

There was s grand moss meeting in Terry,
Hinds County, Mississippi, on t .e 1th of July, in
which blocks and whites participated, and oratory
flowed freely from both complexions T ere was
o vast crowd of negroes, soya the N. O. Picayune,
three-fourths of them females. The women were
dressed in all the finery they could muster-nod?
ding plumes of feathers, streo'iung ribbons, hats
and bonnets ol every possible sba e and fashion,
ona necklaces and gaudy-colored di esses were dis?
played in great profusion. There were about two
hundred white meu present, most of whom merely
from curiosity. No white ladies graced the sceue,
from which it would seem the fntarnizot on
movement meets with but little favor from them.
Women are by nature aristocratic ; democracy
does not thrive among them.
At ll o'clock ex-Governor A. G. Brown, who was
the chief mover in getting up the meeting, was
called on to preside. An equal number ot white
and block vice-presidents were appointed, who
took their seats ont the platform together. On
taking the -hair. ex-Governor Brown expressed
bis regret ot seeing such a small numbtr of white
persons present, and alluded to the harsh criti?
cisms which tue press had hurled at bim becauiio
of his course in this matter. He w?s particularly
severe on Col. Yerg r of the Vicksburg Herald,
sdgmotising him as a brainless fop, With more po?

brains inside. He stated he was fully in favor of |
reconstruction oe proposed by Congress, ond

Northern man nor the Southern man for that

statutes of Connecticut and other New England

At this stage of the proceedings, a company of
Federal soldiers, with bayonets fixed, mode their
appearonoe on the s round. Marching to the rear
of the platform, they stacked arms sud remained
in close proximity during the remainder of the
doy. Their arrival ere?tod quite a sensation. Gov.
Brown, pointing to the boy? in bue." as they
flied past, said they were " our friends,'' and come

present statua of the negro; they were, he said,
equal to sevTwhite man in the eyes of the law, but
beyond that there could be no equality. God never

Hon. Walker Br ? ko, of Vicksburg, was then in?

State in the American Union. His speech was
mainly devoted to arguments m favor of o con?
vention, os proposed by the military bilL He
made some telling hits against the Radicals, and
adduced evidence to prove bow hypocritical is
their assumption that tusy only are the truo friend
of the color?d race.
BoO? Williams, s black man, waa the next
speaker. He urged upon bis hearers peace and
amity with the men of the South, and warned
them against crafty and designing politicians, who
would Hotter them for their votes. He was
apposed to confiscation or free distribution of
lands; if black men wont, land too. must
go to work and acquire it by honest industry. He
knew Yankees who come to this c untry from their
barren h mea in the North, and when they mode o
dollar they pot it by, and when they had scraped
enough together, they would invariably buy a
