COBONXB'S INQUESTS.-Coroner WHTTTNO recent? ly held the following inquests: On Monday morning he was called on by ED? WARD EIBENHARDT, who stated that he lived about three miles from Charleston, and that on the day previous a white man, a stranger, had called at ii ia boose and requested lodgings for A few days. While there he died, and it appeared that he had been for some time Buffering from country fever. An. inquest was held, and a verdict rendered that the ' deceased, name unknown, came to his death from fever, and the absence of proper medical . attendance. On Tuesday night, st 9 P. M., DANIEL DEAS and ADOLPHUS M ASTIN were fishing for shrimps in a pond st the west end of Queen street, when their bastean from some cause Bunk, and DEAS, having bis hand entangled in the net, was drowned. BASE BALL.-We learn that the long contem? plated match game between the first nines of tho Alert sod Palmetio Clubs, will be played on Satur? day, tbs 13th inst., on the Citadel Square, at 2 o'clock, P. M. Both clubs are in full practice, and the lovers of the national Rame may expect a well contested and exerting game. This time the Pal? metto Club are the challengers, and the recent gi une between the second nines will only stimulate tbs first nines to greater efforts. We have been informed that it is the intention of the players to erect a large awning and seats for theaccommoda tioT of tho- Ladies, and we, therefore, sincerely hope that the fair sex will honor the gentlemen with their presence and encouragement, . It is cheeriog to see our young men thus devote s little time to exercise after the fatiguing routine of office duty, and we are pleased to see that the game is becoming popular. A Lucan HAUL.-We have recently been favored by as invasion of the turtle tribe, and the stalls in th?J fish market hare been seldom bare of speci? mens of the coater, the terrapin or tho turtle. A vi??tor to that locality may any morning observe some monster of the deep reclining on his back and vainly flapping his wings in his efforts to es? cape from bis unpleasant position, while the smaller fry are confined in baskets, which are cov? ered with cord and effectually secure them, '.rho lov era of savory soup and tender steaks will bo pleased to learn that the market floor was graced- ; yesterday by the presence of a noble pour of these lataresUng' animate, and although their peculiar formation prevented them from tripping the light . fantastic toe, their fins mored with a gentle sound tin it was music to the ears. These interesting specimens were evidently fondly attached to each * other, and it can be said of them ss of moro fa? vored beings, that, "lovely in their lives, in their deaths Ikey ware not divided. " They were cap? tured off the battery by an enterprising follower of I8AAO WALTON, who certainly thought his lines were oatt in pleasant places when they were seized by snob ?promising subjects. The capture, na* easily effected, and the deluded pair trans? ferred from their native element to the market stall?, where their fate is sealed, and- tho pot will soon bubble aud boil with joy over its contents. Three unfortunate white boys, who were the only ocas caught out of about twenty who were 1 swimming is daytime in Borax's dook, were fined $2 each. From their appearance we should judge 1 that the water could have done them no harm, .' ali hough, we have no doubt, the'cleanly fish 1 wore 'highly delighted when the police .appeared 1 and soared off the filthy intruders. "MOONLIGHT ON THK SEA."-The streets, lat night, leading to the Battery were as lively as v, remember over to hare seen them. What with tl heat of the city, tho inviting sea breezes, tb music and the moonlight, few could resist tl: temptation of a pilgrimage to White Point Gai den. The cars were as crowded as we have ov? seen them, and pedestrians went by hundreds an thousands. The evening was delightful, and th jingling of the street car bells, carrying the mic summer night's promenaders, wore tantalizing t the last degree to our unfortunate selves, doome to write of gentle zephyrs and cool, refreshiuj broezea in a hot room, undor a heavy head of gae with scarcely a breath of air. Such aro the misc ries of editorial life. THRIFT AMONG THE FREEMON.-The Nationo Freedman's Saving and Trust Company hav branches in nearly every Southern city, am through their means tho freedmen have boen in ducedtolayby a portion of their hard earning for some probable rainy day. It was thought a ono time that it would be impossible for the freed men to economize, and their money would bo spen in frivolities, but this bsa proved to be auunfound ed prognostication, and everywhere the same gra tifying result is obtained. As an evidence of tin thrift and economy now visible among this class c our population, we give the following statistics > At the Mobile branch of she Freedman's Saving and Trust Company, in two weeks, three kundra and one deposits have been received, about half o which wero from children and young persons. Tho deposita were many of them of sinai amounts, but reached $4639.94. The colored population is about ten thousand. Tho deposits at the branch in thia city in June amounted to $2 ;,864,94, and the excess of deposit* over draftH was f8411.3o. Those Savings Banks aie intended for the us< of the freedmen, but nona are excluded from thc benefits to be derived from depositing their monej in them. Their rules aro liberal, and they offei inducements that cannot be surpassed. But thc statements wo have Riven show that the populan t j of the institution is well founded. ST. STEPHEN'S FATS.