Wo nicntlonod in our remarks yesterday on
this subject, thal thoro oro few among us who
openly opposo registration; but we, neverthe?
less, feared thero would be a largo number of
our citiicns, not disfranchised by tho Act. -'y
' t f '_ _ "? mininer, fail to nvoil
themselves of this privilege. We aro confirm?
ed in this belief from what wo seo and read of
as going on in tho other .Southern States wherc
registration has been in progress for some
limo. Tho nogroos everywhere register
promptly, whilo the number of whitos who
havo registered is out of all proportion to the
number of voters in tho sovoral cities, counties
or StatCB before, or oren during tho war.
Sometimes tho number registered is less than
one-half tho number of foreign voters. And
this is tho case, notwithstanding tho oft re?
peated and most urgent appeals from the en?
tire Southern pross in favor of registration;
for whatever tho opinion entertained hy any of
our public men or journals as to thc constitu?
tionality af tho Reconstruction Act, or tho wis?
dom of somo of Its features and provisions, all
aro agreed ns lo tho policy, thc absolute and
vital importance of everybody's registering,
who has boen disfranchised by the said Act.
Tho reasons for this aro so pnlpnhle, that they
must ulrike ovcry discerning mind upon a mo?
ment's rcllcctlon. Not rt single sound argu?
ment can bo adduced against it; and indeed
wo do not remember either hearing or reading
such a ono attcniptad.
In our article of yesterday wo indicated the
motives thal may bc expected to influence
Rome, in either refusing or neglecting to regis?
ter. Thc principal cause, however, in out
opinion, must be looked for in tho practical
opposition to tho whole Bchcmo of Reconstruc?
tion under tho present Act, hy many citizens
of education and influence, who, whilo they
all advocate registration, and make no direel
