Tux INTERNAL REVENUS BUREAU is the innocent source, we fear, of a vast amount of bogus in? formation to the public. There is inherent in almost every human heart a morbid curiosity to know all about other people's business, and this not very laudable craving is highly gratified at the long lista of ''incomes of solid iron" of this and that place. The ignorant mass are doubtless gulled by these apooiyphal exhibits. We question their reliability, first, because- it is a notorious fact that newspaper correspondents, in search of some? thing sensational, sic down and, giving full rem to their fcu-tile fancy, manufacture these lista by the yard; and secondly, be ca use there is reason to be? lieve, not from any information wo have on the subject, but from inherent probabilities, that even tho authentic copies of the official records are cal* culatf d to mislead. Those who have nothing to gain by having the amount of their incomes blaz? oned abroad, will always be tempted to return the smallost possible- amount compatible with their conscience, or with the vigilance of the Assessor; while those who are in the "advert?viug line" pur? sue a contrary course, in no need of dreading offi? cial scrutiny, and readily quieting the inward moni? tor by the salvo of the seif-imposed, so to speak, au- j peroro jato ry tax. Thus we read of RICHAED CONEEE, of the "New York Blotter," everywhere advertising his income return of $200,000-doubtless charging the $10,000 internal revenue tax to the advertising account on the ledger. These gross misstatements aro of course exceptional and the judicious statis, tioian and political economist can gain valuable in? formation from these returns. Much more inter? esting than tho long array of "solid men" are little abstracts like tho following: The Lowell (Mass.) Courter says: "In looking over the income re? turns for Lowell, we find the names of nineteen la wy ors, sixteen physicians and thirteen clergy? men who returned an income of $1000 and over in 1660. Adding to the $1000 exempted from taxation, and we find the nineteen lawyers had an aggregate I income of $43,078, or $2,267 each; sixteen physi? cian returned altogether $33,128, an average of $2,257-only about ten dollars behind the disciples of BLACKSTONE, showing that thero ia little choice, so far as Lowell ia con cerned, between the btw and physic for a profession. The thirteen clergymen returned an aggregate of $21,375, or an average of $1,875-nearly four hundred dollars behind the lawyers and physicians." i BOSTON IS A HIGHLY Christian city, almost as much so as New York. The late anniversaries have given us the returns of the incomes of the various religious societies of that city during the j past year. They amount to a total of $1,263.033. The largest part of thia sum ($253,000) was con? tributed to the American Missionary Association; tho next largest ($160,000) to tho Boston branch j of the American Tract Society. The American Peace Society, a species of Piokwick club, collected I $3,371, barely enough to defray the expenses of of fleo rent, stationery, brandy and Begars. The Amer- j ioan Education Society reports $19,572; the Massa? chusetts Colonization Society $8,307. The Massa- I ohnsetta Evangelical Society only collected $775; and tho Society for Propagating the Gospel among In di ins $4,895. The last named amount, we pre sumo, will be turned over to the Q. M. PUT OB TUBE, as au article of fuel, has hitherto boon scarcely heard of in thia country. Many of our readers may have some vague notion of ita composition, and as an article invariably aseo- I cia ted with Irish hogs, but nothinj beyond that, I Specimens of turf have recently been exhibited In Richmond, Ya., from the Dismal Swamp,'ten miles | from Norfolk. This turf consists pf the nativa soil of that precinct, passed through, rollers, and moulded and made in a machine just as bricks are, and then dried by exposure to the air and sun. It I Ja scarcely neceasary to say that thia peat ls de composed vegetable matter, lights quickly, bums brightly, and leaves straw colored ashes. The j peat works in the Dismal Swamp are owned by a New York firm, who propose to go into active operations shortly, and prepare it on an extensiva scale. It ia said that this peat has been found valuable aa a fuel for steel works. In Ireland this s pecios of sod, found in the bogs, ia denominated I poat, and after it ia out, dried and adapted for pur posea of fuel, it receives the name of turf. It says : , "However, much tho people of Louisiana may be clisestiafled with WELLS, they will not think any more of the department commander, if he shall have appeared to be influ enc ed by personal mo? tt vee and yielded to passion. The five Generals ! have ii in their power to contribute very much to a reunion in fact as well as in name, by displaying good judgment, and avoiding all acts of an irrita? ting, character. "Tho first part," remarks the New Orleans Picayune, " is from SHERIDAN'S order? and the whole is in the spirit of it ; but tho latter part is an improvement on, or rather a oarrying out of it, at least. Half the registrars in this State have degraded, and are now in the habit of thus degrading their office." Of tho many former friends and students of Dr. L. there maybe some who, mindful only of the pleasant relations that subsisted between them and their learned preceptor, in the golden days of their Sophomoreahip, are willing to bridge over the past seveu years, and still take an affectionate interest in the tough old Teuton pedagogue. For their information, then, we pen these paragraphs. Dr. L., it ap? pears, although nearly a septuagenarian, is still in the land of the living ; still dogmatizes on ponology, and still has his weakness of writing- about civil liberty. [It will be re? membered how delighted, how supremely flat? tered the Doctor was when he learned