MANCHESTER, June 18.-Lest week being s holiday
week, with many buyers abe- nt, and lostness generally
lnterr -_<ted, producers, who were on the whole well en?
gaged, were reluctant to tako the prices offering, and
generally raised their quotitlons. On the resumption of |
> business to-day, the moat sanguine expectation have not
been fulfilled, and only a moderate businesa has been
done, whilo only In exceptional cases has any advance in
price been obtainable. The market, however, continues
to be animated by a feeling of confidence, particularly on
1 the part of producers, who evince a disposition to raise
their quotations, as they are still well engaged and feel
that at present prices there oils ts a demand sufficient to
take off the production. Any upward movement, however,
ia checked by counteracting circumstances, as notwith?
standing the present fine weather, with intrressingly favor?
able harvest prospects, and the extraordinary accumula?
tion of unemployed capital, the shipments to the East
are on a very large scale, sufficient to induce caution on
the part of merchants, while the shipments of East India
cotton to this count y continue very heavy, and completo
uncertainty exists aa to the yield of the pres nt growing
crop in the United States. While there is a posai Gili ty of j
s large supply of c. tton tor next year, it is admitted on
all hands that present ?rices are high enough. Whilo,
therefore, a cod steady business is going on. and the
demand is sufficient to tempt sellers ooo idonaUy to put
up prices, on the other hand the product!os is burge, and
a very abort suspension from bu) lug brings out sellera.
The choice of good stapled cotton is becoming more con?
trae ed, which gives great sta Lin ty to the price of yarn
?pun from the better qualities of American and Egyptian
cotton; bot there ls sn abundant supply of East Indian
at easier rates, and spinners are more capable of using
lt than they were a few yean since.
The demand for export yarns to-day has not been brisk,
and generally buyers have been able to do quite as well
ss they could have done during the few hours devoted to
business on each of the later days ot last week. The Ger?
man buyers continue to do s moderate Lnsiccss, which,
with the previous engagements of spinners, ls sufficient
to keep prices steady. Thc inquiries for doubled yarns
have scarcely been so numerous as they were a week
?ince, and no better prices have been got to-day than
were offered and refused last week. Low numbers, t's
to Hi's, remsin pretty itoady, although here and there a
slightly easier feeling in yarns spun from Surat cotton
has been perceptible; 16'a to 24's water twist remains
very steady, and a moderate business bas been done in
them at full rates. India mule yarn has been rather dull
of sale, and the prices which have been asked for the last
tow days have not beun obtainable.
For home trade yarns the demand continu?e moderate.
Business was checked In the morning by spinners ask?
ing higher prices, but where they have been satisfied
with the prices of last Tuesday some sales have been
made to numbers from 32's up to 60 'a twist ; 00's sud up
wards have been gradually hardening, but not much bu?
siness has been reported to-day. Throstle warps remain
very steady, and for 20'? and 28's, 30's sud 32's, spinners
appear tobe engaged at least undi the end of this month.
The cloth market has been inanimate, the only article
In anything like request being good S% lb. shirrings,
which could readily be sold st last week's ratee; but pro?
ducers hsvo raised their prices, Printing cloth remains
rather quiet, although steady, and there is no change in
the price of T cloths and kmgoloths, sellers being willing
to go on at old prices. The country trade houses have
not yet entered the market freely.

dinance to raise supplies for the year 1867, and for other
purposes, be paid on or bet?re the 2y h day of June next:
and that persons who shall make default of payment ot
their taxes on that day, shall pay, In addition to the
amount of then* taxes, one and a half per cent per
month until the 31st day of July, when, ii not paid, an
amount of two per'cent per month upon the amount
of tax?e shall be paid; and after the Slat day of August

any sailors, hotel or boarding house keeper, not licensed

house, to board, or attempt to board, any vessel arriving
in, or lying, or toing in tho harbor or port ot Charleston,

boarding of any of the crew employed on such vessel.

IV. ' It shall not be lawful tor any person to keep, con?
duct or carry on, either as owner, proprietor, agent or
otherwise, any sailor's or immigrant's boarding house,
or sailor's or immigrant's hotel, in the city ot Charleston,
without having a license from the City Council thereof,
V. Itahall not be lawful for any person, not having the
licenae in this Act provided, or not being the regular
agent ronner ar employee of a person having such li?
cense, to invite, ask or solicit in the city or harbor of
Charleston, the boarding or lodging of any of the crew
employed on any vessel or of any immigrant arriving in
aha said city of Charleston.
VT. The City Council shall take the application of any
person applying for a license to keep a sailors' or imml
^tut's boarding house, or sailor's or immigrant's hotel,
the city ot Charleston, and upon satisfactory evidence
to them of the respectability and competency of such ap?
plicant and of the suitableness of his accommodations,
shall issue to him a license, which shall be good for one
year, unless sooner revoked by said City Council to
keep a sailor's or immigrant's boarding house in the atty
of charleston, and to invite and solicit boarders for the

VUL Every person receiving the license hereinbefore
provided for shall pay to the City Council aforesaid the

IX. The asid City Council shall furnish to each sailor's
or immigrant's hotel or hoarding house keeper, Licensed
by them aa aforesaid, one or more badges or shields, on
which shall be printed or engraved the name of such
hotel or boarding houao keeper, and the number and
street of his hotel or boarding house; snd which said
badges or shields shall be surrendered to said City Coun?
cil upon the revocation by them, or expiration of any
license granted by them, as herein provided.
X. Every sailor's or immigrant's hotel or boarding?
house keeper, and every agent, runner or employee ol
euch hotel or boarding-house keeper, when boarding any
vessel in the harbor of Charleston, or when inviting or
soliciting the boarding or lodging of any seaman, sailor
or person employed on any vessel, or or any immigrant
shall wear, conspicuously displayed, the shield or badge
referred to in the foregoing section.
XL It shall not be lawful for any person, except those
named in the preceding eection, to Lave, wear, exhibit or
display any auch shield or badge to any of the crew em
Stoyed on any vessel, or to any immigrant so arriving ni

than thirty days, or by a fine not exceeding two hundred
