Harley is Inactivo and prices nominal.
Barley malt is steady. Sales of 3000 bushels at $1 65a
160.
Oats aro lower and in moderato demand. The Bales
are 60,000 bushels Virginia at 83c; western at 75 a77c;
Ohio at 85c, snd State at 86 c in store.
Bye ll quiet and rather heavy. Small sales of western
at $1 35al 35.
Corn is decidedly lower and very unsaleable. At the
close tho market is very flat
The sales are 38,000 bushels unsound st 92c ail ; damp
at $1 02ol 05; now Western mixed at $1 05al 09, closing
at $1 05*1 07; old do at $112S,; Western white at $107
in store; Southern yellow at $115.
Pao VISIONS-The pork market opened steady, but sub
sequently fell off; and closes doll and heavy at inside
ngures. The demand has been lair.
The sales, cash and regular, are 470O bbls at $2116a
21 25 for mt ss; $21 30 for small lots do; $18 35 for prime
and $21a2112 y3 for Western prime mess.
Beef tells slowly, owing to the limited offerings, but
prices are very firm. Sales of 100 bbls at $18a25 for
plain mess; }23a27 for extra do.
Tierce beef and beef hams aro dull and nominal.
Cut meats are rather more active and 6teady. Sales
and resales of 700 pigs st 8>4 as.^c for dry salted shoul
den ; 10 a for bellies, and nv tor a favorite brand of
pickled hams.
Bacon is firm and in fair demand, Sales of 300 boxes
at 12 c lor long clear, and 12 i c for S tret.'ord cut
Lard is nominally unchanged in prices, though buyers
opens j less freely.
Sales ol 700 bbls. and tes, at ll al2 c for No. 1 ; 12a
13 c far city ; 12> 13 c for fair to prime steam, and
13 al3 c for kettle rendered.
Corras-We have no sales to note. Prices are un
changed.
Corros-Th o market of this staple to-day ls quiet at
steady prices. The demand is pretty good nt 3Ca36 c
for Middling Uplands, and 27a27 c for do. New Orleans
and Texas.
NAVAL STORES-Spirits of Turpentine ls steady at 69a
60 cents. Rosins are quiet Sales of good common at
$3 63 .
SUQAB-Raw Sugars are active, and the market ls firm
at ll'"allcents for lair to good relining. Refined aro
feverish.
WHISKEY-Tho market is more active and flt mer.
Sales of 1100 bbls at $35a40 for western in bond.
FXEIOHTS-To Liverpool 76 hhds tobacco at 25a, and
per steamer 7600 bushels corn at 7d, 1000 boxes cheese
at 30s, and 100 bales compressed cotton at 5s lOd. To
London, per steamer, 15,000 bushels corn, on private
te nra, 8 hhds Kentucky tobacco at 40s, and 30 hhds furs
at 40s.
Havana Market.
HAVANA, June 32.-Our sugar market has moved up
a little, and shippers are more willing to buy under the
Influence of the latest news. Quotations firm; for whito
through at $6a5 per 100 lbs; :yellow do Nos. 13 to 20,
at I4%a5 do; browns do Nos. ll and 12. at $-i i,'o4 )i do;
Cucuruchos, Nos. 8 to 10, at $3\a4 do; Muscovadoes
wilh other classes advancing ; refining good at $3a3 do;
and grocery qualities, good fair, at $3 a3 ; superior at
$4 do.
M LASSES-Clayed-No sales advised during the week,
but held at 6 a5 rials per keg, and Muscovadoes at
Gil rials do. The business of the week, with a dividing
feast day, has been rather languid, while the weather hae
been unfavorable for extensive transactions,