through a newspaper correspondent, that his two vol? umes on Civil Liberty and Self Government were among the books of Louis PHILIPPI, sold by the auotioneer. True, it was whispored, that the Doctor himself had sent them to his Majestj of Orleans, " with compliments of tho author;" but this was probably mere slander, begat of envy.] Dr. LIEBER has written much and leotured more on civil liberty, and on the constitution, BI"nee he left us ; and he had no little trouble in the first plaoe, to unlearn all he had said and taught for many years, while Professor of His? tory and Political Economy in tho South Carolina College, in defence of slavery, and in advocacy of the doctrine of States Rights and State Sovereignty; and in the second place, it was no small job for a man of j Dr. L's years, to follow the fate of the Ameri? can Constitution, through all the tortuous sin? uosities of Congressional legislation. The Doctor's marvellous memory, trained and ex? ercised through years of laborious study, might perhaps have accomplished the task of j keeping abreast with the various constitutional amendments proposed or passed- But this fac? ulty would be of little service to him in the more arduous undertaking, upon which, ss an ultra-loyal (?. e. Radical) man, he would feel it incumbent to enter, of adapting his preleotions to the new system of constitutional hermeneu? tics, promulgated in Washington within the last two yean. The Pandects and the Institutes are fixed; RAT, ALBERT SMITH and LOCKB, HUME, RICARDO and M.? LT H ru, MILL and BAS? TI AT, are all entities, and, however enigmati? cal sometimes, yet not past the analytical probe of our learned Nestor. But it is otherwise with the new hermeneutics. They, we should say, afford an uncertain foothold, shifting as the sands laved by the briny wave. The Con? gressional Globe is the new text-book, and FOBNBT'S Chronicle to be read as "collateral. The Union League Club, in New York, has just issued a pamphlet of fifty pages, contain? ing Dr. LIBBER'S suggestions for amendments, whieh he thinks should be made to the New York State Constitution, now on its trial be? fore the Convention at Albany ; and as we shall soon be "at sea" ourselves, constitution? ally speaking, some of his suggestions may, perhaps, merit our attention. We therefore append the following synopsis of his views, some of which, it will be seen, are the result of the new system of constitutional interpre? ten : ' Dr. Li EB KR thinks the pardoning power should be continued to the Governor, but "modified and circumscribed as the Legislature may direct by law,", and that "the Constitution ought to establish that no pardon induces per? fect recuperation of political or civil rights, unless the pardon mentions this faot according to the law which the Legislature may estab? lish." He desires aluo a Board of Pardons. Also, "a provision to oblige every court to pro? nounce sentence within the term in which the case has been tried. He advises the abolition of the elective judi? ciary, and "the appointment of judges during good behavior, to which it would be wise to add the removal of judges by the concurrent vote of both houses of the Legislature, two thirds of the members present concurring, and the oause of removal being entered in the jour? nal of each house; or by a separate two-thirds vote of eaoh house." He adds; "A plaoe ought to be left open in the new Constitution for the possible introduction of the system of courts of ? peace." He would "give all State appointments, and those more looal offices which the Legislature may point out by law, to the Governor, with the consent of the Senato, and whioh lays down the period of years for which such appointments shall hold-say, for instance, six years-unless the Legislature assigns a shorter or longer term to any epeoifio office by a two-thirds vote." As to suffrage, he says: "It would appear advisable that no property qualification being adopted in general, it ought also to bo omitted with reference to persons of color." Also, "that the Convention, it is to be hoped, will not yield to the entreaties which will doubtless bo made in a spirit which happens to be fashionable Just now in our restless period. Female suffrage ought not to be established." Ai to representation he says : "The con? vention ought to remember that three hundred -rather less than more-is the number of representatives which experience bas suggest? ed to us M the most practical; that election dis? tricts ought to have a sufficient extent for liberal action, And that full freedom ought to be left to the constituents to elect any citizen yt the State, wherever he may resido." He says "it would seem advisable that the word sovereign be omitted In the revised Con? stitution, as unnecessary, deceptive, indeter? minate and mischievous, capable of a variety of interpretations, and flattering to puny vanity." As to the government of cities he says : "A provision of the Constitution should establish for cities containing a population above a cer? tain number, two houses, one of which repre? senting the tax-payers exclusively; a superin? tendent of the flnanceB and disbursing officer, appointed by thc Legislature or the Governor, with the consent of tho Senate, for five years at least; and a strict inhibition of all expenditure, except such as may be required for direct ends of public necessity." He thinks it incumbent on the convention to consider the propriety of introducing a clause in the revised Constitution, which should allow each county to introduce compulsory school at? tendance, and make the test of reading and writing, to be proved, in cases of challenge at the polling plaoe-th? latter by writing the ballot, or a portion of it-a requisite for the exercise of the right of voting, from the begin? ning of the fourth year after the adoption of | the new fundamental law of this State.
