TH IC CITY COUNCIL VS. THE II O PK II
HOSPITAL.
Wo aro perfectly avruro thal Ibero ia it great
prcjuilico in this community against tho discus?
sion of publio interests which necessarily in
rolvcs, lo BOIUO extent, personal criticism of
Ihoso who havo such intcrosts in chnrgc. But
we think thut among other things which wc
ire lenrning is this : thnt an honost difference
of opinion is wholesome, and that freo sud re?
spectful expression of that opinion ia tho suroat
and cheapest preventive of mal-administration.
Men who, either from ambition or a sense of
duly, oBsumo tho charge of publio atTairs, have
no right to object, and, if they aro wiso, novcr
will objoot to tho most searching scrutiny of
their acts. If the acts aro judicious they will
Bland ; if they aro foolish, they will havo to
abandon them, as for tho good of the com?
munity they aught to do.
Tito City Council of Charleston havo had a
very difficult task boforo thom, wc admit, and
whore it hoB been accomplished, all credit is
duo, and will bo given them, liut upon moro
than ono occasion thoy havo certainly failed to
impress their constituents with any very high
?caso of their administrativo wisdom. Wc pro?
pose, at present, to rcviow their action upon
one subject of very great intorcsl to tho com?
munity, in whioh wo think they aro manifest?
ing a spirit of vory singular economy.
Of nil tho public chant ifs of this oily Ibero is
not ono moro useful to thc sick and suffering, nor
mora honorable to its founder, than tho Roper
Hospital. Ita history is too well known to bo
given at length. In 1845 tho Medical Society
carno into possession of tho funds bequeathed
by tho late THOMAS liorna for tho foundation
of a hospital for thc relief of "thc indigent
sick of all nations, without distinolion of re?
ligion, complexion or sex.". This gift of tho
donor was BO wiso and liberal, thc need of
suelt an institution so pressing,, and its advnn
togos so great, that both tho State and the
city lent their aid to tho perfection of tho
good work, and in 185G tho Hospital was open?
ed; riaced under tho chargo of trustees who
wore ohoscn from among tho most eminent
members of tho medical profession, thoroughly
and most efficiently officered, its skillful and
humane administration soon became n matter
of common fume. Dy contract with tho City
Council, tho sick and insane, hitherto in
charge of thc city authorities, were transferred
from tho old 1'oor House to thc better and more
commodious hospital; and thc annual expendi?
ture by Ihc eily of $5000 for this purpose was
appropriated to tho income of thc hospital.
We con say ?sw,-... -t:"i,."gl dnngcr of con?
tradiction thal until tho hospital building was
abandoned, during tho B?ogo of Charleston, on
account of danger from tho shells, this ar?
rangement gave tho most perfect satisfaction.
Tho hospital was made more efficient by tho
addition to ita inoome. The flick and insane
we're far belier tended, nnd tho city authorities
were spared tho labor of an administration,
which, in tho nature of things, such a corpora?
tion oould not discharge as cheaply or aa ef?
fectively as such a medical institution.
When tho hospital building was abandoned
in August, 1808, the patients, supplies, medical
staff, icu., were removed to Ihc school building
in'Morris street, whero they remained .until
March, 18C4, when that building was taken by
thq military authorities for tho exclusivo uso of
tho soldiers. They wero then removed to tho
Alma Uouso in Hampstead, until February,
1805, when the United Stales authorities, upon
tho surrender of tho city, took possession of
all publio buildings, and its operations neces?
sarily ceased.
As soon as tho oity'authorities wero rcstorod
it became necessary to pr?vido for their sick.
The hospital was, of course, entirely disorgan?
ized, and they wero forced to moko such other
arrangements as woro possible. In conferenco
with, and fay the assistance of tho United States
medical authorities, they organixed a new City
Hospital in tho old Alma House in Maxyok
strebt. ' Six city physicians wero elected to
servo the , indigent Bick, in hospital, at offices
of ?all, and in private quarters'; hospital sup?
plies were furnished by tho United Staten au?
thorities, and the new1 institution in January,
IflCO, was turned over hy the military to the
:ity, under tho supervision' of Ur. FBLSBB, tho
''?ty Registrar. The City Council have ex?
pressed their satisfaction with tho working of
thoj institution and the manner in which Dr.
I'E?ZEII has discharged his duties.
' Wo desire to be distinctly understood as fluti?
ng no fault with Ibis arrangement, considered
ts a temporary one, nor os indulging in any un -
"riondly criticism upon Dr. PBLZBB'S discharge
>f his arduous duties. Wo desire to give all
lue credit to this Council for the effort whioh
hey mado to supply the necessity occasioned
ly (he suspension of the Roper Hospital, and
til credit to - those professional gentlemen
Thom they selected to carry out their plans.
Hut in the moantimo the Roper Hospital
>ui|dings havo beon restored to tho Trusteur?,
ho institution has been efficiently reorganized,
ind, it has now applied to the City Council to be
illowcd to resume its duties and reoeive Us an
lual appropriation. Tho simple question then
s : Is it wiser and more economical to restoro
he old order of things with the Roper Hospital
ir to continue tho new, converting the tempo
arj arrangement into a permanent one, with
ndependent City.. Hospitals and an additional
lumber of oily officers?
Now it roust ba recollected that tho perfect
iffioienoy of tho old system has never been dis?
used, and that it was ample for all tho olty'a
leeds when tho. population .wos a third larger
han it is-to-day. And the Roper Hospital now
i (Ter s to tho Couneil one hundred vacant beds.
It must also ho recollected that when the
/ourioil declined to renew their relation' with
ne .Hospital one of the chief argumenta of the.
inftvorable report was that the new Hospital
n 'Maxyok street wai ample for their wants,
jut)already they havo hired, another building

Tho Hoper Hospital ia one of thoso iuelitu

that, in view of tho possiblo obangea lo whioh
