We have received a copy of the foregoing pamph
* lat, which we will notice at length in oar next

A MOVE TS THE RIGHT DIRECTION.-Several
yoong men of this oity entered opon the duties of
cotton markers and menders yesterday. They
have determined to pot their Ihoolders to the
wheel, and the present mo ve me at is only the ini?
tiative. This business has long been confined to
parsons who, though attentive and efficient, could
never rise, and they can easily find employment in
some other vocation. There are at present a num?
ber of young mea in this city who are ont of em?
ployment, and by devoting themselves to this bu?
siness they will not only be making some money,
but will bo acquiring a knowledge of the cotton
business, which may ultimately prove bf great ad?
vantage to them.
' MAYOR'S COURT, Jone 4.-An individual whoie
dog attempted to carry off the calf of a colored
man's leg, was fined $10, and the man advised to
prosecute the owner of the vicions animal.
A countryman, who was found lying down drunk
in the street, in company with a pair of shoes and
two shirts, was fined io.
-Two black boys, who wera refreshing themselves
hy throwing bricks at ' each other, with an intent
to hurt, if possible, wera compelled to throw $3
each into the City Treasury.
Two youtbB, one white and one colored, who un?
dertook to exhib? t thai ability io tho grand science
of self-defence, without any charge to the delight?
ed crowd, were fined 95 each for the show.
The member of the Barleycorn Artillery, often
spoken of before, was fined 13 for getting drunk
arid going to a house, where nobody lived, and ex?
pressing a very strong desire to fight thc inmates.
A young man, ?ho was fighting some one in the
stree twho couldn't be designated, paid IS.
The drunkis ts were ont in large force, and each
submitted to a fine of 15 with as moah grace as if |
he had been asked to take something.

The other witnesses were principally colored per?

acted in a strange and indifferent manner about

Tho verdict was that Cornelia Verdi er came to
her death ort the hight of Thursday, May 80th, by
drowning at the hands of Smart Chisohn, colored.

The minutes of the last meeting were read and
confirmed.
The petition of several liquor dealers, praying
for a reduction of the tax and of the price of license,
which was signed hy two or three hundred citi
sena, was referred to the Committee on Licenses.

cense waa referred to the Committee on Licensee.
- The application of JAS. T. ANDERSON, for the re?

The communication cf Mr. J. L. JOHNSON, in

on Tradd street, between Logan and New streets,
was referred to the Committee on Brick and
Wooden Buildings.
The Board of Commissioners of the Orphan
House invited the Mayor and Aldermen to visit
that institution at their school examination on the
5th ins;.' The invit?t cm waa accepted.
The return of the City Sheriff for May, 1867, and
of sundry billa against the city, were referred to
the Committe on Accounts.
A memorial Iron the Bine Ridge Railroad was
read hy the Mayor, and referred to the Committee
on Railroads.
The petition of Messrs. SIMONS & SIMONS, rela?
tive to a ocnunonioation from Mr. G. POZNANSKI,
cxmcerrung his titles; to land on the Citadel Square
ins referred to the Committee of Ways and Means.
The first quarteh*a transactions of the Boper
Hospital, was received as information.
Alderman WBXUDEN, of the Committee from
Wards 6 and 8, (reported unfavorably on the
lighting of the city ' in that quarter, but recom?
mended Council to 'ha ve the pavements, sidewalks,
die., fixed and redaired as soon as the finances
would warrant. A ?opted.
The Mayor read a, communication from tho own
era of Chisohn's Min, referring to tho condition of |
the Tradd street Aase way, and requesting Coun?
cil to have tho ajamo attended to. The Mayor
stated that the Meters. CHXSOLM had not at tended
tf>the contract bJtween the city and themselves,
and the city was nat bound to make these repairs.

Alderman Haroun made a motion that when the
ayes and noes be called for it be determined by the
rising of three members, which was accepted.
Alderman GEBDTS offered a resolution that the
tax-pay era be empowered to have the sidewalks in j
front of their stores repaired at their own expense,
I the amount to be deducted from the taxes paid to
' the Treasury. The ayes and noes were called and
the motion was lost.
No further business appearing, the Council ad- I

ular monthly meeting of the Board was heid at
the Charleston Hotel Club Boom, at 8 J o'clock P. I
M. yesterday.

GENTLEMEN :-The committee appointed under a
resolution unanimously adopted at the last regn
lar meeting of th J association, for the punoso of
distributing the amount collected from members J
of this Board, for the poor of this city, respectfully
beg leave to make the following report :
ft must be acknowledged that the duty assigned
us was one of great responsibility, and m this in
atanco we have endeavored to carry oat the maxim
that "charity begins at home" by relieving, as far I
as it was in our power to ascertain them, the
wants of those whose associations were formerly
with the mercantile interests of our community. I
As our Board is not a charitable association, and
much relief is extended from associations of that
kind in our city to different persons, we deemed it I
just and proper that our donations should be con
fined to this class of people as far aa practicable.
The fund donated, $910, together with $100
generously contributed by a Boston firm through
Mesara. E. B. Stoddard & Co., making a sum total ;
of $1010. has been distributed to eighty (80) in- I
dividuals, in sums varying from fire (5) to fifty
(50) dollars, in each instance the recipient receiv- I
ing pro rata aa their wants s emed to require. I
That each individual who has been relieved
from tho proceeds of this fu d there can be no I ;
doubt was a just and worthy recipient, having
boen recommended to the committee by the clergy
and different merchants of our city, and in almost
every instance have been visited in person by di f- I '
fexent members of the committee. i
-Accompanying the report is a list containing I -
thc names and residences of those who have par-1
ticipatod ia this relief, which will be filed by the
Secretary of the Board, subi oct to inspection.

It appears from sundry petitions and official repre?
sentations that the present scanty supply of loodin the
Carolins s is seriously dlminlshel by the large quantity
of grain consumed bi numerous distilleries, put up and
worked in defiance of the revenue laws of the United
States ; lt ls repres nted that few or none of the require?
ments of law are observed in any of these establishment? ;
that the officers of the internal revenue service, while
endeavoring to assess and eoDest the whiskey tax, are
frequently treated with disrespect, and sometimes
menaced with violence; and that when offenders are
prosecuted in the civil courts, and violations of the to*
temal revenue laws indisputably proved, juries fail to
convict the parties ; it ls farther shown that this un?
lawful trafilo makes food dearer In pla oes where huge
numbers are depending upon publio and private bounty;
that the Government ls, asides, defrauded of a large
?mount of revenue ; that the authority of its civil officers
ls brought into contempt ; and furthermore, that tho
mischief complained of tends to increase poverty, dis?
order and crime ; therefore, in the exercise of the au?
thority vested in the Commanding General, it is ordered
that

manufacturing whiskey or other spirits lu violation of
the revenue laws wiD be imposed and executed by tho
military tribunals hereby authorized.

tracton, it it further ordained. That every owner, lessee,
occupant and tenant of any premises fronting in any
stieet lane, alley, or open court, shall on every day
(Sundays excepted) have the dirt, filth, garbage, or other
offal, placed in front of his or her lot, in a barrel, box or
heap, and in readiness for the contractor, by the hour of
seven o'clock, A. M., rom theflist day ot May to toe
first day of November in every year ; and by toe hour of
nine o'clock, A. M., frc tu the first day of November to
toe first day of May following. And any peraon offend?
ing herein, or placing any dirt, filth, garbage, or other
offal, in any street, lane, or alley, or open court, alter toe
boura above named, shall be subject to a fine not leas
than two nor mon than five dodare, for each and every
offence, to be imposed by the Mayor.