L lie it enacted, by the Senate and House of Representa
lives, now met and sitting in General Assembly, and by the
authority of the same, That it shall not be lawful for any
person, except a pilot or public officer, to board or at
tempt to board a vessel arriving in the port or harbor of
Charleston, before such vessel shall have been made fast
to the wharf, without first obtaining 1 eave from the mas
ter or person having charge of such vessel, er from her
owner or agents.
LL It shall not be lawful for any owner, agent, master,
or other person having charge ol' any vessel arriving or
being in the pott of Charleston, io permit or authorize
any Bailors, hotel or boarding house Beeper, not licensed
as hereinafter provided, or any agent, runner or em
ployee ot any sailor's or immigrant's hotel or boarding
house, to board, or attempt to board, any vessel arriving
in, or lying, or teing in tho harbor or port ot Charleston,
before tuen vessel shall have been mode Hast to the wharf,
or anchored, with intent to invite, ask or solicit tho
boarding of any of the crew employed on such vessel.
ILL lt shall not be lawful tor any sailor's or immi
grant's hotel qr boarding house keeper, or the employee
of any sailor's or im ir ig ran t's hotel or boarding house
keeper, having boarded any vessel made fast to any wharf
in thc port of Charleston, to neglect or refuse to leave
said vessel, after having been ordered so to do by the
master or person having charge of such vessel.
IV. It shah not be lawful for any person to keep, con
duct or carry on, either as owner, proprietor, agent or
otherwise, any sailor's or immigrant's boarding bouse,
ot sailor's or immigrant's hotel, ia the city ot Charleston,
without having a license from the City Council thereof,
V. It shall not be lawful for any person, not having the
license m this Act provided, or not being the regular
agent, ronner or employee of a person having such li
cense, to invite, ask or solicit in the city or harbor of
Charleston, the boarding or lodging of any of the crew
employed on any vessel, or of any immigrant arriving in
the said city of Charleston.
VL The City Council shall take the application of any
person applying for a license to keep a sailors' or immi
grant's boarding house, or sailor's or immigrant's hotel,
m the city ot Charleston, and upon satisfactory evidence
to them of the respectability and competency of such ap
plicant, and of the suitableness of bis accommodations,
shall issue to him a license, which shall be good for one
year, unless sooner revoked by said City Council, to
keep a sailor's or immigrant's boarding bouse in the city
of Charleston, and to invite and solicit boarders for the
same.
VIL The City Council may, upon satisfactory evidence
of the disorderly character of any sailors' or immigrants'
hotel or boarding house, licensed as hereinbefore pro
vided, or ef the keeper or proprietor of any such house,
or of any force, fraud, deceit or nus representation, in in
viting or soliciting boarders or lodgers for such house,
on the part of such keeper or proprietor, or any of his
agents, runners, or employees, or of any attempt to per
suade or entice any of the crow to desert from any vessel
in the harbor of Charleston, by such keeper or proprie
tor, or any of his agents, runners or employees, revoke
the license for keeping such house.
VIII. Every person receiving the license hereinbefore
provided for shall pay to the City Council aforesaid the
sum of tweuty dollars.
IX. The sold City Council shall furnish to each sailor's
or immigrant's hotel or boarding house keeper, licensed
by them os aforesaid, one or more badges or shields, on
which shall be printed or engraved the name of such
hotel or boarding house keeper, and the number and
street of his hotel or boarding house ; and which said
badges or shields shall bo surrendered to said City Coun
cil upon the revocation by them, or expiration of any
license granted by them, os herein provided.
X. Every sailor's or immigrant's hotel or boarding
house keeper, and every agent, runner or employee ol
such hotel or boarding-house keeper, when boarding any
vessel in the harbor of Charleston, or when inviting or
soliciting the boarding or lodging of any seaman, sailor
or person employed on any vessel, or of any immigrant,
shall wear, conspicuously displayed, the shield or badge
referred to in the foregoing section.
XL It shall not be lawful for any person, except those
named in the preceding section, to Lave, wear, exhibit or
display any such shield or badge to any of the crew em
ployed on any vessel, or to any immigrant so arriving hi
the city of Charleston, with the intent to invite, oak or
solicit the boarding or lodging of such immigrant or ot
any of the crew employed oa any vessel being in the
harbor of Charleston.
XXL Whoever shall offend against any or either of the
provisions contained in section 1, 2,3,4, 5,10 and ll, in
this Act, shall be deemed guilty ol a misdemeanor, and
shall, upon conviction thereof, be punished by imprison
ment for a term not exceeding one year, and not less
Ulan thirty days, or by a nhs not exceeding two hundred
and fifty dollar?, and not less than ono hundred do,lorn,
or by both such fine and imprisonment.
XIII. The word "vessel," as used in this Act, shall in
clude vessels propelled by steam.

fTTHE FOLLOWING ORDINANCE IS PUBLISHED

I. Be it Ordained by tho Mayor and Aldermen, Thal
from and alter the ratification of this Ordinance, it shall
not be lawful for any person to cleanse or remove the
contents of Vaults or Privies within the limits, of thc
oily, without having previously obtained a license for the
same; all such licenses to expire on tho 31st December
of every year, and be subject toeR requirements impos
ed by Ordinances regulating tho granting of Licenses for
Drays and Carts.
LL That the use of Barrels in open Carts and Wagons
is prohibited, and parties applying for License will be re
quired to provide closed Carts suitable for the purpose.
ILL All persons having such License shall repoi t nt
one of th Guard Houses, during the day, his or their in
tention u lo such work during the ssssnag night; in the
Lower Wards such report to be made to th e Main Guar J
House, in the Uppor Wards to Upper Guard House.
IV. The place or places for the deposit of such offal
shall be designated from time to time by the Mayor.
V. Every owner or driver of such Licensed Cart or
any other person who shall violate any of the provisions
of this Ordinance, or shall neglect or refuse to observa
the same, or any of them, ahau forfeit and pay for each
offence a fine not to exceed twenty-five dollars, to be en
forced by the Mayor in his Court, or recovered in any
other Court of competent Jurisdiction.

lng the Streets, Lanes, Alleys, and open Courts in the
City of Charleston Clean, and for other purposes," it
hereby published for the information of all concerned :
For the due protection of the said contractor or con
tractors, it it further ordained, That every owner, lessee,
occupant and tenant of any premises fronting in any
street, lane, alley, or open court, shall on every day
(Sundays excepted) havo the dirt, filth, garbage, or other
offal, placed in front of his or her lot, lu a barrel, box or
heap, and in readiness for the contractor, by the hour ol
sevon o'clock, A. M., from the Mist day of May to the
first day of November in every year ; and by the hour ol
nine o'clock, A. M., from the first day of November tc
the first day of May following. And any person offend
lng herein, or placing any dirt, filth, garbage, or other
offal, ia any street, lane, or alley, or open court, after the
hours above named, shall be subject to a fine not lese
than two nor more than five dollars, for each and every
offence, to be imposed by tho Mayor.
