JONES, and of the tog Captain SAHL. CHAPMAN, both of them masters of their business. Tho Annie Kimball j drew eighteen feet six inches, hoing about a foot and-a-h alt mare than has ever crossed our bar, and establishing the gratifying fact that the Pump? kin HUI Channel, which is now the passage to and trozo this port used by large vessels, has more water capacity than any previous entrance lead- J ing into thia harbor. The pilots concerned in this matter deserve particular credit for the boldness and ikill with which they navigated an extraordi? nary draft of water safely into port. Nsw LOCOMOTIVE.-The Gen. WILDS, made her first trip from Florence to thia city on Monday, in charge of Mr. H. A. Draco, engineer, and left with the passengers yesterday morning. While sho boara the name of an old engine of this road, sh 3 has been thoroughly rebuilt at the machine shops of the-Northeastern Railroad at Florence, under the direction of Mr. D. W. HAINES, master machin? ist, and ia in every respecta first-class engine: Handsomely fitted np' and elegantly painted, re? ceiving the finishing stroke from the tasteful brush of Mr. RIDDEL, who bears a fine reputation for skill and taste. This shop is in a location whare economy to company and workmen can be practiced t J advantage. - Healthy and convenient, it is but reasonable to expect to see Florences flourishing town at an early day, built np by ener? gy and indus try. The company have already erected shops for car and engine building of every atyle, giving employment to a large number of | I in that locality. THE CITADEL SOTJABX.-We are pleased to see that the military authorities aro taking active steps to improro the appearance of the Citadel Square by the erection of a strong picket fence. Before the war the Green was enclosed bys sub? stantial fintee, with gates opening on the different streets, and through which alone ingress or egress ooold be obtained. Since the occupation of thia property by the United States forcoa, they have endeavorod to tsaioju somewhat-of its pristine appearance, and tho building has been thoroughly repaired, painted and white-washed. Although this has been a great improvement, the absence of a fence JIM detracted greatly from the looks of the Green, and hat render?d it a eomniorl high road for travv ellet?, who make short cuts over it in order to communicate with the different streets. Latterly, the Green has become a popular place of resort, and crowds gather either to witness the gamea of Base Ball, or to lit-ton to tho music ot the Post Band, and watch the evolutions of the soldiers at Drees Parade. As it is almost the only Public Square of any size, and being located In tho heart J of the etty, ita patronage- will gradually increase, and whee the proposed improvements are made, it will be again an oxnam en t to -1 h at ? sec tiou, and will rank among the first of the few breathing spots that aro acoeasable to the citizens. '^ Nfcw BXTXBVAUHE.-Since the war the public . iwradhas been mainly interested in the two great subjects of restoration and reconstruction. The first ia a political question on which wo do not dc ?ire,to expatiate; but tbe second is in the hands af ? the people themselves, and it is only by their own exertiona that the desired end COD be obtained. The change in our circumstances has impressed ? upon every one the necessity of developing our heretofore hidden resources, and of making every power BUbeerviceable for that purpose. It is true - that the 8outh baa always been considered an agri? cultural count ryland the people were content to raise their products, and depend upon strangers to furnish them ' their supplies of manufactnred goods. But that day has passed, and the far-see? ing men in tho South bavo already commenced the erection of large factories, which aro destined to be not only a source of wealth to tho people, but wQI do more te induce immigration than every effort that may be made by the Commissioners. There are few persons who do not remember the scarcity af cloth in the Confederacy, and the suf . tarings of her brave soldiers in consequence of the want of suitable clothing, and our defeat waa prob? ably owing to this cause as much as to any other. . It waa a lesson that should have impressed itself upon every mind, and we are pleased to see that a movement is now being made by the establishing of manufactories that will not only improve the oountiy, but will tend to retain at home the money that was formerly spent in other States. We were induced to make these remarks from a dose examination of the MENDENHALL Loom now on exhibition in this city. We have seldom seen a piece of machinery that combined simplicity with so much power, and could be worked with so little force. The introduction of this loom is destined I to make a-revolution in manufacturing sections, as it is an improvement on every one heretofore in nae. It can be made to produce any style of goods, from the finest fabrics to a coarse duck or oena burga, and the change from one to the other is ef? fected in a few moments, and but with little trouble. The movements of the loom are exceed? ingly Biro pie, and can be easily learnt by any prac? tical mind, while those who have been accustomed to the clumsy affairs to be seen in almost every farm house, will at once see the vost superiority of j the MXNDENHALL Loom over other patents. We are not mentioning this invention for the pur pose of advancing any individual enterprise, as it ia the object of the agent to dispose of the right tor the State; and we feel convinced that if the im? portance of tho matter were once known to our capitalists they would immediately secure this right and form manufactories, whose busy hum ?would be a sign that tho reign of poverty and des? titution waa at length over. There is scarcely a district in the State that has not abundant water power to work a factory, and where the subject has not already .interested, the leading men in those sections. ? These looms can be easily ottered to suit horse, water or steam power, and are, in every respect, what they are represented. The agent, Dr. MCCLINTOCK, has now at his office in Meeting street, opposite Pinckney, two of the looms in operation, and will show to the curious Ixrth the manner of working, the construction, and ?amples of different goods made upon it. THE HOTELS AND THE CITY COUNCIL.