?We have received the first copy ol' this paper
printed in the town of Aiken, 8. O. Whether or
2?ot its birth on the Fourth of July indicates an
extraordinary declaration of independence, we are
left to geese. Here is tho fact, however, a new
paper in the prospective new district, published in
the thriving town of Aiken, and all this done on
ibo fourth of July. The " introductory ? chalks
?mt the task the editors have set themselves ;
" to avoid the discussions of rational party poli?
tics as much as possible ;" the consideration of the
'. radical change in our labor system, and the new
gelations which the colored race occupy in the

the New Orleans School of Medicine, and is now
spending a few weeks with his relativo s in this

ly after dark, and cursing the authorities gene?
rally, were fined $2 each.
Margi rot Smith and Mary Bush, colored women,
who had been indulging in a fight of the rough
and tumble oi der, in which the latter lost three
fourths of her frock, and all her hoop coat but a
piece of tape and a foot of steel wire, which sho
carried in her hand as a Vind of memorial, were
brought up, and after an examination Margaret
was fined $5 and Mary was discharged.
A caso of assault and battery, which occurred in
tho Upper Wards, was referred to a Magistrate.
COURT OF G EXES AL SESSIONS AND COMMON PLEAS,
Hon. F. J. MOSES presiding.-Tho State vs. Joseph
Smoke, colored, for grand larceny, was taken up.
T. B. KINO and R. W. SETMOUB, Esqs., for the de?
fence. The prisoner was charged with breaking
into the store of Mr. EBSBHABDT, at the corner of |
BurnB' Laue and Meeting street. The testimony
was quite strong against the accused, and notwith?
standing the strong efforts made by the counsel
for the defence, a verdict of guilty was rendered.
TOE FOUBTH AT THE CITADEL.-Gen. CLTTZ, the
Commandant of the Po3t, merits the highest
credit for the admirable manner and completeness
with which tho arrangements had been made for
a proper celebration of the festival at the citadel.
Invitations bad been sent out by the officers on
duty here to their friends, including many citi?
zens, to be present at the Promenade Concert, to
be given at the citadel on the ovening of the |
Fourth. A large number of citizens attended, in?
cluding the Mayor, nearly all the Aldermen, the
Governor of the State, Judge BBYAN, Judge
MOSES, a number of prominent marchar.ts, and
others. Ample provision bad been jar Ab for a
handsome pyrotechnic display on "tho Green,,<
which attracted a great crowd of citizens of |
both colors. The interior of tho, citadel was
profusely illuminated with -Chlrieso lanterns,
and presented a very pleasing oonp d'oeil. Many
ladies graced the scene with tue ir benign and
beautiful presence; and, bating - the all but intol?
erable heat of the evening, all enjoyed themselves,
. and did not "break up" till about midnight. There
was a larger and more cordial commingling of the
civil and militarv parts of our population on Thurs?
day than we have seen sin)ie the adv on t of the pres

; THE FOTJBTH, . ?KD HOW II WAS CELBBBATED.-A
sunny sky on tiro Fourth has usually been ? prac?
tice more honored by old Sol in the breach than in
the observance, but the morning of this Suspicious
day dawned bright, clear and beautiful. It was a
trifle wanner than was considered necessary for
comfort, but the enthusiasm engendered by the
day made this appear a trivial misfortune, and the
'streets were filled at arr early boor by a motley
crowd anxious to see the sights, enjoy the day, and
participate in the groat celebration.
By far the most pleasing feature of the day was
tho presence of the numerous stands along the
different sidewalks. These were presided over by
thc time-honored old maumas ; and many familiar
faces were recognized, and greetings exchanged
.with the old aunties who seemed to be the presid?
ing divinities of the occasion. The stands were
not as numerous aa bofore the war, but there was
a marked improvement on last year in both their
appearance ?nd simoundings.
At an carly hour tho silvery chimes of St.
Michael's broko the stillness of the morning air,
and only the sluggards or ' the sick remained in
doors. Long before sunrise the streets were
crowded, and the stands were temptingly arranged
to catch the passing eye.
Aside from the bells and the ftri de joie, the
great event of tho day was the procession of the
colored citizens which bad been advertised in the
papers. From the programme published, it was
anticipated that this parade would be superior to
those of previous years, and tho windows along
the routo wero soon filled with occupants.
; It would bc useless to describe the appearonco
of the different societies as thoy marched through
tho principal streets, and wero seen by hundreds
of persons. After reaching the Green the audience
{was addressed by A. J. Bansier, colored, who
eschewed politics, bnt showed to the negroes how
they could advance themselves in society, and ad?
vised them to study their true interests, and not
be made the tools of designing men.
In the afternoon the procession was reformed,
and proceeded to Gen. SICKLES' residence, and
complimented the General by a salute, which
the General acknowledged in a speech which
will be found in another column. Judge MOSES,
who was tbs guest of Gen. SICKLES, was then call?
ed for, and also made a speech, to bo found else?
where in thia morning's NEWS.
Outside of the procession there were many ex?
pedients adopted to make tho day pass pleasantly.
At the City Hospitals the inmates were furnished
with a dinner, that made them forget their ail?
ments in t'.ie joys of a good food. Those who felt
so inclined left the city on oitber of the excursion
steamers for atrip around the harbor; nomo of
our Golman fellow-citizens went to the ball at
Mount Pleasant, while the members of & overman
Artillery Charitable Association and their friends
went to tiie Bchutzsnplatz and had a good time
there, dancing the live-long day. ^

it. And what ia. best of all, there was not, as far

contents of Vaults or Privies within tho Umita ot the
