for Dry Goods, we tamk it may be safily^??d, ha* seen
its lowest point of depression. Last week, there was an
Improved fdeMng in the trade, though the month ot Juno
is the dullest in the whola year for this butin?es. The
trade in Carpets has been very active all tb? season, and
prJoes have boen fully suaiaJUed, though, they hare
not advanced in proportion to thc increased duty, and
they must inevitably rule higher.. Tb? carpet dealers
have suffered less from dullness of trade; than, any
other class of dry gooda dealers. Itslies^CkHh* ,*ro in
better demand for the manufacture of olot??ng, but
importers'make great complaint of dullness. The
coarser kind ol Itattan and Amsrioea manufacture are
faat?upereeding tt e loreign make. The import fitrtyf on
this style of goods is abott 80 per cent., which ought to

preparing for their fall trade, and the certainty of a
decline in the 'prico of the raw material makes cotton
goods of an kinds ; a hand-to-month sort of a pur?
chase. Every one ia: au-etol not to be caught with an over?
stock of cttton gooda. Ginghams of good styles are in
. moderate request. Colored cambrics are dull Twee?:
command fair prices, but inferior grades are. pressed for.
sale. In woollens prices aro Twt firm; the roarket la
largely ?verstocl:ed, and except for a fr w fancy goods for
summer wear, the demand u? principally for fha largo
clothiers. Jobbers, commission houses and importera
keep the auction rooms well supplied with odds
and ends of all kinds, preparatory to a closing up of
the] ?pring trade. The improvement In fae mar?
ket applies chiiiiy to domestics, which are more
freely purchased ts the crop prospects, axe. more as?
sured. '1 he exports of domestics from this 'port kpd
from Beeton for the present year are largely m excess
of those for any year since 1861, and they will proba
? bly continue to increase as the cotton crop increases.
Brpwn sheetings and ahlrttngts are in abundant supply,
and the stock increasing. Prices are steady In an?clpo
?on of a large rall demand. Bleached goods are wanted'
in small lota to fill the country orders. The stock in
jobbers hands ls better. Manufacturers are disposed to
make eales as fast as goods are received. Ho quotable
change in standard goods. Denim? and Drille dull and
heavy, and the esme is also true of Stripes and Ticks.
Collections from the interior are not so prompt as could
bo desired. On acoeount of the du?nesi of trade, many
second-class marchante are asking extensions.

or other person having charge of any vessel arriving or
being in the port of Charleston, io permit or authorize
any sailors, hotel or boarding house keeper, not licensed

ployee oi any sailor'a or immigrant's hotel or boarding
house, to board, or attempt to board, any vessel arriving
in, or lying, or being in the harbor or port ot Charleston,
before such vessel shall have been made fast to the wharf,
or anchored, with intent to invite, ask or solicit the
boarding of any of tho crew employed on such vessel.
UL lt shall not be lawful for any sailor's or immi?
grant's betel or boarding house keeper, or the employee
of any Bailor's or immigrant's hotel or boarding house
keeper, having boarded any vessel made fast to any wharf
in the port of Charleston, to neglect or refuse to leave
said vessel, after having been ordered so to do by the
master or person having charge of auch vessel.
IV. It shall not be lawful for any person to keep, con?
duct or oarry on, either as owner, proprietor, agent or
otherwise, any sailor's or Immigrant's boarding house,
or sailor's or immigrant's hotel, In the dry ol Charleston,
without having a Uoense from the City Council thereof,
V. Itahall not be lawful for any perron, not having die
license ui thia Act provided, or'nov being the regular
agent, runner or employee of a person having such li?
cense, to Invite, aak or solicit in the city or harbor of
charleston, the boarding or lodging of any of the crew
employed on any vessel, or of any immigrant arriving in
the said dry of Charleston.
VI. The City Council shall take the application of any
person applying for a license to keep a sailors' or immi?
grant's boarding house, or sailor's or immigrant's hotel,
lu the city ot Charleston, and upon satisfactory evidence
to them of the respectability and competency of such ap?
plicant, ami of the suitableness of his accommodations,
shall issue to him a license, which shall be good for one
year, unless sooner revoked by said City Council, to
keep a Bailor's or immigrant's boarding house in the dty
of Charleston, and to invite and solidt boarders for the
same.
TIL The City Council may, upon satisfactory evidence
of the disorderly character of any Bailors' or immigrants'
hotel or boarding house, li sensed as hereinbefore pro?
vided, or of the keeper or proprietor of any such house,
or of any force, fraud, deceit or misrepresentation, in in?
viting or soliciting boarders or lodgers for such house,
on the part of auch keeper or proprietor, or any of his
agents, runners, or employees, or of any attempt to per?
suade or entice any of the crew to desert from any vessel
in tho harbor of Charleston, by such keeper ar proprie?
tor, or any of his agents, runners or employees, revoke
the license for keeping such house.
YUL Every person receiving tho Uoense hereinbefore
provided for shall pay to the City Council aforesaid the
Bum of twenty dollars.
IX The said City Council shall furnish to each sailor's
or immigrant's hotel or boarding bouse keeper, licensed
by them as aforesaid, one or more badges or shields, on
which shall be printed or engraved the name of such
hotel or boarding house keeper, and the number and
street of his hotel or boarding house; and which said
badges or shields shall be surrendered to said City Coun?
cil upon the revocation by them, or expiration of any
license granted by them, as herein provided.
X. Every sailor's or immigrant's hotd or boarding?
house keeper, and every agent, runner or employee of
such hotel or boarding-house keeper, when boarding any
vessel In the harbor of Charleston, or when inviting or
soliciting the boarding or lodging of any seaman, sailor
or person employed eu any vessel, or of any immigrant,
shall wear, conspicuously displayed, the shield or badge
referred to in the foregoing section.
XL It shall not be lawful for any person, except those
named lu the preceding section, to Lave, wear, exhibitor
display any such shield or badge to any of the crew em?
ployed on any vessel, or to any immigrant so arriving hi
the dty of Charleston, with the intent to Invite, ask or
solicit the boarding or lodging of such immigrant or ol
any of the crew employed oa any veasd being in the
harbor of Charleston.
XII. Whoever shall offend against any or either of the
provisions contained ta section 1, 2,8,4, 6,10 and ll, in
this Act, shall be r.eemed guilty ol a misdemeanor, and
shall, upon conviction thereof, be punished by imprison?
ment for a term not exceeding ono year, and not less
than thirty days, or by a fine not exceeding two hundred
and fifty dollar*, snd not less than ono hundred dollars,
or by both such fine and imprisonment