-At the hast meeting of Council the fines recently imposed by tho Mayor were remitted, and the applications of the parties for licenses were referred to the Committee on Licenses, 'ibis action of Council will bo favorably received by the public; for the regular licensing of certain hotels and inns will tend to put a stop to the illicit sale of liquors in the city. THE OBSTRUCTION TN THE CHANNEL.-A bill has been introduced in Council regulating the dredg? ing of docks, and stating that the mud must here? after be thrown on the Hog Island side of tho ch inuul. A report from the Harbor Master, which was laid before Council, says that in conae quenco of tho mud being dumped in the channel a bank has boen formed that will interfere with the shipping. It may be possible that the eon tinned nae of the channel aa a place of deposit will eventually fill it up and form a mud bank; bat at prosent there is nothing to fear-the action of ] the wator carrying tho mud to the sen; and we learn from an old merchant that the channel is perfectly clear. i MATOB'S COURT, July 16.-Anthony and Sim, two little black boys, who were in the market engaged in poking into Ono another's bread basket, instead ! of attending to thoir market basket, wore each fined $3. . A woman who had indulged in the common practice of throwing water from a front window, was fined $2. James rhona son, an individual who had a biting dog ia the market, which showed a strong desire to carry off another man's oaif, was fined $10. Stephen Lee, a colored youth, who had robbed Susan Washington, hin employer, of fifty cents, and while she wai absent indulged himself in the Hom er ?an style, in wator melon, candy, &a, was locked up for five days. THE HERIOT BUILDING.-The iron front building on tho north side ot Broad street, which has been in the course of erection for some time, was for? mally occupied yesterday by the owners, Messrs. W. B. HERIOT & Co. This building was designed by Air. HERIOT to be not only a Banking and In? surance House, but the upper stories were arrang? ed tor a Merchant's Exchange. Every care was taken to hove the structure perfect in its different details, and the completion was delayed for some time on this account, The scaffolding was re? moved, and the rubbish and Utter left by the workmeiiolcared away, and In their place a table was placed in the second story, upon which were two noble bowls of punch, flanked and surrounded by tho different concomitants that have invaria? bly been associated with tho gent?o beverage. Messrs. W. B. HEBBIOT & Co. were determined that the wanning should be worthy of tho build? ing, and tho board was spread with those good things of this life that reconcile men to their lot, and make them doubt tho efficacy of military orders aud ignore temperance. Tho merchants of Broad street, East Bay and other sections of the city gathered en masse, and though cotton, rosin and such matters were not discussed, there was a pleasing exchange of sentiment, and the health and prosperity of the firm were drank in rousing bumpers. It was an inauguration that the Messrs. HEBBIOT could well be proud of, for thoir ideas were fairy carried out, and tho building be? came for the nonce a Merchant's Exchange. A general survey of the] building showed that the same caro was observable in every part, and the whole was a convincing proof that the Charles? ton mechanics were able to produco work that could comparo favorably with that of their North? ern brethren. The contractors] for tho building were Messrs. H. OLIVES & Co., and tho entire work was done under their supervision. The iron trout was made by Mr. JACOB BAILY, of Philadelphia, and oach story is ornamented with pillara capped by arches, the whole ?B painted whito, and boars a closo resemblance to marble Theio aro two rooms on |cach Btory which arc admirably adapted for offices or (as was the origi? nal intention) a Merchants' Exchargo. Those on the lower floor will be occupied by Messrs. HEBIOT & Co. for their Insurance and Banking business, the front being large and airy, while that in the rear will be used as a private offico by Mr. W. B. HEBIOT. On tho west side of the front office is a largo vault, both fire and burglar proof; it was built by VALENTINE BUTLEB, and hos SARGENT'S patent combination lock. This' vault is not designed as a receptacle for money or books, but will contain a large safo, and the danger [.-{rata fire or *ny other casualty will be amply pro- j Tided against, .The lower story is heated by fines, : while the upper rooms are furnished with chim? neys. The whole building is a credit to both the contractors and owners, and will be an ornament to our half-burnt city. It is one of the best signs of reconstruction that we have among us, and will tempt many, who now look disconsolately on their ruins, to go and do likewise.
