We advise prompt attendance, knowing that it will not bo regretted. EXECUTION or A CHABLESTON NEGRO.-Joseph Williams, who was executed at New Brunswick, N. J., for the murder of John A. Reddock, also color? ed, stated in his confession that his name was Joseph Knox, and that he was born in Charleston, and wu a slave of Mr. KNOX, a ship carpenter. His mother's name was Kate Allon and his father's Josseppo Knox. He was sold to Mobile, and trav? elled around the country nntil ho roached New Brunswick, and there came to an untimely end. THE TUBT, FIELD ANO FARM.-There are few agricultural periodicals that are more repleto with interest than th? Turf, Field and Farm, and at the present time, when all of our energies should be directed toward the development of our resources, it becomes an invaluable companion to the Canner. The paper has been recently enlarged and im? proved, and is fol! and perfect in all of its details. It baa been the object of the editors to embrace every topic relative to farming or country sports within its commua, and if they have not succeeded it ia not for want of the requisite energy. Tho communica? tion of ''Caritas'' was evidently designed for another paper, and was published in TBS NEWS inadvertently. We gave no prominence to the Biaisaient of Lama, bat sought rather to present a synopsis of the whole testimony to. tho public. MATOB'S COURT.-The advantages of Order No. 82 are tb be seen in the scarcity of canes that are brought before this Court; ita glory bas departed, and there will soon be nothing for the energetic officials to do ont weep over the improved morals of the city. Saturday ia usually a busy day with the stars, and Monday's docket is quite large, but even this good old cns tom is falling into disreputo, and a glimpse into the Court-room yesterday morn? ing would have satisfied any one that temperance waa in the asoendant. The Court was organized, bat a sufficient number of jurors no* answering to their names, rules were issued against the defaulters, and the Court ad? journed until 10 A. M. to-day. A large number of cases win be tried, as boin the criminal and civil dockets are quite heavy. Tan POOR ot CHARLES ron.-Tho Freedman's Bureau in this city have furnished rations to num? bers of the destitute since the surrender, but its operations are conducted so privately that few ex? cept the recipients of the bounty, and those en? gaged in the Burean, are aware of the numbers thai receive rations. These are by no means con? fined to the negroes, though th oy are by far the largest class; but many white persons who aro pre? vented from obtaining a support have applied to the Bureau and receive regular supplies of pro? visions from the government stores. This charity ia conducted on the scripture principle of "let not thy right band know what thy left hand doe th," and few persona are aware that in this city there are namban who have been compelled to appeal to the government for a support. Fortunately this demand was not addressed to deaf eat s, but the response was cheerful and prompt, and many aro now?eaved from untold misery by becoming pen? sioners of the government. In the month of Jone rations wore issued to 1700 persons-1000 colored and 700 white. Tho total number of rations drawn during tho month was 19,500 to the freedmen, and 13,500 to the whites. When an application is made, the papers axe examined and a messenger sent to inspect tho premises of the party to see if the two statements -would tally. During the first ten or fifteen days of the month the applications are numerous, and tho office doors, in the second story of the Citadel, are thronged with a cloud of petitioners who aro anxious to obtain some of Undo Sam's pap. These are mostly negroes and many of them from tho rural parts, which they had left to be in town for the registration. Those white persons whose ne? cessities oom pel them to apply for subsistence, stand aloof and are not ' seen inrthe motley crowd. The officers of the Bureau expect, from the rush that is noir being made, that there will be at least one-third more applications made in July than ?were last month. It has been found impossible to accommodate the crowd who now besiege the doors of the Bu? reau, and the office will be removed to the build? ing at the corner formerly occupied by Dr. BOTL? aso*. Thia will be a decided improvement on thc present cramped quarters, and we trust that, with the increased facilities for usefulness, more good ?rai be done, and the distress and poverty in the pity reKevad. , ' ACKNOWXEDOSMKJTT.-We are indebted to Mr. DELACY, of the Milla House Literary ?Stand, for copies of the Loudon Fun, the Saturday Review, Public Opinion, and the London Times. THE LATE JUSTICE WAYNE-PROCEEDINGS IN THE UNITED STATES COUBT.-After tho organization of | the Graud Jury, Judge BBYAH inquired of Major | D. J. COBBIN, tho District Attorney, whether he had any business for tho Court, when Major COB? BIN responded as follows : May it please your Honor: I have business for the Court, but instead of tho usual matter, I have a motion to make to which I would call your atten? tion. The telegraph brings us information that Judge Wayne, for thirty-two years an Associate Justice of tho Supreme Court of the United States, died at Washington on Friday last. He was the Circuit Judgo for this district, and was well and' favorably known to tho community and tho bar. In respect to his memory, therefore, I offer the following motion : Whereas, The Hon. Jamos M. Wayne, Senior Associate Justice of the Supreme Court of the United States, and former Circuit Judge of the District of South Carolina, departed this lifo at the City of Washington, Dis trie : of Columbia, between the hours of eleven and twelve o'clock A. M., on Friday, July 5th, A. D. 1867: And wliereas, Justioe Wayne, by his distin? guished sei vices as statesman and jurist, pro? longed to noir half a century, his pure and exalted character as a man has become endeared to his country, and an ornament and example for all cobing time; Ordered, That out of respect to his memory this court do now adjourn. In support ol' the motion, I hare only to say that in youth it was never .my privilege personally to kno-v Judge Wayne, or to be connected in any manner with the court over which he presidod. His reputation, however, is world-wido. He was known throughout Ute country, and was esteemed and respected by every one, and it is but a fitting testimonial of respect that this Court should ab? stain from its ordinary business on this sad occa-1 sion. MAGRATH, Esq., formerly United States Judge for this district, seconded the motion and spoke in substance as follows : May it please your Honor:-lb is with no ordi? nary feeling that 1 appear In my place to-day to second the motion which hen just been made. It was my privilege when first admitted to the bar of I South Carolina, to find Judge Wayne a Justice of | the Supreme Court ot the United Slates, and as? signed by tho then allotment of the Justices to preside over this circuit. For many years it was my privilege to Bit below him at tho bar, and to submit to his rulings in the questions of law which art so in my practice.