NAVAL STORES-Spirits turpentine has not essentially
changed, being in moderate demand and steady; the

for August, at 60c Rosins were in rather better request,

tiva, now met and tilting in General Attembly, and by the
authority of the tame, That lt shall not be lawful for any
parson, except a pilot or public officer, to boord or at?
tempt to board a vessel arriving in tho port or harbor of
Charleston, before such vessel shall have been made fast
to the wharf, without first obtaining leave from the mas?
ter or person having charge- of such vessel, er from her
owner or agents.
II. it shall not be lawful for any owner, agent, master,
or other person having charge ot' any Teasel arnviug or
being in the port of Charleston, io permit or authorize
any sailors, hotel or boarding house keeper, not licensed
ss hereinafter provided, or any agent, runner or cm
Sloyce of any sailor's or immigrant's hotel or boarding
ouse, to board, or attempt to board, any vessel arriving
in, or lying, or hoing in the harbor or port ot Charleston,
before such vessel shall have boon made fast to the wharf,
or anchored, with intent to invite, ask or solicit tho
boarding of any of the crew employed on such vessel.
UL It shall not be lawful for any sailor's or immi?
grant's hotel or boarding house keeper, or tho employee
of any sailor's or immigrant's hotel or boarding houso
keeper, having boarded any vessel made fast to any wharf
in tho port of Charleston, to neglect or refuse to leave
sold vessel, after having been ordered so to do by tho
master or person having charge of such vessel.
IV. It shall not be lawful lor any person to keep, con?
duct or carry on, either aa owner, proprietor, agent or
otherwise, any sailor's or immigrant's boarding house,
or sailor's or immigrant's hotel, in tho city of Charleston,
without having a license from tho City Council thereof,
V. It shall not be lawful for any person, not having tho
license m this Act provided, or not being the regular
agent, runner or employee of a person having such li?
cense, to invite, ask or solicit m the city or harbor of
Charleston, tho boarding or lodging of any of tho crew
employed on any vessel, or ol any immigrant arriving in
the said city of Charleston.
VL Tho City Council shall tako the application of any
person applying for a license to keep a sailors' or immi?
grant's boarding house, or sailor's or immigrant's hotel,
Lu the city ot Charleston, and upon satisfactory evidence
to them of the respectability and competency of such ap?
plicant, and of the suitableness of his accommodations,
shall issue to him a license, which shall be good for one
year, unless sooner revoked by said City Council, tu
keep a sailor's or immigrant's boarding house in tho city
of charleston, and to invite and solicit boarders for the
same.
VTL The City Council may, upon satisfactory evidence
of the disorderly character of any sailors' or immigrants'
hotel or boarding house, licensed as hereinbefore pro?
vided, or of the keeper or proprietor of any such house,
or of any force, fraud, deceit or misrepresentation, in in?
viting or soliciting boarders or lodgers for such house,
on tho part of such keeper or proprietor, or any of his
agents, runners, or employees, or or any attempt to per?
suade or entice any of the crow to desert i rom any vessel
in the harbor of Charleston, by such keeper or proprie?
tor, or any of his agents, runners or employees, rovoko
tho license for keeping such house.
VIII. Every person receiving tho license hereinbefore
provided for shall pay to the City Council aforesaid tho
sum of twenty dollars.
IX. Tho said City Council shall furnish to each sailor's
or Immigrant's hotel or boarding house keeper, licensed
by them aa aforesaid, one or moro badges or shields, on
which s lia ll be printed or engraved tho nomo of such
hotel or boarding homo keeper, and the number and
8treet of his hotel or boarding house; and which said
badges or shields shall be surren dereel to said City Coun?
cil upon tho revocation by them, or expiration of any
License granted by them, as herein provided.
X. Every sailor's or immigrant's hotel or boarding?
house keeper, and every agent, runner or employ?e of
such hotel or boarding-house keeper, when boarding any
vessel in the harbor of Charleston, or when Inviting or
soliciting tlie boarding or lodging of any seaman, sailor
or person employed on any vessel, or of any immigrant,
shall wear, conspicuously displayed, the shield or badge
referred to In the foregoing section.
XI. It shall not be lawful for any person, except those
named in the preceding section, to Lave, wear, exhibit or
display any such shield or badge to any of the crew em?
ployed on any vessel, or to any immigrant so arriving in
the city of Charleston, with tho intent to invite, ask or
solicit the boarding or lodging of such immigrant or ol
any of tho crow employed oa any vessel being in the
harbor of Charleston.
XII. Whoever shall offend against any or either of the
provisions contained in section 1, 2,3, i, 6, 10 and ll, in
this Act, shall bo (teemed guilty ol a misdemeanor, and
Bhall, upon conviction thereof, be punished by imprison?
ment for a term not exceeding ODO year, and not lees
than thirty days, or by a fine not exceeding two hundred
and fifty dollars, and not less than ono hundred dollars,
or by both such fine and imprisonment
XIII. The word "vessel," os used in this Act, shall in
?dude vessels propelled by steam.