-Tho Hibernian Hall wae again the centre of an admiring crowd last night. The cars brought many persons from the upper wards, and Ute sweet strains of music attracted others. The ladies who have charge of tho tablee have arranged them with unusual taste, and the floral decorations which surmount and surround tho different stands, at once attract the attention. AU of the requisites of a well ordered fair are to be seen ; in one corner of the Hall is a fine marble soda fount, presided over by an urbane and accommodating official ; in the opposite corner ia a time-honored post office, where billet doux, letters and notes can be obtained. It would not be a 'fait without tho customary grab-bags, and the little sprites who have charge of thia de? partment are not backward in urging their claims for just one grab. Tho tables are ranged along the side of the hall, and are presided over by divinities whose every wish proves a law, and from whoso appeal to purchase there can be no with? drawal. Near the door ia a table devoted to co o oh ology, and is alone worth a visit io the Fair, the sheila and sholl work being both rare and curious.- In a word, St. Stephen's Fair is au un? doubted success, and as the ladies who havo chargo of tho undertaking have ouly established a moderate entrance prico, we trust that they will meet with that recompense their causo and their efforts demand. C., Joly ?, 18o'7.- Aft/ Dear Sir : I have decided not to begin registration in thia District, until Congress determines who shall be registered. I trust, therefore, that it will be the pleasure of Congress to extend the time for the completion of my registration, until-say, Oc? tober or November. If I proceed now, and disregard the wishes of the President, my action would be regarded as insubordination ; if I follow his in? timations, many would probably be registered not eligible according te the true interpretation of the Acta of Congress. If it is meant that all who have held any office Federal, Sute, or municipal-having taken an oath of office to support the Constitution of the United States, and afterwards engaged in rebellion, or given aid and comfort, etc., are disfranchised, this should be expressly declared, otherwise, if left to construction, it may be held that no other Officers sro included than those classes enumerat? ed in Article VI. of the Constitution, and that even as to these, a full pardon removes the disqualifi? cation. If it is meant to exclude lawyers, they should be expressly mentioned, or else described by some classification; as for example, after the word "office," add "any licensed calling or employment or profession." Otherwise, if the eligibility of Lawyers be left to construction, it may be held that a Lawyer is not a public officer, although a func? tionary of a court or other judicial body. ' Thc truth is, we have now in operation two dis? tinct systems of reconstruction, originated by Congress, and engrafted upon the President's plan of reconstruction. Tho first Congressional plan is expressed in the HOWAED Constitutional Amend? ment, leaving suffrage to be regulated by the seve? ral States, and imposing upon certain classes of persona disqualification for office, aa a punishment for rebellion and as a safeguard for tho future. That plan having been refused by the rebe! States, Congress passed the Reconstruction Acts, which form a second scheme of reconstruction, entirely i is tin ct in principle and plan from the former. In tho second plan, Congress assumes control of the question of suffrage, which is extended to aU who jan take a prescribed oath, and also enforces tho ^qualification for office, which would have boen Ihe penal and conservative feature of (he first plan. Now, it eoenis to me that tho true conservative guarantee against reaction is In the addition made to tiie loyal vote by the enfranchisement of the colored people. That being done, tho occasion for the disqualification clause ceases. Hence, the true solution, I believe, ia (o declare, with universal suffrago, a general amnesty-na?? inn the excep? tions. A more liberal amnesty is, in my judgment, essential to tho auccesa of the Congiessional plan af reconstruction. It will enlarge the rango of popu? lar choico for the important judicial, executive, and legislative departments of tho Stato governments, otherwise inconveniently confined to classes very Tew of whom aro tit to hold office. Tho people can surely be entitled to jndgo and soloct from those who took part in the rebellion, the men at once qualified and sincere in their adhesion to (he new order of thingB. Such men, being eligible to of? fice, will have motives to identify themselves with reconstruction, and to support tho views of the ma? jority. Now, moro than over, men ot ability aud ex? perience in public business aro needed for the Stato govermcnts in tho South ; and it is truly un? fortunate that at such a moment, nearly all who know anything of public affairs, and especially those who could fill judicial stations, aro disfran? chised. This exposes the experiment of general suffrage to needless hazards. If tho experiment fail, it is moat likely to fail from tho inability of thc people to put in office those who could and would assure success. It would havo been advan? tageous perhaps, to have removed many disaffect? ed persons, especially Judges, Sheriffs and Magis? trates, in the execution of tho Sixth Section of tho t\ct of 2d March, if competent successors could havo been found among those who are eligible to anice. And I would regard the possession DOW of a wider field of choice for civil officers, as one of the most effective instruments in the execution of the militan- authority conferred upon District Com? manders. AH it is, I lind myself prevented, aa will the people by and by, from securing for the public service mon of aptitude and character, whoso re? pentance is as certain aa tho devotion of the most consistent loyalist. Li truth, tho zeal of some of tho coverts outruns thc discretion of many of the faithful. With referenco to other practical sug? gestions, lt might bo useful if Congress, by ono of ita committees, interrogated the Commandin<; offi? cers of the several Districts upon tho operation of the Reconstruction Acts, and\theXfurther legisla? tion required. \ery respectfully, D.