- Later in lifo it was my privilege to sit, aa the Associate Judgo of this court; and in thai capacity to assist him on well aa I could ' in tho dis? charge of the responsible duties which devolved upon tho court. From- my intercourse with him, both os a member of the bar. and an associ? ate on the bench, I can bear willing testimony to tho uniform courtesy and ability which char acteiizcd his judicial career. It ia true that on many occasions wo differed, and .-differed per-* natos widely in our opinion onr many questions; but it will not be proper that I shou'd withhold now the willing testimony I bear thai our dif? ferences were marked, on both aides, by perfect honesty of conviction, and never interfered in any manner, with our personal relations. In the discharge of one portion of-Kia judicial fane- I j tiona Jaatico Wayne earned a large measure of [ bia reputation; and hie opinions on tho admi? ralty aide of the court commanded the great re? spect of all bia brothers, who sate with him in the Supreme Court. Judge Wayno was in no sense an ordinary man. He carno into public life at a time of great excitement, and no greater proof of the esteem in which he was held can bo found than the confidence reposed in bis ability during tho administration of President Jackson, when the responsible position of defending the then admin? istration in tho Lower House of Congress, was na Xed to bim by common consent. And to his .ts, as well aa to those of Mr. Forsythe. is tobe ascribed no mean portion of the remar kn bio suc? cess of that administration. Ho firmly believed in tho political doctrines of that administration, and maintained them always with the force which bia conviction lent to bia ability. Since the troubl?e of 18G0 Judgo Wayne baa never been in South Carolina, aud I, perhaps, waa one of the las t with whom ho held converse in relation te the probable consequences of tho moa ure then discussed. It may be of small consequence now to lum, but it ia jiist. and perhaps well for those who survive to know that he waa thon folly alive to the dangers which were threatening, and foretold the resulta with prophetic certain? ty. Tho professional distinction which distin? guished Judge Wayne ^was not derived from booka ; it was rather. an intuitive percept ion of | the difference betaeen right and wrong, loading bim always to/defend the one and redress tho other. From tho recent legislation of Congress, bis place will be now left vacant, ind his chair will mt again be filled. It ia however, a satisfaction to know that, although at the tuno his appointment was made it diu not meet with satisfaction in South Carolina because it prevented the promotion to the samo placo of j the moat gifted legal mind in tho State; yet bia lone career has givon the country at large no just cause to lament his appointment. It ia eminently proper that in tins court over which be presided so fong the expression of the regret of ita officers should bo heard; and that on this day when the first official announcement of bis death has been received, the court should f rbear to exercise its customary functions; and all connected with it should retire in silence from ita halla. At tho conclusion of Mr. MAORATH'S remarks, Judge BUYAN said : The Court concura fully with the motion mado, and sympathizes entirely with the expression of feeling uttered by the District Attorney and the gentleman who seconded the motion. My relations with Judge Wayno were almost strictly of a personal character, and were thoso of un? interrupted kindness up to the time ot bis death. A very reeent expression of feeling from bim in a correspondence which hod just token placo prior to his death, affirmed tho continu? ance of his friendship, and intimated to mc his intention to renew the administration of jus? tice in this district. In this, however, he was disappointed, lt was not fur him to resume bia connection with that bar ovor which he had long presidod, and which I fclt it to bo my privilege to assure him, would receive bim with respect and kindness. Judge Wayue was called by his country td play a vet y eminent part, to bo ono of the mem? bers of that august court entrusted with greater authority than any judicial tribunal in the world, whose office it is to defend and uphold that con? stitution which is the government of the country, alike of Congress and tbe peuple. Fidelity to his trust required not only great ability, but greater courage and constancy. It is praise enough to any that his faith hos never been questioned t Ho has had to administer tho constitution m times painfully trying. He bad to dif? fer with ms own peculiar people. In fidel? ity to convictions foi med in his early manhood, and which gove r A ed that manhood, be had to sepa? rate from bis people, his well-beloved Georgia, and to range himself alongside of bis country, in bia conception of what was his country. A supporter of Jackson, the champion of the Proclamation and Force Bill on the floors of Congress, sharing tb? views of Washington, Jackson, Taylor and Scott, of Marshall, Webster, Clay and Hamilton, he felt it to be bis duty to maintain the Government of ] the United States aa the government of his coun? try. A greater trial in my conception could not have fallon to the lot of man. A greater proof of fidelity to conviction and tho discharge of duty to the country and constitution be waa sworn to administer, could not possibly be 'imagined. He mot that trial and dia<. charged that duty, and his record is with his God, posterity and his country to judge him. I am in? debted to one who was so long his associate for the1 enlightened and well instructed j udgment pass? ed on him aa a lawyer and a judge. I forbear, my? self, to add anything to an opinion which com? mends itself to me aa eminently truthful and sound. I recognized in my intercourse with lum that quickness, impartiality", knowledge of affairs, sagacity and sound common aenso, which charac? terized his career aliko on the bench and in the Congress of bis country. Not as a form and a matter of official courtesy, but with unfeigned re? spect to his memory, I grant tho order moved by the first officer of the Court, and seconded by the gentleman who waa so long his able associate.
