authority of the tame, That lt shall not be lawful for any
person, except a pUot or public officer, to board or at?
tempt to board a vessel arriving in the port or harbor of
Charleston, before such vessel shall have been made fast
to thc wharf, without first obtaining 1 eave from the mas?
ter or person having chargo of such vessel, or from her
owner or agents.
LL It shall not be lawful for any owner, agent, master,
or other person having charge of any veasel arriving or
being in the port of Cnarleston, lo permit or authorize
any sat.ara, hotel or boarding house xeeper, not licensed
as hereinafter provided, or any agent, ronner or em?
ployee ol any Bailor" J or immigrant's hotel or boarding
noose, to coard, or attempt to board, any vossel arriving
in, or lying, or . eing in tho harbor or port ot Charleston,

hoarding ol any of the crew employed on such vessel.

IV. It shall not be lawful tor any person to koop, con?
duct or carry on, either as owner, proprietor, agent or
otherwise, any sailor's or immigrant's boarding bouse,
or sailor's or Immigrant's hotel, in the city ot Charleston,
without having a license from Ute City Council thereof,
'V. It shall not bo lawful lor any person, not having the
license in tins Act provided, or not being the regular
a?ent, runner or employee 01 a person having such li?
cense, to invito, ask or solicit m the city or harbor of
Cnarleston, the boarding or lodging of any of the crew
employed on any vessel, or of any immigrant arriving in
the said dry ol Charleston.
VL The City Council ahaR take the application of any
person applying for a license to keep a bailors' or immi?
grant's boarding house, or sailor's or immigrant's hotel,
Lu the city ol Charleston, and upon satisfactory evidence
to them of the respectability and competency of such ap
pRcant, and of the suitableness ol his accommodations,
shall issue to him a license, which shall we good lor one
year, unless sooner revoked by said City connell, to
keep a sailor's or immigrant 'a boarding house m the city
of Charleston, and to invite and solicit boarders lor the
same.
ViL The City Council may, upon satisfactory evide 1 co
of the disorderly character of any sailors' or iinniigrunts'
hotel or boarding house, licensed as heroiubeioie pro?
vided, or of the keeper or proprietor of any sucu uuuse,
or of any loree, fraud, deceit or misrepresentation, in in?
viting or soliciting boarders or lodgers for such bouse,
on the part of such keeper or proprietor, or auy 01 bis
agents, runners, or cmployoee, or of any at tempi to per?
suade or entice any of the crew to desert from any vessel
in the harbor of charleston, Dy such keeper or proprie?
tor, or any ol his agents, runners or employees, revoke
the license tor keeping such house.
VIII. Rvory person receiving tho Recuse hereinbefore
provided lor shall pay to the city Council aiortjaaid thc
sum of twenty dollars.
IX. The said City council shall furnish to each sailor's
or unmlgrani'B notel or boarding bouse keeper, Rcensed
by them ss aforesaid, ono or more badges or sbiouis, on
which Bindi be printed or engraved tho name of such
hotel or boarding house keeper, and the number and
street of his ho el or boarding house ; and which said
badges or shields BhaR bc surrendered to said City Coun?
cil upon the revocation by them, or expiration of any
Recuse granted by them, as herein provided.
X. Every bailor's or immigrant's hotel or boarding?
house keeper, sud every' agent, runner or employee ol
auch hotel or boarding-no use keeper, when boarding any
vessel in tho harbor of Charlestou, or when inviting or
soliciting the boarding or lodging of any Beaman, Bailor
or person employed on any vessel, or of any immigrant,
shall wear, conspicuously displayed, the shield or badge
referred to in the foregoing section.
XL lt shaU not be Lawful for any person, except those
named in the preceding section, to ..ave, wear, exhibit or
display any such shield or badge to any of tho crew em?
ployed on any vessel, or to any immigrant so arriving 111
the city of Charleston, with the intent to invito, ask or
solicit the boarding or lodging of such immigrant or ol

harbor of Charleston.
XII. Whoever shall offend against any or either of the
provisions contained in section 1, 2, 'J, 4, 5,10 and ll, in
this Act, BhaR be r.ecmed guilty ol a misdemeanor, and
shall, upon conviction thereof, be punished by imprison?
ment for a term not exceeding one year, and not lees
than thirty days, or by a fine not exceeding two hundred
and hi ty dollar:, and not less th mi ono hundred do.lorx,
or by both such fine and imprisonment.
